Karnataka govt opposes CBI probe into DySP Ganapathy's suicide

New Delhi, Jul 9: The Karnataka government opposed before the Supreme Court a plea for a CBI probe into the suicide of deputy superintendent of police M K Ganapathy on July 7, last year.ganapathi

Responding to a petition filed by M K Kushalappa, father of the deceased, the state government maintained that a thorough and in-depth investigation has been carried out and no prudent and reasonable person can term the investigation as either biased or not free and fair.

A bench of Justices Adarsh Kumar Goel and U U Lalit will consider the matter on Monday.

The petitioner had contended that his son, then posted at the office of Inspector General of Police, Madikeri, was being hounded by Congress leader and Minister K J George and other senior officers.

The officer had also made allegations of harassment and ill-treatment by superior officers just before the incident. After his death, the minister had to resign. The suspected police officers were transferred on registration of an FIR on July 19 on an order by a Madekeri court. However, the CID, which investigated the case, under the supervision of the Director General of Police, filed a closure report before a trial court.

The state government defended the Karnataka High Court's order of October 19, declining a plea for the CBI probe.

“Merely because the final result of the investigation is not to the liking of the petitioner, baseless and reckless allegations have been made,” the state government said in its response filed by advocate Joseph Aristotle.

In view of the hue and cry raised by the opposition leaders in the Karnataka Assembly, the state government also ordered a judicial probe and appointed a Commission of Inquiry headed by former high court judge Justice Keshavanarayan. “It has commenced its functions and inquiry is going on at full speed and the report from the Commission is expected very shortly,” the state government said.

It also contended that the petitioners here, father and brother of the deceased, did not point out any lapse by the investigating agency before the trial court. But just two days before the filing of the investigation report, they had approached the high court.

The state government also pointed out that the Madikeri court had on April 3, this year, allowed the petitioners to continue the prosecution of the case on an application filed under Section 302 of the Criminal Procedure Code. “It is necessary for the petitioners to pursue their remedy before the magistrate...the continuation of the proceedings before this court would amount to pursuing parallel remedy on the same cause of action, which is impermissible in law,” said the state government, seeking direction to dismiss the petition filed by the officer's father.

Bengaluru, Jan 5: B S Yediyurappa-led Karnataka cabinet has finally decided to resume supply of subsidised rice and wheat to students of welfare institutions and hostels including those run by religious mutts under the Dasoha Scheme’s welfare programme. The supply was stopped over two months ago.

“Cabinet has decided to continue supply of subsidised foodgrains (rice and wheat) for the benefit of 37,700 children under the Dasoha scheme in 351 welfare institutions for the next one year at the cost of Rs 18 crore,” said J C Madhuswamy, Law and Parliamentary Affairs Minister. Under this scheme, institutions that provide free accommodation and food for students are entitled to avail 10 kg rice and 5 kg wheat per student every month at subsidised rates. But following a central government directive in November, the state government had stopped supply to private institutions since December.

Hours before the cabinet meeting, Khader addressed a press conference and said, “This government is snatching away food from children by stalling the supply of foodgrains. Institutions like Suttur Mutt, Siddaganga Mutt that have worldwide fame for their service are being inconvenienced by this,” Khader said.

Finding itself in a fix, especially in a matter that involves mutts, the cabinet was quick to restore the supply. “Foodgrains were being supplied to 183 government-run institutions and 281 institutions run by private entities. As per a central government directive, supply to private institutions was stopped but the decision was made by the previous government,” Shashikala Jolle, Women and Child Development Minister, said.

Mangaluru, May 19: Officials at the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) said that Dakshina Kannada, Udupi and Uttara Kannada along with Kodagu, Chikkamagaluru have been alerted about possible heavy rains.

Dr GS Srinivasa Reddy, Director, KSNDMC, said, “Coastal districts have already been witnessing heavy downpour since Monday morning. This will continue for another two days depending on the cyclonic movement along the east coast.”

Until last evening, Haleyangadi and Surathkal in Dakshina Kannada district had received 83 mm and 82.5 mm of rainfall, respectively. Several other areas in Udupi also witnessed heavy rainfall of about 60 to 70 mm rainfall.

The India Meteorological Department (IMD) attributed the rain, which intensified on Monday, to a cyclonic circulation over parts of the Arabian Sea (Comorin area) off the coast of Kerala.

The weather department said the sudden convergence of wind over the peninsular region was due to Super Cyclone Amphan, which is set to barrel into the east coast. The IMD issued an Yellow Alert for coastal Karnataka and Malnad, warning of moderate to heavy rainfall in the next few days.

Bengaluru, Feb 26: The Karnataka Pre-University Board issued a five-page booklet on Coronavirus ahead of the forthcoming examination to spread awareness among the students, the Board said on Wednesday.

In a statement, the Board said that the booklet contains details on symptoms of the disease, measures to be taken in case of an outbreak and other information. The Board has directed the Directors in all districts to disseminate the information to students through college principals.

The PUC examination begins from March 4 and continues till March 23.
