Karnataka's new Lokayukta mum on allegations

Bangalore, Feb 14: Former chief justice of Karnataka high court Y. Bhaskar Rao, who Thursday took over as the state's Lokayukta (ombudsman), declined to respond to allegations that he had illegally obtained a house plot in Bangalore.

Rao, 75, was administered the oath of office at Raj Bhavan by Governor H.R. Bhardwaj, filling up the Lokayukta post that has been lying vacant for over 17 months. Asked by reporters about the charge soon after he was administered the oath office, Rao declined to respond.

On his plans as Lokayukta, he said: "You will see it in course of time." Karnataka's chief justice between March 1999 and June 2000, Rao faces the same charge as his predecessor Shivaraj V. Patil, a former Supreme Court judge.

Patil quit as Lokayukta in September 2011, just a month after taking over following the row that he had acquired a house plot from Judicial Department Employees House Building Cooperative Society in violation of laws.

The Advocates Association of Bangalore (AAB) has been opposing Rao's appointment on the ground that he too has got a house plot in the Judicial Department Employees House Building Cooperative Society in violation of laws.

Interacting with the media on the margins of the function, Bhardwaj said he has not received any allegation against Rao.

Tezpur (Assam), Mar 2: Seven boys, who had appeared for their class 10 board examinations, were apprehended on Sunday for allegedly raping and killing a 12-year-old girl in Assam's Biswanath district, police said.

The girl was hanged from a tree after the crime.

The incident happened on Friday in Chakla village under the jurisdiction of Gohpur police station, they said.

A senior police officer told PTI that the culprits, all of them High School Leaving Certificate (HSLC) examinees, were on the run, but were nabbed by a police team.

The accused after the examination had called the victim to a house on the pretext of organising a party and raped her, the officer said.

It is suspected that the girl was raped on Friday night and then hanged from a tree in a forest near the house, the senior police officer said.

The body was found on Saturday.

Jun 5: Meerut Police on Thursday claimed that around 13,500 mobile phones in the country are running on the same IMEI, the number used to identify the device.

A case of fraud has been registered against the mobile phone manufacturing company and its service center, the police said.

The matter surfaced, after police personnel gave his mobile phone to the staff at cybercrime cell for examination, as the new phone was not working properly despite being repaired, Meerut SP (city) Akhilesh N Singh said.

The cyber cell found that around 13,500 other mobile phones are also running on the same International Mobile Equipment Identity (IMEI) as that of the police personnel's phone, the superintendent of police said.

He said the matter is a serious security issue.

Prima facie it appears to be negligence on part of the mobile phone company and criminals can use it to their advantage, Singh said.

He said a case has been registered under relevant sections of the law at a Medical police station and a team of experts has been called to look into the matter.

Kottayam, Aug 7: A trial court in Kottayam on Friday granted bail to Bishop Franco Mulakkal, accused of raping a nun in Kerala, with stringent conditions and directed him to be present on the dates of hearing of the case.

The Additional Sessions Court had cancelled the bail granted to the Bishop on July 13 for failing to appear for the trial and issued a Non Bailable Warrant against him.

Mulakkal was present in the Court on Friday when it considered the matter.

Granting bail, the court directed him not to leave the state till the chargesheet is read out to him on August 13 and to be present in court on the dates of hearing of the case.

The Court also directed him to offer fresh sureties and bail bonds.

On July 13, Mulakkal’s counsel had informed the court that his client could not appear as he had been in self quarantine due to his primary contact with a COVID-19 infected person.

The next day, the former Jalandhar Bishop had tested positive for coronavirus.

The prosecution informed the Court that Mulakkal had not produced the COVID negative certificate, to which the Court observed that the state Health Department can take necessary action on this issue.

The Supreme Court on Wednesday had directed Mulakkal to face trial as it dismissed his plea seeking discharge in the rape case lodged against him by the nun belonging to a congregation under Jalandhar diocese, saying there was no merit in his petition.

A bench of Chief Justice S A Bobde, A S Bopanna and V Ramasubramanian had told the counsel for Bishop that the court is not saying anything on merit, but is dismissing the plea on the issue of discharge from the case.

Mulakkal, in his plea had challenged the July 7 Kerala High Court order, dismissing his discharge plea in the rape case filed by the nun.

The High Court had asked the deposed Bishop of Jalandhar diocese to stand for trial in the rape case, which was registered on the basis of a complaint filed by the nun.

The senior priest of the Roman Catholic Church had filed the revision petition following the dismissal of his discharge plea by a trial court in March this year.

The rape case against the Bishop was registered by police in Kottayam district.

In her complaint to the police in June, 2018, the nun had alleged that she was subjected to sexual abuse by the bishop during the period between 2014 and 2016.

The bishop, who was arrested by the Special Investigation team, which probed the case, charged him with wrongful confinement, rape, unnatural sex and criminal intimidation.
