Karnataka to bypass transparency act to hasten coal procurement

Bengaluru, Oct 25: In the wake of acute shortage of coal, the state government has decided to procure coal bypassing the Karnataka Transparency in Public Procurement (KTPP) Act, Energy Minister D K Shivakumar said on Tuesday.

The state government will invoke Section 4 of the KTPP Act to bypass the tender procedure for coal procurement from the Western Coalfields Ltd (WCL), a subsidiary of the Coal India Ltd (CIL). This, he said, will avoid delay of two to three months, and ensure immediate lifting and transportation of coal to Karnataka.

Shivakumar told reporters that the present coal availability would meet only half a day’s requirement of the thermal power generating stations of the state. One of the main factors for the crisis was the shortage in supply of coal by WCL to Karnataka. The company had supplied only 43% of state’s coal demand between April and October, he added.

Another reason for the crisis was the cancellation of six coal blocks in Maharashtra following the Supreme Court ‘coal scam’ verdict. Karnataka has been unable to lift coal from these blocks for the last 30 months, owing to the lawsuits filed in the apex court. The KPCL has also paid a penalty of Rs 447 crore to the Ministry of Coal and sought reallotment of the coal blocks.

Incidentally, the state BJP had recently accused Chief Minister Siddaramaiah and Shivakumar of causing a loss to the exchequer by paying the penalty.

Dismissing the charges as baseless, Shivakumar said that the state had incurred losses of Rs 1,500 crore in the last 30 months, for being unable to lift coal from these blocks.

Shivakumar said that following Karnataka’s appeal, the Ministry of Power had intervened and directed WCL to supply 3 lakh MT of coal immediately. However, Karnataka has to bear the responsibility of transporting the coal -- hence the exemption under the Act.

Bengaluru, Mar 3: Bangalore Metropolitan Transport Corporation (BMTC) on Tuesday issued guidelines to its employees, as per advisory issued by World Health Organisation (WHO), to prevent the spread of coronavirus.

"The BMTC has provided general information on the topic and SOPs for daily life and operations to our employees as per advisory issued by the WHO. The corporation has started a communication campaign about Coronavirus indicating its characteristics, known ways of infection and recommended preventive measures. This information was distributed to the staff, drivers and conductors through Whatsapp, pamphlet and email," informed BMTC.

"The information was also distributed through pamphlets at bus stations. An awareness campaign is being taken up by sharing relevant information through social media," it added.

The BMTC further said that the circular was issued to create awareness among the cleaning personnel who work in depots.

Bengaluru, Aug 4: Karnataka on Tuesday reported its biggest single-day spike of 6,259 Covid-19 cases and 110 fresh deaths, taking the total infection count to 1,45,830 and the toll to 2,704, the health department said.

The day also saw a record 6,777 patients getting discharged after recovery, outnumbering the fresh cases. Out of 6,259 fresh cases, a total of 2,035 cases were from Bengaluru Urban district. The previous biggest single-day record was on July 30 when the state added 6,128 cases.

A bulletin from the department said cumulatively 1,45,830 Covid-19 positive cases have been confirmed in the state and it included 2,704 deaths and 69,272 discharges. Out of the 73,846 active cases, as many as 73,212 patients were stable in isolation at designated hospitals while 634 in the intensive care units.

Among the fresh deaths, Bengaluru Urban accounted for 30 followed by Dakshina Kannada (13) and Mysuru (9).

Most of the people who succumbed either had a history of Severe Acute Respiratory Infection (SARI) or Influenza-like illness (ILI), the bulletin said. Besides Bengaluru Urban, the other districts which reported higher fresh cases on Tuesday are Mysuru 662, Kalaburagi 285, Ballari 284, Belagavi 263, Dakshina Kannada 225, Davangere 191, Dharwad and Hassan 188. Bengaluru Urban district continued to top the list of positive cases with a total of 63,033 infections, followed by Ballari 7,638 and Dakshina Kannada 6,388.

Among discharges too Bengaluru Urban tops the districts with 27,877 discharges, followed by Ballari 3,724 and Kalaburagi 3,470. A total of 14,89,016 samples had been tested so far, out of which 42,458 on Tuesday with 29,488 being rapid antigen tests.

Mangaluru, Mar 19: The officers of Directorate of Revenue Intelligence, on March 11 intercepted 2 persons - Syed Mohammed and Shri Ashoka K S - Mangalore Central Railway Station and recovered 5.6 Kgs of gold bars in crude form.

The operation was conducted based on specific information about a network of operators who were bringing smuggled gold in the form of crude bars from Calicut to Mangaluru. The gold was then re-melted and cast into 100 gms bars with foreign markings, using foreign marking moulds, and was then getting distributed to various locations in Karnataka.

Further, one Mr. Manjunath Shet alias Rupesh who was supposed to receive the said gold from the passengers was also apprehended at the parking lot of the railway station.

Simultaneous searches were conducted in three different premises in car street Mangaluru, Udupi, and Shivamogga.

Further, the source of the gold was traced to melters/jewellers in Calicut and swift follow up action was conducted leading to seizures of gold and Rs 82 lakh Cash. Two cars of Toyota Etios model belonging to the syndicate having specially designed cavities for concealment which were used for transporting cash and gold between Calicut and Mangaluru were also seized.

Naveen Chandra Kamath of Udupi, who is the master mind involved in the case was also apprehended. Overall 7 persons were arrested during the entire operation. Further investigation is ongoing in the said case to uncover the other persons involved in the racket. The total seizure was 9.3Kgs of gold, valued at approximately 4 crores, 5.2 kgs of silver along with Rs 84 lakh in cash.

The team constituted of 40 officers from Bengaluru, Mangaluru and Shivamogga took part in the co-ordinated effort.
