Kavya death: Alleged ‘golmaal’ in Alva’s foundation leaves Ugrappa baffled

Mangaluru, Aug 1: V S Ugrappa, chairperson of Expert Committee on Preventing Sexual Violence against Women and Children, who on Tuesday visited Alva’s Education Foundation in Moodbidri, where a Class 10 student was found dead last month, expressed shock over the violation of various laws by the largest institution of the coastal Karnataka.

Ugrappa said that his committee found several shortcomings at Alva's High School and its hostel. The committee observed that the body of Kavya was removed from the ceiling even before her parents and police officials reached the spot. Members also observed through witnesses that the body of Kavya did not have common signs of suicide. The committee members were told that the institute witnessed eight to 10 unnatural deaths in the past 10 years.

They found that though the school does not come under the residential institution category, a hostel was functioning on the 5th floor of its building and there is no lift for it. Further, they observed that the teaching staff were underpaid, cleanliness was not maintained in the hostel rooms and there were no sufficient number of wardens.

Buildings did not have proper setbacks, no adequate CCTV coverage, safety measures and there were no committees as per Vishaka Guidelines, said Ugrappa at a review meeting held at the deputy commissioner's office after visiting Alva's institute.

He said the negligence on the part of management is reason for unnatural deaths in the institute. "Many astonishing facts were brought to the notice of the committee when we visited the institute. As per medical jurisprudence, urine and motion will be passed automatically when a person commits suicide and the person would also bite the tongue. However, when we inquired, the witnesses said they observed no such signs. Hence, the question is why they brought down the body from the ceiling and why it was not shown to the parents," Ugrappa said, adding that only a thorough investigation will reveal the reason for Kavya's death.

Chairing a review meeting here after visiting Alva’s, Ugrappa asked the Dakshina Kannada district administration to act against violations committed by Alva’s. He also dropped a hint that he may ask the government to direct the foundation to pay exemplary compensation to the parents of Kavya Poojary who died under mysterious circumstances on campus on July 20.

 Ugrappa said that though the foundation has been rendering good service by providing education to hundreds of students, it did not mean that it can flout rules and regulations. An institution having a turnover of over Rs 20 crore a year should be equally careful and responsible towards students, he said. None of the 20 conditions specified while granting permission to run the school were followed by the management, he noted.

Ugrappa said that he was surprised there was no effective monitoring in the institution where over 24,000 students are studying. While classrooms are on the ground floor, hostel rooms are on the upper floors of the same building. There are no CCTVs while the staff is being paid meagre salary, the MLC noted.

He said that during his visit, the staff that work as teachers and wardens, revealed that they are paid Rs. 7,500 a month, a flagrant violation of the Minimum Wages Act. As a whole, there appeared to be complete negligence on the part of the management while running the show, Mr. Ugrappa said and asked the Police Commissioner to examine whether the foundation can be booked for negligence too.

The administration has to send a report on the functioning, including lapses, of all the so-called residential schools (28 in all) within a week. “Let there be a beginning from Dakshina Kannada and the message should go across the State,” Mr. Urgappa said.

Deputy Commissioner K.G. Jagadeesha said that a team of officials from the departments concerned would be formed within four days and appropriate action would be taken. Police Commissioner T.R. Suresh, Superintendent of Police C.H. Sudheer Kumar Reddy, committee members and senior officials were present.

Social media giant Twitter briefly blocked the Karnataka BJP's account after it posted several provocative tweets and taunted Muslim women.

Ironically, the BJP called its unhygienic tweets as "liberal views". "It is unfortunate that our handle was locked out by Twitter for speaking the truth about liberals," it said.

"A big thanks for your support and encouragement. Satymeva Jayate. Jai Hind," the political party said to its supporters.

However, it did not specify for how long Twitter blocked its account but tweeted again on Wednesday after Monday.

Last week Karnataka BJP drew flak on Twitter for taking a swipe at Muslim women who appear to be standing in a line to vote in Delhi's assembly polls. ""Kaagaz Nahi Dikayenge Hum" ! ! ! Keep the documents safe, you will need to show them again during NPR exercise (sic)," the party's Karnataka Twitter handle posted using the hashtag #DelhiPolls2020.

It tweeted on Monday, accusing Congress leaders Sonia Gandhi, Manmohan Singh, Sushil Kumar Shinde and Vijay Bahuguna for "cheating" Dalits.

Karnataka BJP spokesperson G. Madhusudhan said that he had no idea about the account being blocked and then unblocked by Twitter.

"What has happened? I don't know," said Madhusudhana.

Reacting to the drubbing BJP suffered in the Delhi Assembly polls, the party tweeted that there is no need to lose heart.

"Now is the time to go back to voters to win their hearts and minds. Let us plan for 2025 from today. We are with you," tweeted Karnataka BJP on Wednesday.

Though BJP congratulated Arvind Kejriwal-led Aam Aadmi Party (AAP) for winning the Delhi polls, the party highlighted that it managed to increase it vote share by six per cent compared to 2015.

Bengaluru, May 26: Karnataka chief minister BS Yediyurappa has been urged to cancel the proposed SSLC examinations in Karnataka and allow “mass-pass” for every student in the wake of covid-19 crisis. A group of intellectuals and educationists have put forth this demand.

In the letter released by educationist VP Niranjan Aradhya, said that they were listing the scientific reasons to the CM for cancellation of exams which are slated to be held from June 25 to July 4th.

In the letter, the intellectuals have elucidated a number of reasons for cancelling the upcoming exams. “There are close to 8.5 lakh students and 2.5 lakh staff involved. If we include parents who would drop their kids at the exam centre, around 30 lakh people will be involved in the process, making it a risky affair. Though the government has said that it will separate the students with fever or other ailments, will students admit to having fever? What if they consume paracetamol and come to write exams?” asks the letter. 

Added to this, the question papers have to be sent from the district and taluk centres and there may be chances of transmission.

“Even if we conduct exams, then what about the students who have failed? Every year, around 2.5 lakh students fail in the exam. Will the government conduct the supplementary exams again? The whole process of conducting exams comes at a huge cost of Rs 20 cr to Rs 25 crore. Hence, we are suggesting that the government cancels the exams and pass the entire group of student en masse,” said the letter.

Bengaluru, Mar 7: Karnataka on Friday announced that there are no positive cases of the novel coronavirus, COVID-19 in the state till date.

"To date, 717 persons have been identified for observation, of them, 236 persons have completed 28 days of observation and 469 persons are continuing under home quarantine. 8 persons are admitted to selected isolation hospitals, " the state government said in a release today.

"Around 343 samples of symptomatic persons are sent for testing and 296 samples are reported as negative. No positive cases of Coronavirus in the state to date," it said.

Karnataka Chief Minister BS Yediyurappa earlier in the week assured people in state about the preparedness to tackle coronavirus.

He said, "We have issued instructions to all hospitals. We have made all the arrangements. People in Karnataka should not worry."

Union Health Minister Harsh Vardhan earlier today held a review meeting with states over preparedness for coronavirus. State governments have been asked to keep the testing and quarantine facilities, isolation wards and labs in active readiness.

The country's total number of positive cases of coronavirus touched 31 today. COVID-19 has so far killed more than 3200 people globally.
