Karnataka crisis: Am working as per Constitution, says Speaker

Bengaluru, Jul 16: Karnataka Assembly Speaker Ramesh Kumar against whom 15 ruling coalition rebel MLAs have moved the Supreme Court alleging delay in accepting their resignations, on Tuesday said he is working in accordance with the Constitution and was performing his duty.

The apex court will pronounce its order on Wednesday morning on the pleas of 15 rebel Congress-JD(S) MLAs seeking direction for Kumar to accept their resignations from the Assembly.

"Ultimately, what the Supreme Court will come out (its verdict), after going through that, I will respond," Kumar told reporters in Kolar district.

Stating that he was working in accordance with the Constitution, he said "I don't have freedom to comment on all other matters being the Speaker."

"I am not someone who is going to challenge...I will only perform my duty…everyone will have to wait till tomorrow," he added.

A bench headed by Chief Justice Ranjan Gogoi concluded the hearings of the rebel MLAs, the speaker and Chief Minister H D Kumaraswamy on Tuesday.

The order from the Supreme Court will come a day before the Congress-JD(S) government faces the floor test in the Assembly, which would end suspense over the numbers game triggered by a raft of resignations by the ruling coalition lawmakers.

As many as 16 MLAs -- 13 from the Congress and threefrom the JD(S) -- have resigned while two independent MLAs S Shankar and H Nagesh have withdrawn their support to the coalition government, keeping it on the edge.

In a bid to keep their flock together ahead of the floor test, the Congress, BJP and JD(S) have shifted their MLAs to resorts.

The Congress on Tuesday shifted its MLAs from a hotel in the city to a resort on the outskirts, amid fears that some more legislators may resign.

Reacting to state BJP chief Yeddyurappa's reported statement claiming that another 2-3 MLAs were likely to resign ahead of the confidence motion, KPCC chief Dinesh Gundu Rao alleged that resignation of Congress-JD(S) MLAs were with "malafide intent".

"This statement clearly proves that the resignations by @INCIndia/JDS MLAs were done with malafide intent. @BSYBJP has purposely said this to ensure that the Speaker has enough material to disqualify the rebel MLAs.

The rebel MLAs have fallen into a trap," he said in a tweet.

The ruling coalition's strength in the House is 117-- Congress 78, JD(S) 37, BSP 1, and nominated 1, besides the Speaker.

With the support of the two Independents, the opposition BJP has 107 MLAs in the 225-member House, including the nominated MLA and Speaker.

If the resignations of the 16 MLAs are accepted, the ruling coalition's tally will be reduced to 101.

According to official sources, the nominated member too has a right to vote.

Bengaluru, Jul 28: After the Central Board of Secondary Education (CBSE) reduced the syllabi for Classes 9 to 12 due to COVID-19 pandemic, the Karnataka government has followed the suit. The Department of Public Instruction has omitted the chapters on legendary south Indian rulers Hyder Ali and Tipu Sultan from the textbooks of Class 7 in their attempt to reduce syllabus for state board schools by 30 per cent. 

The department, however, has decided to retain similar chapters on Tipu Sultan in 6th and 10th Classes, though the syllabus in text books for all classes from 1 to 10th has been trimmed. 

The trimmed textbooks uploaded on the website of the Department of State Education Research and Training (DSERT) by Karnataka state Textbook Society revealed removal of chapters on Tipu Sultan for the seventh grade.

Justifying the decision, officials said, "students study similar chapters in Class 6 and more in the 10th grade." Yet another senior official from the Text Book Society said, "Trimming does not mean we have removed half of the syllabus from textbooks. It is only keeping in mind the repetition we have condensed the chapters. In case students study about a particular dynasty in higher grades, then the same had been removed from lower grades."

A few months ago, there was an uproar over dropping of content on Tipu Sultan and MLAs from the ruling BJP also demanded the same and petitioned to the Chief Minister. Even an expert committee led by Prof Baraguru Ramachandrappa suggested to not drop any content on the historic figure. However, the department still decided to drop lessons from one of the classes while keeping the syllabus short for the next 120 active academic days.

Earlier this month, a controversy had erupted over the CBSE's decision to omit topics like federalism, secularism, citizenship, etc while reducing the syllabus for Classes 9 to 12. The education board had issued a detailed clarification later, stating that topics claimed to be dropped "are either being covered by the rationalised syllabus or in the Alternative Academic Calendar of NCERT".

"The rationalisation of syllabus up to 30 per cent has been undertaken by the Board for nearly 190 subjects of class 9 to 12 for the academic session 2020-21 as a one-time measure only. The objective is to reduce the exam stress of students due to the prevailing health emergency situation and prevent learning gaps," it said.

Last week, the Congress in Uttar Pradesh expressed its concern over 'deliberate and systematic' deletions of chapters related to the freedom struggle and the party's role in it from the Class 10-12 syllabi of the Secondary Education Board.

Mangaluru, Jun 12: A pregnant woman who returned from Maharashtra and tested positive for coronavirus on Wednesday, gave birth to a child at the Wenlock COVID-19 hospital in Mangaluru. After she experienced labour pain, a team of expert doctors performed the delivery through the caesarean section on Thursday.

Both the woman and the new born are safe, hospital sources said. The woman, who belongs to Kinnigoli in Dakshina Kannada district, had arrived in the city on Monday. She was in an advanced stage of pregnancy and was taken to another hospital the next day after she complained of weakness.

As she came from Maharashtra, she was shifted to a separate ward at the Wenlock hospital and quarantined. Her throat swab samples tested positive on Wednesday. A COVID-19 test will be done on the baby after a few days, district health officer Ramachandra Bairy said.

Bengaluru, Jan 25: To address the grievances of the Industrialists, over the issue of acquisition of land, the state government have plans to dilute the Land Reforms Act, Chief Minister B S Yediyurappa, said here on Saturday.

Speaking to the media here, on his visit to the World Economic Forum, Davos, recently he said that 'the visit was fruitful and ends with satisfactory note by procuring promises from several Industrial houses to investment in Karnataka'.

Stating that during his five-day stay at Davos, he had met several Industries heads on the sidelines of the summit, and had an interactive meeting with them, Chief Minister said that 'the event had helped us to present our state Karnataka, to convince them about the prevailing industry-friendly environment'.

He said that he had met several heads of global companies, including Arcelor Mittal, Kirloskar, MAHINDRA, Bharat Forge, 2000 Watt, general electrical, Dassault, Dalmia, Lulu Group, Volvo, Nova Nosdik and Domeco.

'The interaction with the corporate heads was encouraging and more investment is expected to flow into Karnataka, in the fields of Mining, Power, Agriculture, Pharma, Education, and Industries.'

Informing that the main grouse expressed by the Industrialists about the bottlenecks being faced in the Land Reforms Act to procure land, he said that 'To make ease of conversion of Agricultural land we have plans to bring amendment and it would be both win-win situation to both Farmers as well as Industries.'

'We have promised them to remove all hurdles, which comes in the way of acquiring land to set up industries, and we have promised to rectify all the administrative problems within a month or two and legal problems in the next couple of months by amending existing laws.'

'We have also plans to present a new Industrial policy in the coming budget and roll out a comprehensive and investor-friendly law', he further said.

Replying to questions, Chief Minister said that 'all those investment proposals which got clearance at the High-Level Clearance Committee would automatically considered as ‘deemed permission’ and start the process of acquisition of land'.

'TheWorldEconomic Forum Summit had also served us as a platform to invite Industrialists to take part in the Karnataka Global Investors Meet scheduled to be held in November this year', he added.
