Karnataka cabinet approves Rs 667 crore Nirbhaya fund for safety of women

Bengaluru, Oct 23: Over 16,000 surveillance cameras and GIS-based crime mapping for predictive policing are among the measures to be put in place in the city under a Rs 667 crore proposal for women safety under the Nirbhaya Fund, approved by the Karnataka Cabinet on Tuesday.

Under the Nirbhaya fund to implement the Safe City Project in Bengaluru, Rs 667 crore Request for Proposal (RFP) has been approved, Law and Parliamentary Affairs Minister JC Madhuswamy said in his briefing on the cabinet decisions.

He said Bengaluru was among the cities chosen by the Centre under the safe city programme to ensure protection of women in public places.

The project proposal would be implemented over a three year period and the Centre will bear 60 per cent of the cost and state 40 per cent, the Minister said.

The project aimed at providing safety for women in Bengaluru 24x7 by installing CCTV cameras, surveillance cameras, panic buttons, up-gradation of dial 100 and GIS mapping of crimes in the city.

The Nirbhaya Fund Framework provides for a non-lapsable corpus fund for safety and security of women to be administered by the Department of Economic Affairs of the Union Ministry of Finance.

The Nirbhaya Fund was announced by the Centre in 2013 after the sensational December 16, 2012 gangrape and murder case in Delhi to support the initiatives of the governments and the NGOs working towards safety of women.

Types of cameras to be installed as per the RFP for Bengaluru include Day/Night surveillance cameras- 7,500, fixed cameras-5,000, Pan Tilt Zoom cameras- 1,000 , Automated number plate recognition- 1,000, Facial recognition cameras- 500, Drone based surveillance- 20 and Body worn cameras 1,100.

The project also includes workstations for video feed monitoring and incidence management, Command and Control Centres, data centre, GIS based crime mapping for predictive policing, among others.

Madhuswamy said the state government will send the proposal to the Centre by the end of this month. The projects on safe city worth Rs 2,919.55 crores under the Nirbhaya Fund for eight major cities of the country aims to make them safer for women.

The cities under the project are - Delhi, Kolkata, Mumbai, Chennai, Hyderabad, Ahmedabad and Lucknow.

Hubballi, Mar 31: In a bid to increase the country's capacity for isolation facilities, the Railways is converting sleeper class coaches into isolation wards by modifying the coaches as per prototype issued by Railway Board to make them suitable to act as quarantine hubs. On South Western Railway (SWR) a total of 312 coaches will be converted for isolation/quarantine wards.

"The coaches will be equipped with basic facilities needed as per medical guidelines. Provision is being made for charging points of mobiles and laptops. Mosquito nets with space for paramedics etc are also being made available. Each coach will provide 8 berth cabin for isolation facility.

Zonal Railways have been advised to prepare coaches as per isolation cabin prototype to meet the needs of the patients by Railway Board," a press statement of SWR reads.

The efforts of Indian Railways have been aimed not only to supplement the present health infrastructure of the nation but also to contribute to national efforts to fight the coronavirus.

According to the Union Ministry of Health and Family Welfare, the total number of coronavirus cases in the country stand at 1,251.

Bengaluru, Feb 23: Union Minister of Chemicals and Fertilizers DV Sadananda Gowda on Sunday said that several "anti-national organisations" were misusing the platform of anti-CAA protests.

"We have taken serious note of it and have started an investigation. Several anti-national organisations are misusing the platform of anti-CAA protests and many people are trying to take political advantage of this situation," he told the media on Sunday.

Gowda said that the government is "very serious" about the issue. "We are already working towards this. Both the state and Centre are together investigating into this," he said and added, "We will ensure that we cut this and will not allow this to grow. We will investigate the organisers of the event as well."

"If you are inviting such people (alleged anti-national elements), it means that you either know about it or that you are indirectly encouraging such things. In such situations, the organisers too will be acted upon," he stressed.

Bengaluru, Mar 29: Seven new COVID-19 cases have been confirmed in Karnataka since Saturday 5 pm to 2 pm on Sunday.

The total number of positive cases in the state stands at 83, out of which five have been cured/discharged and three have lost their lives, according to the Karnataka Health Department.

A total of 979 confirmed cases of COVID-19 have been reported in India, informed the Ministry of Health and Family Welfare on Sunday.
