Kashmir may not be major topic in Modi-Xi summit: China

Beijing, Sept 18: China on Tuesday said the Kashmir issue may not be a “major topic” of discussion during the planned 2nd informal summit between Prime Minister Narendra Modi and President Xi Jinping, notwithstanding the high voltage campaign by its close ally Pakistan over India revoking the special status of Jammu and Kashmir.

Tension between India and Pakistan escalated after New Delhi revoked Jammu and Kashmir's special status on August 5. Reacting to India's move on Kashmir, Pakistan downgraded diplomatic ties with New Delhi and expelled the Indian High Commissioner.

A senior Chinese official said it should be left to Modi and Xi on the issues they would like to discuss.

"As for Kashmir will be on the agenda, I'm not sure because this is kind of informal summit and leaders' meeting I think better we need to give the leaders much time to discuss whatever they would like to discuss," Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing here.

"For this kind of informal summit, I think it is better to leave the leaders much time to discuss whatever they would like to discuss," she said.

Hua said Kashmir may not be a major topic of discuss between the two leaders.

"I think for those things like Kashmir, I don’t think it will be a major topic occupying the talks, that is my understanding,” she said.

"But for the leaders, they will be free to talk about whatever they like,” Hua said, responding to a question.

China, the all-weather ally of Pakistan, already tried to take the Kashmir issue to the UN Security Council last month. But a closed-door meeting of the UNSC, in a snub to both Beijing and Islamabad, ended without any outcome or statement.

On China's stand on the resolution of the Kashmir issue, Hua reiterated that “we always take Kashmir as a problem between India and Pakistan.

"And we know there was the UN resolutions regarding Kashmir, so we hope this issue could be resolved through friendly and peaceful negotiations between India and Pakistan according to the relevant UN Charter and UN resolutions,” she said.

China hopes that “since both India and Pakistan, a good neighbour of China, of course, we hope our great neighbours could be in peaceful terms with each other, she said.

"And both India and Pakistan can try their best, maybe our best efforts to resolve the issue peacefully through negotiations,” she said.

On President Xi’s visit to India next month, Hua said both sides are keeping very close contact with each other but declined to reveal the date and venue.

"I'm not in a position to announce the details yet. But I think you will know, very soon. But we are looking forward to the visit. Both China and India are both great countries,” she said.

A lot of significance is attached to the 2nd informal summit between Modi and Xi that was expected to take place next month much on the same lines of the first such meeting at Wuhan last year, which normalised relations between the two countries after the 73-day standoff at Doklam.

On the India-China border question, Hua said both sides at all levels have very fruitful, and smooth channels for communications.

"China always keeps its words, we always kept our words, and we never intended to do anything that could harm the mutual trust between China and India. And we hope to see the same good willingness from the Indian side,” she said.

"Both sides can work together to safeguard to maintain to make sure the border, the border areas be kept in peace and stability, so that we can increase the mutual trust and stay focused on those kind of things, such as even broaden our cooperation,” she said.

India and China have held 21 rounds of Special Representatives talks so far to resolve the boundary dispute. The India-China border dispute covers 3,488-km-long Line of Actual Control. China claims Arunachal Pradesh as part of southern Tibet while India contests it.

On China’s One Belt and One Road (OBOR), she said there is a sense of reluctance on India’s part.

India has protested to China over the China-Pakistan Economic Corridor (CPEC) as it is being laid through Pakistan-occupied Kashmir, (POK). CPEC is the flagship project of the OBOR.

“This is up to Indian side to decide when and how they could join one belt one road that as you can see, one belt one road has been enjoying more and more support understanding from all of the countries around the world,” Hua said.

Bhopal, Jul 26: BJP MP Pragya Singh Thakur on Saturday appealed people to recite the Hanuman Chalisa five times a day till August 5, which she believes will rid the world of the coronavirus pandemic.
`Bhoomi pujan’ or the ground-breaking ceremony for the construction of Ram temple at Ayodhya is to take place on August 5.
“Let us all of us together make a spiritual effort to wish people good health and end the coronavirus epidemic.
Recite ‘Hanuman Chalisa’ five times a day at your home from July 25 to August 5,” the Bhopal MP tweeted.
“Conclude this ritual by lighting lamps on August 5 and offering ‘aarti’ to Lord Ram at home,” she added.
She also shared a video on Twitter, in which she said the BJP government in Madhya Pradesh is making efforts to contain the spread of coronavirus by imposing lockdown in Bhopal till August 4.
“Though the lockdown will be over on August 4, this ritual (recitation of the Hanuman Chalisa, a hymn in praise of Lord Hanuman) will end on August 5, when ‘bhoomi pujan’ for Ram temple in Ayodhya will be performed. We will celebrate that day like Diwali,” she added.
“When people... Hindus from across the country recite the ‘Hanuman Chalisa’ in one voice, it will definitely work and we will be free from coronavirus...This is your prayer to Lord Ram,” said Thakur.

Srinagar, Jan 15: The Jammu and Kashmir administration on Tuesday evening allowed mobile Internet in parts of Jammu region and broadband in establishments providing essential services, days after the Supreme Court ordered a review of the curbs imposed in the Union Territory.

The order comes into effect from January 15 and shall remain in force for seven days, a government communication said.

In a three-page order, the administration asked Internet service providers to offer broadband facility (with Mac binding) to all institutions dealing with essential services such as hospitals, banks and government offices.

In order to facilitate tourism, the broadband Internet services would be provided to hotels and tour and travel establishments, the order said.

Mac Binding essentially means to enforce a client machine to work from a particular Internet Protocol address.

"Prior to giving such facility, the service providers have been asked to install necessary firewalls and carry out white-listing of sites that would enable government websites and website dealing with essential services like e-banking," the order said.

However, all social media sites remain out of bounds. "There shall be complete restrictions on social media applications allowing peer-to-peer communication and virtual private network applications for the time being," the order said.

The institutions and government offices that are being provided Internet access shall be responsible to prevent misuse, according to the order.

It said the 2G mobile connectivity on post-paid mobiles for accessing white-listed websites including e-banking will be allowed in districts of Jammu, Samba, Kathua, Udhampur and Reasi -- all in the Jammu region.

The order said that the police has brought material relating to the terror modules operating in Jammu and Kashmir including handlers from across the border who are attempting to aid and incite people by transmission of fake news and targeted messages through use of Internet.

The relaxation came days after the Supreme Court said access to the Internet is a fundamental right under Article 19 of the Constitution.

The SC verdict had come on Friday on a batch of pleas challenging the curbs imposed in Jammu and Kashmir after the Centre's abrogation of provisions of Article 370 on August 5 last year.

The court had also asked the Jammu and Kashmir administration to review within a week all orders imposing curbs in the Union Territory.

It had asked the J-K administration to restore Internet services in institutions such as hospitals and educational places providing essential services.

The J-K administration's Tuesday communication said that in view of the Supreme Court directions, the situation has been reviewed and Internet has been opened whereever it was possible keeping in view the security consideration.

In Kashmir, 400 additional Internet kiosks will be established, besides the 900 terminals which are already operational in the Valley.

New Delhi, Jan 24: The government's plan to sell national carrier Air India may face political and legal headwinds with senior BJP leader Subramanian Swamy raising the red flag against the decision.

Days before the launch of bidding process by inviting Expressions of Interest (EoI) from potential suitors, Swamy has warned against such move, saying the issue was currently being discussed by a Parliamentary panel.

"Right now, it (Air India disinvestment) is before the consultative committee and I am a member of that. I have been asked to give a note which will be discussed in the next meeting. They can't go ahead without that," Swamy told media.

"If they do, I will go to court. They know that too," he cautioned.

A vocal opponent of Air India privatisation, Swamy had earlier suggested to list 49 per cent of Air India shares on stock exchanges while government holds 51 per cent in the carrier, as an alternative to selling its entire stake to private companies.

It has been reliably learnt that the Rajya Sabha member had expressed reservations over privatisation of Air India at the meeting of a Parliamentary consultative committee earlier this month.

After its failed first attempt, the Modi government has shown great zeal this time to sell Air India. It is set to offer a sweetened deal to potential buyers this time around by removing a large chunk of the debt and liabilities from the airline’s books.

Aviation Minister Hardeep Singh Puri had earlier said that Air India will be shut down, in case the disinvestment exercise is not successful.

Sources told media that the preliminary information memorandum (PIM) inviting EoI has been tentatively scheduled to be unveiled on January 27.

Air India is proposed to be sold along with its subsidiary Air India Express and ground-handling joint venture company Air India Singapore Airport Terminal Services Ltd (AISATS) in which it has 50 per cent stake.

Air India on January 10 came out with a tender for engaging aircraft asset management companies for carrying out technical audit of its entire fleet.

A Ministerial panel on Air India chaired by Home Minister Amit Shah on January 7 approved the draft EoI and a share purchase agreement (SPA) for the airline's disinvestment.
