Karnataka Bypolls: Voting Begins In 15 Assembly Constituencies

Bengaluru, Dec 5: Bypolls are being held in 15 assembly constituencies across Karnataka today with the ruling BJP government hoping to win at least six to remain in power. Polling began at 7 am and will continue till 6 pm. As many as 37.78 lakh people are expected to cast their votes.

The by-elections are being held to fill the vacancies caused due to the disqualification of 17 rebel Congress and Janata Dal Secular MLAs, whose rebellion led to the collapse of the HD Kumaraswamy-led coalition government in July and paved the way for the BJP to take over in its stead.

The BJP needs to win at least six seats to retain its majority in the 225-member assembly, which would still have two vacant ones in Maski and RR Nagar. The BJP currently has 105 MLAs (including an independent) while the Congress and the Janata Dal Secular have 66 and 34 respectively. There is also a Bahujan Samaj Party member, a nominated member and the Speaker.

The rebel MLAs joined the BJP last month, after the Supreme Court allowed them to contest the bypolls, and 13 got party tickets. Of the 15 constituencies going to the polls, 12 were held by the Congress and three by the Janata Dal Secular.

The constituencies where bypolls are set to be held are Athani, Kagwad, Gokak, Yellapur, Hirekerur, Ranibennur, Vijayanagar, Chikballapur, KR Puram, Yeshwanthpur, Mahalakshmi Layout, Shivajinagar, Hoskote, KR Pet and Hunsur. The Janata Dal Secular and the Congress are contesting the polls separately, their alliance lying in tatters after its collapse on the floor of the house. While the BJP and the Congress have fielded candidates on all 15 seats, the Janata Dal Secular is contesting from 12.

Chief Minister BS Yediyurappa has urged voters to come out in large numbers. "There can be meaning to democracy only if 80-85 per cent voters come out to vote. As 15 of the constituencies going to the polls have a holiday on Thursday, I request people to come out and vote," he said.

Tightening control over companies misleading advertisements of medicines and products, the Indian government could soon slap a fine of up to Rs10 lakh and up to two years' imprisonment. While repeat offender could be fined up to Rs50 and imprisonment up to five years.

The Ministry of Health and Family Welfare's new draft of the Drugs and Magic Remedies (Objectionable Advertisements) (Amendment) Bill, 2020, provides extremely stringent penalties compared to the current law.

Under the new Act, companies advertising medicines and products falsely claiming to make a person fairer, improve height and memory or cure issues like hair loss or greying and premature ageing, among several others, may attract more stringent fines and jail time.

The current Act, 1954, leaves scope for companies to create deceptive advertisements as first time offender can be jailed for six months while repeat offender can be up to one year in prison, reported The Indian Express.

Under the Bill, deceptive advertisements will cover digital advertising, notice, circular, label, wrapper, invoice, banner and poster, among others. The government also plans to expand the scope of the law under the proposed amendments to cover 24 more deceptive claims not included in the current law, like medicines that can cure AIDS, change the sex of a foetus, among others, reported Livemint.

Mangaluru, Apr 6: Agricultural produce vendors have decided to hold an indefinite strike from Monday here in city's Central Market.
 
This move comes in response to district administration’s order asking them to shift to the APMC yard at Baikampady and not heeding to their appeal to allow them to operate from the Market and other areas in the city.
 
The district administration has decided to shift the vendors in order to prevent crowding in the market and maintain social distancing norms.

Mangaluru, May 23: In order to ensure that students do not miss out on their studies due to educational institutions being shut owing to the coronavirus lockdown, Dakshina Kannada Pre-university College Principles Association (DKPUCPA) is conducting online classes on YouTube for pre-university students.

The online lessons are shot by lecturers at St Aloysius College and the lectures are then uploaded on YouTube enabling students to watch them online.

"The whole world is currently in a crucial situation because of COVID-19, and because of the lockdown, all are forced to stay indoors. Usually, we used to conduct lectures in a class full of students, but now it is a new experience that we are providing the same information to students in their absence," Rajaram Rao, a lecturer said while speaking to news agency.

He said at present these classes are being conducted for second year pre-university students.

If any student has a doubt on any concept, he said they can contact the teachers. "At present, students also are getting information about the teachers who have uploaded the videos. All the information about the teachers is already being uploaded on the system so that they can contact the teacher," he said.

Dhanya, a student, hailed the DKPUCPA for the setting up of the online classes despite the prevailing situation.

"The teachers who have taught in these classes have taught very well, as if they are teaching right in front of us. It has been very useful for me during this time," she said.

The nationwide lockdown imposed to combat the threat posed by the coronavirus pandemic has been extended to May 31.
