Karnataka crisis: Governor sets second deadline; asks CM to finish floor test today itself

Bengaluru, Jul 19: Karnataka Governor Vajubhai Vala on Friday sent a letter to Chief Minister H.D. Kumaraswamy to prove his government's majority in the assembly before 6pm on Friday. Vala set the second deadline for the floor test, after the first deadline went in vain on Friday without the assembly taking up the voting on the motion of confidence to decide the fate of his shaky government.

"I have respect for the governor. But the second love letter from the governor has hurt me. He only came to know about horse trading 10 days ago?" Kumaraswamy asked, flashing photos of B.S. Yeddyurappa's personal staff Santosh reportedly boarding a plane with independent MLA H. Nagesh. "I leave the decision on the floor test to you (the speaker). It won't be directed by Delhi. I request you to protect me from the letter sent by the governor." A debate on the motion of confidence is currently underway at the Vidhana Soudha.

Earlier in the day, as the deadline neared, the ruling coalition vociferously questioned the governor's power to issue such a direction, with Kumaraswamy citing a Supreme Court verdict that a governor cannot act as ombudsman of the legislature.

Kumaraswamy said he would not criticise the governor and requested Speaker K.R. Ramesh Kumar to decide whether the governor can set a deadline. As the assembly clock struck 1.30 pm, the BJP insisted on a division on the confidence motion moved by Kumaraswamy on Thursday in accordance with the letter by the governor to him. The House was then adjourned till 3 pm amid ruckus with both BJP and Congress members locked in heated exchanges over the governor's role.

Vala had on Thursday set the 1.30pm deadline for proving the majority within hours after the voting on the confidence motion could not take place with the speaker adjourning the day's proceedings in the assembly. The governor, in his letter to the chief minister, had observed resignation of 15 MLAs of the ruling JD(S)-Congress and withdrawal of support by two independents "prima facie" indicated Kumaraswamy had lost confidence of the House.

Meanwhile, the Karnataka Congress moved the Supreme Court on Friday contending that its July 17 order on the resignation of 15 rebel Congress-JD(S) MLAs was coming in the way of the party issuing whip to its legislators in the ongoing trust vote. The application filed by Karnataka Congress chief Dinesh Gundu Rao sought clarification on the order which said the 15 rebel MLAs cannot be compelled to participate in the ongoing assembly proceedings, saying that the direction compromises with the party's right to issue whip.

It said the apex court order "whittles down" the power of a political party to issue whip to its MLAs as it has a constitutional right to do so and the court can't restrict that.

Further, in the plea, it is stated that the order was passed without involving the Congress legislature party, which presently has 79 MLAs in the Karnataka assembly.

The Congress, while referring to a judgement delivered by a constitution bench of the apex court, submitted that any interpretation of the order of July 17 "which whittles down the power of a political party to issue a whip to its legislators would be in the teeth of the provisions of the Tenth Schedule of the Constitution". It sought a clarification that the direction passed on July 17 does not refer to the rights of a political party to proceed under the Tenth Schedule.

Bengaluru, July 13: As Bengaluru prepares for a seven-day lockdown from Tuesday following the spike in COVID- 19 cases, opposition parties in Karnataka have urged the government to enforce the measure in the entire state.

JD(S) patriarch H D Deve Gowda and Congress working president Eshwar Khandre have demanded that the entire state be placed under lockdown.

Welcoming the government's decision to implement the lockdown in Bengaluru Urban and Rural, Gowda said, "I urge the government through the media to enforce lockdown in the entire state."

The former Prime Minister in a statement appealed to people of the state and the entire country to wear masks while venturing out, maintain social distancing, clean hands with sanitizer regularly, and to come out only if there is necessary work.

Stating that allegations of misappropriation have been made by several leaders against the government in implementing measures and packages to control spread of the virus and its impact, Gowda said, "whatever it is let's discuss about it in the next legislature session, at present health of the people is important and let's focus on it."

The government should work in this direction, we are all with the government, let's not play with the health of the people, he said, adding that "I appeal that at least from here on work actively."

With a spike in Covid-19 cases, the Karnataka government on Saturday announced complete lockdown in Bengaluru Urban and Rural from July 14 to 22.

The lockdown is from 8 pm on July 14 to 5 am on July 22.

Congress leader Khandre, meanwhile reminded Chief Minister B S Yediyurappa that COVID cases and related fatalities were not only increasing in Bengaluru but also in the border districts of the state.

The situation was getting out of hand in Bidar, Kalaburagi, Yadgir, Raichur, Koppal, Ballari districts, he alleged.

"So implement strict lockdown once again in the state at least for fifteen days."

"Bring the situation under control. I appeal to the government that in this lockdown period at least to correct its past shortcomings and take all measures to face the pandemic efficiently in the future," he tweeted.

Meanwhile, Chief Minister B S Yediyurappa will be chairing video conference with Deputy Commissioners, Zilla Panchayat CEOs and Superintendents of Police of various districts regarding the COVID situation and the rains.

As of July 12 evening, cumulatively 38,843 COVID-19 positive cases have been confirmed in the state, which includes 684 deaths and 15,409 discharges.

Bengaluru Urban district tops the list of positive cases, with a total of 18,387 infections. Of the 2,627 fresh cases reported in the state on Sunday, a whopping 1,525 cases were from Bengaluru Urban alone.

Bengaluru, June 23: A senior IAS officer allegedly, who had faced arrest in connection with I Monetary Advice (IMA) scam, today allegedly committed suicide by hanging himself at his residence in the city. 

The deceased is BM Vijay Shankar. He had been arrested by special investigation team (SIT) in the I Monetary Advice (IMA) case when he was deputy commissioner (DC) Urban Bengaluru. 

He had spent few days in the jail over his alleged involvement in the IMA scam and was released on bail. The IMA case is currently being probed by Central Bureau of Investigation.

Shankar was staying in Jayanagar near Ashoka Pillar along with his family members.

Shankar was accused of taking Rs 1.5 crore to approve a report on financial irregularities, and was accused of giving a clean chit to the main accused of IMA scam, Mohammed Mansoor Khan.

The incident came to light around 8 pm. It is alleged that Shankar ended his life around 7.00 pm, when he was alone in the house. Shankar was said to be under severe depression after his name surfaced in the scam, and his subsequent arrest.

However, the exact reason for his extreme step is yet to be identified. Tilak Nagar police have taken up the case of mysterious death under CrPc and are probing further. As of now the police officials have not found any death note. A senior officer said: "once we finish the procedures of investigating the spot his body will be shifted to Victoria hospital for post mortem. The report will find out exact cause of his death".

Police commissioner Bhaskar Rao said: "We have taken up the case of unnatural death with regard to Vijay Shankar's death. Further probe will reveal more details about it".

Hassan, Mar 14: Karnataka Health Department officials took help of the Police to get a man, who returned from pilgrimage to Mecca (Saudi Arabia), admitted to hospital as he refused to undergo clinical tests for suspected Coronavirus, official sources said on Saturday.

According to the sources, a family from Arkalgud taluk, who was on a pilgrimage to Mecca and Madina, returned on March 5 and the woman from the family developed fever and symptoms of flu.

On Friday evening, in view of the Coronavirus scare, a team of Health Department officials visited their house and directed them to get admitted to a hospital in Hassan for treatment.
