JD(S), Congress MLCs faked info to vote in mayoral poll: probe

Bengaluru, Aug 30: Eight MLCs, including Congress’ R B Timmapur who is a strong contender for a ministerial berth, are found to have submitted false information to vote in Bengaluru mayoral election last year.

A “factual report” submitted by Bruhat Bengaluru Mahanagara Palike (BBMP) to the office of Chief Electoral Officer (CEO), found that the MLCs submitted false information to get their names included in the Bengaluru electoral rolls and vote in the mayoral election last year. The Election Commission had directed the civic body to probe the matter based on a complaint by BJP leader in the BBMP Council Padmanabha Reddy. BBMP Commissioner N Manjunath Prasad submitted the report on Tuesday. DH accessed a copy of the report.

Besides, the BBMP report has also found that these MLCs had given false information to the Karnataka Legislative Council to claim lakhs of rupees as travelling allowance by submitting fake bills, as charged by Reddy. Timmapur, Allum Veerabhadrappa, Raghu Achar, N S Boseraju, S Ravi (all Congress), C R Manohar and Appaji Gowda (JD-S) and M D Lakshminarayana (Independent) are the eight MLCs.

Reddy had accused these legislators of misleading the Upper House to claim travel allowance. They had furnished an address in their home towns as proof of residence for claiming the allowance, despite officially registering themselves as residents of Bengaluru. The law makers are accused of claiming a total of Rs 37 lakh as allowance. Reddy had demanded that the eight legislators be disqualified as MLCs.

For instance, Timmapur, who is said to have been shortlisted by Chief Minister Siddaramaiah to be inducted in the council of ministers, had enrolled himself as a voter in Bengaluru city limits on August 22, 2016. After the mayoral poll in September 2016, Timmapur claimed travel allowance from the Council with Bagalkot as his ordinary address.

“If we consider the address given to the Constitutional Authority (Legislative Council) is true, then he has submitted false information that he is ordinary resident in Bengaluru to get inclusion in the Bengaluru electoral roll (sic),” the report observes. Timmapur’s Form-6 (application for inclusion in electoral roll) was incomplete, the report notes, and that he submitted a Form-7 (application for deletion) in January 2017.

Similarly, Veerabhadrappa claimed allowance claiming Ballari as his ordinary address, Lakshminarayana as Turuvekere, Manohar as Kolar, Boseraju as Raichur, Gowda as Mandya, Ravi as Ramanagaram and Raghu Achar as Chitradurga. “If we consider the address given to the Constitutional Authority is true, then he has submitted false information that he is ordinary resident in Bengaluru to get inclusion in the Bengaluru electoral roll,” the report observes in the case of each MLC.

In some cases, the BBMP probe found procedural lapses in the inclusion of names of the MLCs.

When contacted, Chief Electoral Officer Anil Kumar Jha said: “If there is any wrongdoing, it must have been allowed by the electoral registration officer.” When asked if this could lead to the disqualification of the MLCs, Jha said he was yet to see the report.

Mangaluru, Apr 23: An astronomical phenomenon, ‘Zero Shadow Day', will be observed in Mangaluru on April 24 and in Udupi on April 25. 

According to a press release from Poornaprajna Amateur Astronomers’ Club, the wonder will commence and people will see their shadows disappear for a few moments at 12:28 pm.

The phenomenon is called as Zero Shadow Day. If a person takes a candle in a dark room and use it to create a shadow of one’s palm on the wall, the hand will cast shadow on the wall as one moves the hand. But when one places the palm on the wall, there will be no shadow.

In the phenomenon, the sun at these times shines exactly above the heads on these days. In astronomy, this point is called as Zenith. The point in the sky directly above an observer at any given location. So it is quite clear now that on Zero Shadow Day, the sun passes through the Zenith as a result of which, all objects will have minimal or no shadow if they are on the ground.

The reason for this happens on some specific days is concerned with astronomy. The earth spins around on its own axis and causes days and nights. It also revolves around the sun causing a year. But the seasons are caused because the axis is tilted at an angle of 23.5 degrees. It is because of this tilt that the sun rises every day in the east gradually moving towards the north till June 21st and then slowly proceeding towards the south till December 21st every year. “We call these days solstice. This means the sun shines between the Tropic of Cancer and Tropic of Capricorn every day passing by the equator on the days we call equinox,” the release stated.

As the earth moves around the sun and revolves on its own axis, for all the people between Tropic of Cancer and Tropic of Capricorn, the Sun at noon moves father and closer to the zenith passing through zenith twice causing two Zero Shadow Days per year. People at Mangaluru will observe this on April 24 and August 18 every year and People in Udupi will observe this on April 25 and August 17 every year.

Places with same latitudes will observe the same days of Zero Shadow but the time would vary with longitude. For example, people of Bengaluru as they share the latitude with Mangaluru will also observe it on April 24. While the people of Mangaluru will observe their shadows disappear at 12.28pm, people of Bengaluru will observe this at 12:17pm. Places like Moodabidri, Bantwal, Sakleshpur and Hassan will also observe Zero Shadow on April 24.

Places like Brahmavar, Karkala, Sringeri, Kudremukha, Chikkamagaluru will observe the Zero Shadow Day on the same day as Udupi on April 25.

Karwar, Feb 9: It has now come to the knowledge that a Karwar youth identified as Abhishek (26) who is on board a cruise ship that was turned away at a Japan port has reached out for help. The vessel was carrying coronavirus infected tourists onboard.

On Friday, Japan had reported 41 confirmed cases in the vessel which is currently docked at Daikoku Pier Cruise Terminal in Yokohama, Tokyo. Abhishek works as a steward in Diamond Princess ship owned by Carnival Corporation & plc. The reports say that he is not infected by the virus. Around 3,700 people have been confined aboard the ship. The total number of Indian nationals is not yet confirmed.

Abhishek who hails from Canara Bank colony in Karwar in Karnataka on Saturday morning through a video call appealed to the Indian government to evacuate him from the ship and deport to India, while the company, where he works, has said the Indian Embassy in Japan is in continuous contact with the concerned authorities in Japan

Abhishek in his call to parents said “I am scared of the ship as the people are quarantined and the ship is isolated. Please contact government officials to evacuate me from the ship and deport me to India.”

Father of Abhishek, Balakrishna B talking to ToI said the Karwar district administration and the company he is working with have asked not to panic. The deputy commissioner (DC) of Karwar said Japan is performing normal procedures to contain the spread of the deadly virus which killed over 600 people across the world.

Indian embassy in Japan in its statement mailed to the parent of Abhishek said “As you are aware that the Diamond Princess cruise ship is presently under quarantine for a period of 14 days from Feb 5 due to positively tested cases of coronavirus onboard. All passengers and crew members on board have to follow the health and safety regulations put in place by the Japanese ministry of health, labour and welfare”

The embassy official, Anil K Kalra further said the office is in constant touch with the Japanese authorities who have assured that all passengers and the crew members of the ship are being taken care of and kept under health monitoring and there is no cause to worry. The official said “we are trying to reach out to all Indian nationals onboard to know about their well being and assure all possible help at this difficult juncture.

DC of Karwar, Harish Kumar K urged the parents not to panic and his office has sent a letter to state the government that will be forwarded to the ministry of external affairs. Japan is doing standard operating procedures to contain the virus and as of now, Abhishek is secure and safe.

Bengaluru, Mar 21: Three new COVID-19 cases have been confirmed in Karnataka, taking the total number of infections to 18, the state government said on Saturday.

Earlier in the day, Health Minister B Sriramulu giving details about one positive case said, a 32-year old person from Gauribidanur in Chikkaballapura district, who has returned from Mecca has been confirmed for coronavirus infection.

The person has been admitted in a designated isolated hospital for treatment, he said in a tweet.

Details regarding the other two patients are still awaited.

The mid-day situation update by the government also said a circular has been issued to Health and Family Welfare Department officials and staff at all levels to work even on Sundays and general holidays without fail till March 31 in view of COVID-19.

A total of 48 government hospitals and 35 private hospitals have been identified as first respondent hospitals for the case management of COVID-19 cases, it said.

Mental health counselling is being done for positive COVID-19 cases and suspects in the identified hospitals and quarantined persons at home and hospital.

A total of 4,390 counselling sessions have been held till date, it added.

Sriramulu in a tweet, also said the government as a precautionary measure is planning to install thermal test CC cameras at government offices and certain important places.
