J&K: Govt now shuts down Commissions of Human Rights, Information, Women & Child Protection

New Delhi, Oct 25: Completely controlled by the Narendra Modi-led union government, the Jammu and Kashmir administration has shut down seven commissions.

An official order issued Wednesday said a total of seven state commissions would cease to exist with effect from October 31. No reason for their dissolution has been given.

The commissions being wound up are the:

Jammu and Kashmir State Human Rights Commission (SHRC)

State Information Commission (SIC)

State Consumer Disputes Redressal Commission (SCDRC)

State Electricity Regulatory Commission (SERC)

State Commission for Protection of Women and Child Rights (SCPWCR)

State Commission for Persons with Disabilities (SCPwD)

State Accountability Commission (SAC).

All that the official order, issued by the state’s General Administration Department said was that “consequent upon repeal of the acts related to these commissions by the Jammu and Kashmir Reorganisation Act, 2019, sanction is hereby accorded to the winding up of these commissions, with effect from October 31, 2019”.

It is not clear what the status of matters these commissions have taken up or issued orders on will be. However, the term of all officeholders  – chairpersons, presidents and members of these commissions – will come to an end the same date.

October 31 is also the date that the state of Jammu and Kashmir will be bifurcated into two Union Territories – Jammu and Kashmir and Ladakh.

Many Union Territories – Puducherry and Delhi, for example – have commissions of the kind that the latest order has abolished so it is not clear why the people of Jammu and Kashmir and Ladakh are to be deprived of, say, a regional human rights commission.

The GAD order asked the secretaries of the seven commissions to handover the possession of the buildings housing their respective offices, along with furniture and electronic gadgets, to the director of the estates department.

The secretaries shall transfer all records pertaining to their respective commissions to the concerned departments, the order stated.

Mangaluru, June 23: G Jagadeesha, deputy commissioner of Udupi, who is heading the magisterial inquiry into the December 19 police firing case in Mangaluru, has sought more time from the government to submit the report.

Two innocent passersby - Nauseen Kudroli (49) and Abdul Jaleel Bengre (23) - were killed when policemen opened fire randomly after caning the alleged anti-CAA protesters in Mangaluru. 

The chief minister B S Yediyurappa led Karnataka state government had commissioned two inquires, one magisterial and the other CID, into the incident. 

“Due to the covid-19 pandemic the probe couldn’t be complete on time. I have asked the government for more time. Two more hearings are to be conducted,” said Mr Jagadeesha, who was expected to submit the report before the government on Tuesday.

New Delhi, Mar 4: The Supreme Court on Wednesday directed a trial court in Ramanagara district of Karnataka to ensure the presence of absconding self-styled godman Swami Nithyananda to face trial in a 2010 rape case.

A bench headed by Chief Justice SA Bobde also allowed a plea by K Lenin alias Nithya Dharmananda, former driver of Nithyananda and had filed a complaint against Nithyananda, for cancellation of non-bailable warrants issued against him.

The apex court ordered the cancellation of the non-bailable warrants issued against the complainant in the case on the condition he shows up before the trial court in Ramanagara district today itself.

He had challenged the Karnataka High Court's February order where non-bailable warrants were issued against Lenin for not appearing before the court for recording evidence.

"Having heard the counsel appearing for the petitioner and upon perusal of the record, we see no reason to interfere with the judgment and order passed by the High Court, which merely directs the petitioner to give evidence in support of his complaint," read the apex court order passed on Tuesday.

The Bench also directed that "the concerned trial court shall make every effort to ensure the presence of accused (Nithyananda) to face the proceedings."

The Karnataka High Court had last month cancelled the bail granted to Nithyananda, even as the state police claimed the absconding godman was on a 'spiritual tour'.

Nithyananda is facing charges of rape and indulging in unnatural sex. He was arrested on April 22, 2010, however, granted bail on June 11, the same year.

Udupi, Mar 25: A 34-year-old man who returned from Dubai tested positive for novel coronavirus in Udupi district. This is the first case in the district. 

He returned from Dubai on March 18 and got admitted to a government hospital in Udupi on March 23 for fever. The swab samples were sent to Shivamogga laboratory for testing.

The report which arrived on Wednesday confirmed that he was positive for COVID-19, said DHO Dr Sudhir Chandra Sooda.
