Kalpana Chawla used to say someday she’d be ‘kidnapped’ in outer space: Father

New Delhi, Oct 25: Eighty-six-year-old Banarasi Lal Chawla vividly recalls the day when he was strewing the ashes of his daughter Kalpana Chawla in the hills of Zion National Park in the US. Unexpectedly, he encountered an American woman sobbing uncontrollably as she also grieved the death of the Indian-American astronaut who was on board space shuttle Columbia when it exploded while returning to the Earth.

 “Such was the love people had for her, from Karnal to California, and only after her death I got to know the numerous lives she had touched and inspired. Kalpana was not just my daughter, she was India’s daughter and America’s daughter,” he said.

Using cinematic recreations, along with interviews with her parents and close friends, the life of Kalpana Chawla has come alive in a 45-minute bilingual (English and Hindi) documentary produced by National Geographic as part of its Mega Icons TV series, which was screened at a film festival in Mumbai on Thursday, Nat Geo officials said.

 “I want the entire world to benefit from the work done by Kalpana. She inspired people during her lifetime, from schoolchildren in her alma mater Tagore Baal Niketan School in Karnal to college students in her universities or the places where she delivered lectures. The film will inspire future generations to dream big,” Chawla told PTI in an interview.

Kalpana Chawla was the first woman of Indian-origin to fly to space, and in her will she had said that after her demise her ashes be either scattered over the Himalayas or the Zion National Park in Utah.

Born in Karnal in 1962, she was one of the seven crew members who died in the disaster in 2003 when Columbia disintegrated during its re-entry into the Earth’s atmosphere.

 “I was in Houston back then at her home awaiting her return from her space expedition. But instead I learned that I had lost my dear daughter. She was fascinated by planes and aircraft since her childhood... She always dreamt of the stars and somehow I feel she dissolved into the stars that day,” Chawla said.

The proud father said Kalpana’s fascination for flying objects began when she was just three and saw a plane from the terrace of their home.

 “She insisted on seeing a plane from close distance. That time we had the Karnal Flying Club a few kilometres away, so I contacted a senior officer there whom I had met a few months ago and he invited us to visit the Club.

 “I rode a bicycle from my home and Kalpana sat in the front of it and my son at the back and I took them to the club. And even before I had parked my cycle, she had run to the aircraft that she saw and kept circling it and later asked all curious questions to the officer about it -- ‘How does it fly?’ ‘How does it work?’,” he recalled.

The captain later offered her, my son and me a spin in the plane to see Karnal from above. “I still haven’t forgotten the joy on Kalpana’s face,” Chawla said.

 “That day I knew she was born to fly and be among the stars. Stars were her companions. In fact she was so fascinated with space that after being selected to NASA, she used to say in a lighter vein that one day she would be kidnapped in outer space,” the emotionally overwhelmed father said.

Chawla recently met with an accident and suffered injuries in his spine and arms, but says talking about his daughter keeps him fit.

 “I am very weak and feeble now, with age and with accident-related injuries, but whenever I speak about her I feel there is some invisible force that gives me strength. My daughter never made me feel weak; she made me proud before and I am still a proud father,” he said.

Chawla also recalled the time after the Columbia disaster when the then US President George W Bush invited him to the White House.

 “I went through the corridors and rooms without any security around me and when I reached the Oval Office and stood at the door, President Bush himself opened the door and welcomed me in. He held me by arms and said, ‘Dad, please come in’. Tears rolled down my eyes and he (Bush) also started weeping. The US missed Kalpana as much as India did,” he reminisced.

For her achievements, the US Congress posthumously awarded her the Congressional Space Medal of Honour. The National Aeronautics and Space Administration (NASA) posthumously awarded her the NASA Space Flight Medal and the NASA Distinguished Service Medal.

Chawla said Kalpana’s life was such that “everywhere I went, girls came to me and called me their ‘father’. I became father to all these girls, all thanks to their love for Kalpana”.

 “Once I was travelling in a train a few years ago and three young men were my co-passengers. They learned that I was from Karnal and then asked if I knew Kalpana’s family and I said ‘yes’. Ultimately, I revealed I was her father and two men from the berth above jumped to the floor of the train and sat beside my feet.

 “They were engineers returning from some assignment. One of them told me that his daughter had stopped eating after learning of her (Kalpana’s) death. She inspired girls to dream and she will continue to inspire them to reach for the stars,” he said. Chawla attended the special screening of the documentary titled ‘Mega Icons: Kalpana Chawla’ at the Jio MAMI 21st Mumbai Film Festival with Star.

Pawan Soni, head of marketing and programming, National Geographic India, said, “We are sure that the episode on Kalpana Chawla will be able to give viewers an incredible perspective into this icon’s life.” As part of the series, documentaries based on few more icons will be announced soon by the network.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.

Hyderabad, May 19: Telangana Chief Minister K Chandrashekar Rao has hit out at the Narendra Modi-led NDA government over the fiscal stimulus package, accusing it of treating states like "beggars" and imposing "laughable" conditions for increasing borrowing limits under the FRBM Act.

"This is 'pure cheating. Betrayal. Jugglery of numbers. All gas. The Centre has reduced its own prestige," he said while referring to conditions linked to the increased borrowing limits for states under the Fiscal Responsibility and Budget Management (FRBM) Act.

Rao cited international journals that had commented on whether the Union Finance Minister's aim was to revive the GDP or to reach the Rs 20 lakh crore number (the stimulus package announced by Prime Minister Narendra Modi).

"This is a very cruel package. It is fully in a feudal policy and dictatorial attitude. We fully condemn this. This is not what we asked for," Rao, who had supported several measures taken by the Centre so far in the fight against coronavirus, said.

At a time when the finances of states were paralysed due to COVID-19 global pandemic, the state governments wanted funds to reach them so that they can help people in different forms, he said. "When we asked for it, you treat states like beggars, what did the Centre do? Is this the way reforms are implemented in India?" he asked during an interaction with media on Monday after a cabinet meeting.

For example, two per cent increase under the Fiscal Responsibility and Budget Management (FRBM) Act (about Rs 20,000 crore in Telangana) has been given.

But, the conditions put are "laughable" and "very nasty" though the loan was to be fully repaid by the state, he said.

Explaining the situation, Rao said Rs 2,500 crore would be given if reforms were implemented in power sector and Rs 2,500 crore would be allowed if reforms in market committees as suggested by the central government are accepted.

"Is this a package? What is this? This cannot be called a package. Very sorry.. This is not the policy to be followed in a federal system... Then what are the state governments for?" the Telangana Rashtra Samithi supremo asked and said they were also constitutional governments and not subordinates.

The CM said he felt anguished and the way the Centre was wielding control over states was against the spirit of federalism.

"Prime Minister ji said cooperative federalism. This has proved that it is totally hollow and bogus," he added.

The state, however, has already fulfilled certain conditions, he added.

On the occasion, Rao also outlined his government's certain policy guidelines for regulatory farming proposed to be implemented.

On the additional water proposed to be drawn by the neighbouring Andhra Pradesh from Srisailam project, he said there was no question of compromising on the states interests.

Flaying Opposition criticism against his government for allegedly failing to protect the state's interests, Rao said he had sought peaceful co-existence with all the neighbouring states.

New Delhi, Apr 23: The nationwide lockdown in India which started about a month ago has impacted nearly 40 million internal migrants, the World Bank has said.

The lockdown in India has impacted the livelihoods of a large proportion of the country's nearly 40 million internal migrants. Around 50,000 60,000 moved from urban centers to rural areas of origin in the span of a few days, the bank said in a report released on Wednesday.

According to the report -- 'COVID-19 Crisis Through a Migration Lens' -- the magnitude of internal migration is about two-and-a-half times that of international migration.

Lockdowns, loss of employment, and social distancing prompted a chaotic and painful process of mass return for internal migrants in India and many countries in Latin America, it said.

Thus, the COVID-19 containment measures might have contributed to spreading the epidemic, the report said.

Governments need to address the challenges facing internal migrants by including them in health services and cash transfer and other social programmes, and protecting them from discrimination, it said.

World Bank said that coronavirus crisis has affected both international and internal migration in the South Asia region.

As the early phases of the crisis unfolded, many international migrants, especially from the Gulf countries, returned to countries such as India, Pakistan, and Bangladesh until travel restrictions halted these flows.

Some migrants had to be evacuated by governments, such as those of China and Iran, it said.

Before the coronavirus crisis, migrant outflows from the region were robust, the report said.

The number of recorded, primarily low-skilled emigrants from India and Pakistan rose in 2019 relative to the prior year but is expected to decline in 2020 due to the pandemic and oil price declines impacting the Gulf countries.

In India, the number of low-skilled emigrants seeking mandatory clearance for emigration rose slightly by eight percent to 368,048 in 2019.

In Pakistan, the number of emigrants jumped 63 per cent to 6,25,203 in 2019, largely due to a doubling of emigration to Saudi Arabia, it said.

According to the bank, migration flows are likely to fall, but the stock of international migrants may not decrease immediately, since migrants cannot return to their countries due to travel bans and disruption to transportation services.

In 2019, there were around 272 million international migrants.

The rate of voluntary return migration is likely to fall, except in the case of a few cross-border migration corridors in the South (such as Venezuela-Colombia, Nepal-India, Zimbabwe South Africa, Myanmar-Thailand), it said.

Migrant workers tend to be vulnerable to the loss of employment and wages during an economic crisis in their host country, more so than native-born workers.

Lockdowns in labour camps and dormitories can also increase the risk of contagion among migrant workers.

Many migrants have been stranded due to the suspension of transport services. Some host countries have granted visa extensions and temporary amnesty to migrant workers, and some have suspended the involuntary return of migrants, it said.

Observing that government policy responses to the COVID-19 crisis have largely excluded migrants and their families back home, the World Bank said there is a strong case for including migrants in the near-term health strategies of all countries, given the externalities associated with the health status of an entire population in the face of a highly contagious pandemic.

The Bank said governments would do well to consider short, medium and long-term interventions to support stranded migrants, remittance infrastructure, loss of subsistence income for families back home, and access to health, housing, education, and jobs for migrant workers in host/transit countries and their families back home.

The pandemic has also highlighted the global shortage of health professionals and an urgent need for global cooperation and long-term investments in medical training, it said.
