Bengaluru, Sept 8: Cyber Crime sleuths in Bengaluru have arrested a 22-year-old unemployed youth for posting hate messages regarding the murder of veteran journalist Gauri Lankesh.

According to report by the Deccan chronicle, Mallanagouda Basanagouda Biradar alias Malli from Surapura taluk of Yadgir district was arrested by the Cyber Crime Police on Wednesday.

A diploma holder in civil engineering, he had created a Facebook profile with the alias Malli Arjun.

Just a few hours after Gauri was brutally murdered outside her home in Bengaluru’s Raja Rajeshwarinagar, Mallanagouda put up a post on Facebook in Kannada - ‘Ondu ganji giraakiya hena bitthu, mikka ganji giraakigaligoo ide gati #gauri_lankesh mataash’.

This post roughly translates to “one person with leftist ideology (the words ganji giraaki is a derogatory term used for those with a leftist ideology) is dead, other such people will also meet the same fate’.

After RTI activists raised slogans against those posting hateful messages just when news about the murder spread. Taking their anger into cognisance, the Cyber Crime police had taken up a suo motu case regarding the post as Malli Arjun’s profile had “similar defamatory posts”.

According to a senior officer with the Cyber Crime, the Central Crime Branch was roped in to track down Malli Arjun.

“Just a few minutes after news about Gauri had spread, he had put up the post. A day later, we nabbed him in Nagarabhavi area and arrested him. He confessed to have posted the hate message and said that he had completed Diploma in civil engineering in Lingasagur and had come to Bengaluru in search of job about two months ago,” the officer added.

Mallanagouda was living in Bengaluru with a man whom he had befriended on Facebook. “He was living in Chandra Layout in Vijayanagar. He has confessed to possessing multiple email IDs and Facebook profiles. He also confessed to using fake documents to obtain SIM cards,” he added.

The Cyber Crime Police have seized Mallanagouda’s mobile phone and the SIM card used while he uploaded the post from his phone. Mallanagouda was remanded to seven-day police custody by the First ACCM court. The police are still grilling Mallanagouda to find out if he was in any way involved in Gauri’s murder.

However, the Police did not mention which sections of the IPC or IT ACT he was booked under.

New Delhi, Apr 9: The Delhi Police has traced Tablighi Jamaat leader Maulana Saad Kandhalvi, who has been on the run after an FIR was registered against him for organising a religious gathering last month despite restrictions to combat the coronavirus, sources said on Wednesday.

The cleric has been traced to Zakir Nagar in southeast Delhi, sources said.

His lawyer Tauseef Khan, however, said Saad is under self-quarantine and will join investigation after his quarantine period is over.

On March 31, Delhi Police's Crime Branch lodged an FIR against seven people, including the cleric, on a complaint by Station House Officer Nizamuddin for holding the congregation here allegedly in violation of the orders against large gathering and not maintaining social distancing to contain the spread of coronavirus.

A day later, the Delhi Police's Crime Branch wrote to Saad and others, seeking the details under Section 91 of the Code of Criminal Procedure. A second notice was also issued to him this week.

"Saad is currently under self-quarantine and will join investigation once the period of 14 days gets over," his advocate, Tauseef Khan, told PTI.

Saad's quarantine is expected to end next week.

His lawyer said a reply to the second notice will be given soon.

In an audio message last week, Saad said he was exercising self-quarantine after several hundreds who visited the Tablighi Jamaat's Nizamudddin markaz tested positive for coronavirus.

Visited by thousands last month, the Nizamudddin centre also turned out to be a hotspot for spread of coronavirus not only in national capital and country.

According to the FIR, the Delhi Police contacted the centre on March 21 and reminded them of the government order that prohibited any political or religious gathering of more than 50 people.

However, no one paid any heed to the police's direction, it said. Moreover, an audio recording purportedly of Saad was found in circulation on WhatsApp on March 21, in which he was heard asking his followers to defy the lockdown and social distancing and to attend the religious gathering of the Markaz.

On March 24, the government ordered 21-day nationwide lockdown and restricted any social, political or religious gathering.

The same day a meeting was held at Hazarat Nizamuddin police station between SHO and officer bearers of the centre.

The meeting was attended by Saad, Mohammad Ashraf, Mohammad Salman, Yunus, Mursaleen Saifi, Jishan and Mufti Shehzad and they were informed about lockdown orders.

So far, several hundred cases of COVID-19 cases across the country have been found to be linked to the Tablighi Jamaat congregation held in Delhi last month.

More than 25,500 Tablighi members and their contacts have been quarantined in the country after the Centre and the state governments conducted a "mega operation" to identify them.

At least 9,000 people participated in the religious congregation in Nizamuddin. Later, many of the attendees travelled to various parts of the country.

Bengaluru, Mar 20: The high court on Thursday directed the government to notify on its official website the penal provisions to be enforced against private schools violating norms relating to fees and safety of students, among other things. A division bench of chief justice Abhay Shreeniwas Oka granted six weeks to the authorities to comply while disposing of a PIL filed by advocate NP Amrutesh.

Earlier, the state government submitted a memo stating that necessary amendments have been brought to Karnataka Education Act in 2017. It said any breach of students' safety entails a minimum jail term of six months and Rs 1 lakh fine for a convicted employee or member of the management. Any institution found guilty by the District Education Regulatory Authority will face disaffiliation and must pay a fine of Rs 10 lakh, the memo said.

Schools collecting donations and other fees beyond what is prescribed can be fined up to Rs 10 lakh and they must refund the excess fee.

In relation to schools charging for applications and brochures, the state capped their prices at Rs 5 and Rs 20 respectively, by issuing a gazzette notification last year.
