ISIS claims territory in India for first time after clash in Kashmir

Srinagar, May 12: Islamic State (IS) claimed for the first time that it has established a “province” in India, after a clash between militants and security forces in the contested Kashmir region killed a militant with alleged ties to the group.

IS’s Amaq News Agency late on Friday announced the new province, that it called “Wilayah of Hind”, in a statement that also claimed IS inflicted casualties on Indian army soldiers in the town of Amshipora in the Shopian district of Kashmir.

The IS statement corresponds with an Indian police statement on Friday that a militant called Ishfaq Ahmad Sofi was killed in an encounter in Shopian.

IS’s statement establishing the new province appears to be designed to bolster its standing after the group was driven from its self-styled “caliphate” in Iraq and Syria in April, where at one point it controlled thousands of miles of territory.

IS has stepped up hit-and-run raids and suicide attacks, including taking responsibility for the Easter Sunday bombing in Sri Lanka that killed at least 253 people.

“The establishment of a ‘province’ in a region where it has nothing resembling actual governance is absurd, but it should not be written off,” said Rita Katz, director of the SITE Intel Group that tracks Islamic extremists.

“The world may roll its eyes at these developments, but to jihadists in these vulnerable regions, these are significant gestures to help lay the groundwork in rebuilding the map of the IS ‘caliphate’.”

Sofi had been involved in several militant groups in Kashmir for more than a decade before pledging allegiance to Islamic State, according to a military official on Saturday and an interview given by Sofi to a Srinagar-based magazine sympathetic to IS.

He was suspected of several grenade attacks on security forces in the region, police and military sources said.

“It was a clean operation and no collateral damage took place during the exchange of fire,” a police spokesman said in the statement on Friday’s encounter.

The military official said it was possible that Sofi had been the only militant left in Kashmir associated with IS.

Separatists have for decades fought an armed conflict against Indian rule in Muslim-majority Kashmir. The majority of these groups want independence for Kashmir or to join India’s arch-rival Pakistan. They have not, like Islamic State, sought to establish an empire across the Muslim world.

Nuclear powers India and Pakistan have fought two wars over Kashmir, and came to the brink of a third earlier this year after a suicide attack by a Pakistan-based militant group killed at least 40 paramilitary police in the Indian-controlled portion of the region.

A spokesman for India’s home ministry, which is responsible for security in Kashmir, did not respond to a request for comment.

Addressing a press conference, Rajesh Bhushan, Secretary, Health Ministry said that 11 per cent COVID-19 deaths took place in the age group of 26 to 44.

The 18 to 25 age group and those below 18 years reported one per cent deaths each.
"Currently, 5,86,298 active COVID-19 cases are in India and over 12 lakh people have recovered.

50 per cent deaths due to COVID19 have taken place among the age group of 60 years or above and 37 per cent deaths took place in the age group between 45 to 60 years," Bhushan said.

"A total of 11 per cent COVID-19 deaths took place in the age group of 26 to 44. Only 1 per cent in 18 to 25 age group and 1 per cent in below the age of 18 years," he added.

Bhushan said that 68 per cent of COVID-19 deaths have been reported among male patients and 32 per cent among female patients which is broadly in line with the global scenario.

The number of recovered COVID-19 patients in India is increasing daily and is now over double the number of active cases.

Bhushan said that the case fatality rate (CFR) is lowest since the first lockdown.

"More than 2 crore COVID-19 tests have been conducted, including more than 6.6 lakh tests in the last 24 hours. Recovered cases are now double of the active cases.

The case fatality rate (CFR) is lowest since the first lockdown," he said
"This is the first time after the first lockdown that the fatality rate is at the lowest, at 2.10 per cent. The fatality rate has seen a progressive decline and it is continuing, which is a good sign," he added.

According to the World Health Organisation, CFR is a measure of the severity of a disease and is defined as the proportion of reported cases of a specified disease or condition which are fatal within a specified time.

New Delhi, Mar 3: A day after two new cases of novel coronavirus that included one from Delhi were reported, the Health Ministry on Tuesday said six cases with "high-viral load" were detected during sample testing in Agra and these people have been kept in isolation. The six people had come in contact with a 45-year-old patient from Delhi, whose case came to light on Monday, and they include his family members.

According to government sources, the man, who is a resident of Mayur Vihar, had visited them in Agra.

The six have been kept in isolation at Safdarjung Hospital in Delhi and their samples are being sent to NIV, Pune for confirmation.

Contact tracing of the people who came in contact with the six is simultaneously being done through the Integrated Disease Surveillance Program (IDSP) network, the ministry said in a statement.

Sources said the patient from Mayur Vihar was shifted to a quarantine ward at Safdarjung Hospital on Sunday night.

His other family members have been asked to stay alert and look out for symptoms. One accountant, who came in contact with the man and some of his family members, was also quarantined, they said.

India on Monday reported two new cases of the novel coronavirus, one from Delhi and another one from Hyderabad. The government has stepped up its efforts to detect and check the infection which has killed 2,912 people in China.

On Monday, Rajasthan Health Minister Raghu Sharma had said that an Italian tourist tested positive for coronavirus in Jaipur.

The first sample collected from him on February 29 tested negative but his condition deteriorated, so a second sample was collected which tested positive on Monday, the minister said, adding, "Since there is a variation in the reports, the samples have been sent to the NIV, Pune for testing".

India had earlier reported three cases from Kerala, including two medical students from Wuhan in China, the epicentre of the deadly novel coronavirus. They had self-reported on their return to the country and tested positive for the infection. They were discharged from hospitals last month following recovery.

The infected person from Delhi had travelled to Italy, while the other patient who tested positive for the COVID-19 infection is from Telangana and had recently travelled to Dubai.

Both the patients had self-reported after they developed symptoms.

"They tested positive. They are stable and being closely monitored," ministry said on Monday.

The government has asked people to avoid non-essential travel to Iran, Italy, South Korea and Singapore and said India was in discussions with authorities in Iran and Italy, two countries badly affected by the infection, to evacuate Indians there.

The novel coronavirus or COVID-19, which originated in China, has spread to over 60 countries.
