Karnataka among Tamil Nadu, Maharashtra tops good governance index

Dec 27: The southern state of Tamil Nadu has bagged the top position in the composite ranking for good governance index (GGI), followed by Maharashtra and Karnataka, according to data provided by the Personnel Ministry.

Chhattisgarh has got the fourth position, followed by Andhra Pradesh (fifth), Gujarat (sixth), Haryana (seventh) and Kerala at the eight rank, it said.

Madhya Pradesh is at the ninth rank, West Bengal at the tenth position, followed by Telangana (11th), Rajasthan (12th), Punjab (13th), Orissa (14th), Bihar (15th), Goa (16th), Uttar Pradesh (17th) and Jharkhand at eighteen position in the big states category.

The states and union territories have been divided into three groups -- big states, north-east and hill states, and union territories -- for the rankings based on certain indicators separately.

In the north-east and hill category, Himachal Pradesh has topped the ranking followed by Uttarakhand, Tripura, Mizoram, Sikkim, Assam, Jammu and Kashmir (now divided into two union territories of Jammu and Kashmir, and Ladakh), Manipur, Meghalaya, Nagaland and Arunachal Pradesh.

Among the union territories, Pondicherry has got the first position, followed by Chandigarh, Delhi, Daman and Diu, Andaman and Nicobar Islands, Dadra and Nagar Haveli and Lakshadweep.

"At present there is no uniform index to objectively assess the state of good governance in the states. The good governance index attempts to create a tool which can be used to assess the states of governance and impact of various interventions taken by the state governments and the UTs," the Personnel Ministry has said.

It has also given sector-wise rankings.

Under the agriculture and allied sector, Madhya Pradesh has got first position followed by Rajasthan and Chhattisgarh in the big states category. Mizoram has got the first position in north-east and hill states category and Daman and Diu has bagged the top slot in the UT category for the sector.

In the commerce and industries sector, Jharkhand has got the first position in big states category, followed by Andhra Pradesh and Telangana. Among the north-east and hill states, Uttarakhand has achieved the top rank, whereas Delhi is at the first rank in the union territories category.

Goa has got the first rank among big states for human resource development sector. Himachal Pradesh has got the first position among the north-east and hill states and Pondicherry is at the first place among the UTs for this sector.

In the public health sector ranking, Kerala is at the top position followed by Tamil Nadu and Goa among the big states.

Manipur and Pondicherry have got the first position in the north-east and hill states, and UTs category for this sector.

Tamil Nadu has been ranked first in the public infrastructure and utilities sector, followed by Gujarat and Punjab among the big states.

Himachal Pradesh and Chandigarh have got the top slot in north-east and hill states, and UTs category for this sector.

Under the economic governance sector, Karnataka has got the first position followed by Maharashtra, Telangana, Gujarat and Tamil Nadu among the big states.

Uttarakhand has got the top rank in north-east and hill states category. Delhi has got the first position in the union territories category for the sector.

Chhattisgarh has got the first position in social welfare and development sector ranking. Meghalaya has topped the slot for the north east and hill states. Daman and Diu is at the first position in the UTs category for the sector.

For the judicial and public security sector, Tamil Nadu has got the first position followed by Kerala, Chhattisgarh, Rajasthan, Maharashtra, Madhya Pradesh, Karnataka, Goa, Andhra Pradesh, Punjab, Gujarat, Haryana, Orissa, Jharkhand, Uttar Pradesh, Telangana, West Bengal and Bihar.

Himachal Pradesh is at the first position among the north east and hill states, and Pondicherry has got the top slot among the UTs, under the judicial and public security sector ranking.

Under the environment sector, West Bengal has got the first position followed by Kerala and Tamil Nadu among the big states. Jammu and Kashmir is at the first place among the north-east and hill states, and Chandigarh in the union territories category for the ranking under the environment sector.

"The tenth sector, i.e. citizen centric governance has not been included for scoring and ranking purpose as at present only one indicator is identified as part of the sector," the Personnel Ministry said.

Minister of State for Personnel Jitendra Singh had on Wednesday launched the GGI to assess the state of governance in the country.

The objectives of GGI are to provide quantifiable data to compare the state of governance in all states and union territories, enable them to formulate and implement suitable strategies for improving governance and shift to result oriented approaches and administration.

Bengaluru, Feb 27: Karnataka Chief Minister and veteran BJP leader B S Yediyurappa turned 78 on Thursday with Prime Minister Narendra Modi and a host of leaders greeting him.

Modi hailed Yediyurappa as a "hardworking" chief minister and wished him long life and good health, while several state leaders flocked to his residence and greeted the Lingayat strongman.

"Birthday greetings to Karnataka's hardworking CM @BSYBJP Ji. He is passionately working for the state's progress, especially on farmer welfare and rural development. I pray for his long life and good health," the Prime Minister tweeted.

A large-scale "non-partisan" birthday bash will be held here later in the evening.

The felicitation function will see Defence Minister Rajnath Singh and former chief minister S M Krishna besides Siddaramaiah of Congress and H D Kumaraswamy of JD(S) sharing the stage.

Union Ministers D V Sadananda Gowda, also a former chief minister, Pralhad Joshi and Suresh Angadi will be in attendance.

BJP National General Secretary (Organisation) B L Santosh and state party chief Nalin Kumar Kateel are among those who will be gracing the event.

While Santosh will release a felicitation volume in Kannada with 78 articles from a cross-section of people, including politicians, writers, bureaucrats, and spiritual leaders; Siddaramaiah and Kumaraswamy will unveil a coffee table book and documentary respectively.

Yediyurappa, on the eve of his birthday on Wednesday, had said whatever he has achieved is a result of the people's "blessings and faith" and requested well-wishers not to bring bouquets, flowers, shawls, sweets, turbans or any souvenirs to greet him.

The birthday function organised by "Yediyurappa Abhinandana Samiti" (Yediyurappa Felicitation Committee) is being seen in some quarters as an attempt by Yediyurappa and his loyalists to send a message to the party leadership that he was still "strong".

The BJP's current dispensation under Narendra Modi and Amit Shah has retired several senior party leaders who crossed the age of 75.

However, an exception was said to have been made in Yediyurappa's case after the BJP won 25 of 28 seats in the Lok Sabha election under his leadership.

In the 2018 elections, he spearheaded the campaign of the BJP which emerged as the single largest party but fell short of the majority mark following which Congress and JD(S) came to power stitching a post-poll pact.

However, the coalition collapsed in July last year, paving the way for return of Yediyurappa as Chief Minister for the fourth time.

Bengaluru, Jan 30: A kidnap case in Bengaluru has proved that crime-based series on TV channels can inspire youth to commit crimes. 21-year-old Chirag R Mehta, who kidnapped a schoolboy and got arrested within an hour after demanding Rs 5 lakh ransom, has told police that he thought of abducting the boy after watching Crime Patrol, a popular Hindi crime anthology series created by Subramanian S. lyer for Sony TV. The kidnapped schoolboy was rescued by the police and reunited with his parents. Son of a gift shop owner from Basavanagudi area in Bengaluru, Chirag has reportedly told police that decided to make some quick money to spend on cricket betting and gambling after learning kidnap tricks from the ‘Crime Patrol’. According to police, Chirag reached a private school around 3pm on Tuesday on a Bounce rental bike and zeroed in on a fourth standard student who was walking out of school. He told the boy he was his father's friend and that he required help to search for a relative who had gone missing. The boy believed Chirag and rode pillion on the bike. Chirag then engaged the boy in conversation and learnt about his father's business and got his mobile phone number. He then made a call to the boy's father, demanded Rs 5 lakh and warned him against approaching cops. However, the boy's father alerted Cottonpet police and special teams were formed to crack the case. While Cottonpet inspector Venkatesh TC's squad verified CCTV footage in and around the school, Chamarajpet inspector BG Kumaraswamy's team started tracking the suspect's mobile phone movements. An hour later, the suspect's location was traced to a hotel on the Lavelle Road-St Mark's Road stretch. Police rushed there, rescued the boy and arrested Chirag.

Bengaluru, Apr 26: A 24-year-old man has been arrested in Vijayapura district in Karnataka for posting the photograph of a COVID-19 girl patient as his whatsapp status photo with a derogatory message, police said.

Anil Rathod on Saturday posted the picture of the girl student as status message with a caption, "Bad News Student got Positive"

By putting her photograph as his whatsapp status message, he tried to create fear among the masses and intentionally defamed her by making her photo go viral, the the police said in a statement.

It is an offence to reveal the identity of the COVID-19 patients by taking the photograph and putting it in the public domain, the police said.

Rathod has been booked under for spreading rumours and causing panic, they said.
