Kejriwal rides development agenda, BJP misses the bus

New Delhi, Feb 4: The Aam Aadmi Party (AAP) was quick to realise an important aspect of Delhi that the Bharatiya Janata Party (BJP) failed to notice. It was that elections in Delhi are different from that in any other state since the Capital is a city-state where people come to meet their aspirations and need development.

The polls in Delhi cannot be fought merely on insinuations against opponents, creating communal divide, or on caste lines. It has to be contested on an agenda to bring about positive change in the lives of people.

That was the mantra of Sheila Dikshit, who was chief minister for 15 years, before Arvind Kejriwal upset her apple-cart riding high on his anti-corruption crusade in 2013.

Wiser after his messy 49 days in government, Kejriwal has somewhat adopted Dikshit’s election promise basket where there was something for every section of the society and the opponents were not attacked vociferously. Kejriwal projected himself in a developmental avatar as he promised more colleges and free WiFi for the youth, a better and responsive security system for women, a better and corruption-free working environment for the business community, apart from repeated apologies for quitting about a year ago. He did not attack Prime Minister Narendra Modi in his election rallies and instead marketed his developmental plank.

The reframed Kejriwal has found traction among Delhiites and as per the HT-C Fore survey, his party will emerge as the single largest party in the Delhi Assembly and will pass the majority test. Other opinion polls in the last few days have also indicated that Kejriwal would be the next chief minister of Delhi.

The BJP on the other hand presented its vision — a mere expression of interest and not a promise — for Delhi on Tuesday, just four days before the city goes to polls showing the terrible state of affairs in the party. Unlike the AAP, the BJP does not have enough time to convince people about its development vision. Kejriwal, on the other hand, has been talking about his agenda for the city for the last three months.

Sudanshu Trivedi, BJP spokesperson, was candid enough on a television channel to admit that Kejriwal had an advantage of starting early but expressed confidence that his party would overcome that advantage. But his party has not explained the reason for the delay in preparing the development agenda for the city.

The question that may be asked is what difference does development agenda make. The reply could be found in a simple but complex statistics that about 80% of the city’s population comprises migrants who came here in the last 25 years. They are not bothered about individuals, caste and community, or religion. An unifying factor for them is that they are aspirational and would like to vote for the government that can meet their aspirations.

The BJP has not been able to meet that aspiration. The HT opinion poll shows the party will suffer defeat in outer and east Delhi — the two regions it almost swept in the 2013 assembly polls. The AAP has made deep inroads in these regions even though it may lose a bit in the middle class majority areas in Central and South Delhi, the survey shows.

It was strange to see that the BJP wasted so much time on trying to polarise voters, targeting its main opponent Kejriwal and making the Delhi polls a high voltage drama instead of presenting a developmental agenda much in advance for a debate and discussion by voters. It will be interesting to see whether its “late” vision document, which is not a promise to voters like a manifesto, will have considerable impact for the party in the polls? Opinion polls show it will do so.

New Delhi, Feb 12: The Centre on Wednesday said the NRC data in Assam is safe even though some technical issues were visible and that will be resolved soon.

The Union Home Ministry clarification came in view of reports that data of the final list of the National Register of Citizens has been made offline from its official website.

"The NRC data is safe. Some technical issues are in visibility on cloud. These are being resolved soon," a home ministry spokesperson said.

The data was not available for a couple of days and it created panic in the public, mostly among the people excluded from the list as the rejection certificates were yet to be issued.

NRC State Coordinator Hitesh Dev Sarma accepted that the data has been made offline, but refuted the allegation of any "malafide" intent in it.

The cloud service for the huge set of data was provided by IT firm Wipro and their contract was till October 19 last year. However, this was not renewed by the previous coordinator.

So, the data got offline from December 15 after it was suspended by Wipro, Sarma said.

He said the state coordination committee had decided to do necessary formalities in its meeting on January 30 and wrote to the Wipro during the first week of February.

"Once Wipro makes the data live, it will be available for public. We hope people will be able to access it in the next 2-3 days," Sarma said.

The complete detail of exclusion and inclusion of bonafide Indian citizens in the NRC was uploaded on its official website http://www.nrcassam.nic.in after the final list was published on August 31, 2019.

The final NRC was published by excluding 19,06,657 persons. A total of 3,11,21,004 names were included out of 3,30,27,661 applicants.

After the earlier NRC State Coordinator Prateek Hajela relinquished the charge on November 11 following his transfer to home state Madhya Pradesh on a direction from the Supreme Court, Sarma was appointed in his place on November 9.

Srinagar, May 12: Two paramilitary Central Reserve Police Force (CRPF) officers committed suicide after shooting themselves with their service rifles in Kashmir on Tuesday.

In the first incident, a CRPF sub-inspector on Tuesday committed suicide after shooting himself with his service rifle at Mattan area of south Kashmir’s Anantnag district. The deceased, identified as Fatah Singh of Jaisalmer in Rajasthan, had reportedly left behind a suicide note that read: “I am afraid, I may have Corona.”

Station House Officer (SHO) Akura, Mattan police station Jazib Ahmed said that they have followed the COVID-19 protocol while dealing with the body of the CRPF sub-inspector. “His samples have been taken and post-mortem conducted. Only results would confirm whether he was a COVID-19 positive,” he said.

CRPF spokesman in Srinagar Pankaj Singh said the officer had returned to his unit after performing a day-long duty. “As such, there is no evidence that he had caught COVID-19. Let’s wait for the final report. Details will be shared with the media,” Singh said.

Hours after the first incident, an assistant-sub-inspector of the CRPF posted in Srinagar also committed suicide by shooting himself dead with his service rifle.

Special Director General of CRPF, Zulfikar Hassan said they were trying to find out the reason for the two boys taking this extreme step.

Suicides and fratricide incidents are not uncommon among the CRPF and the Army personnel deployed in Kashmir. In 2006, recognising the rising fratricide and suicide cases among the armed forces, the then Defence Minister had constituted an expert group of psychiatrists under the Defence Institute of Psychological Research in order to suggest remedial measures to prevent suicide and fratricide incidents.

Over the last decade, incidents of fratricide have reportedly reduced in the Army as the force has taken measures to address the issue.

New Delhi, Feb 4: The investigation into the incident of violence at Jamia Millia Islamia during an anti-citizenship law protest was at a crucial stage, the Centre told the Delhi High Court on Tuesday.

The submission before a bench of Chief Justice D N Patel and Justice C Hari Shankar was made by Solicitor General Tushar Mehta while seeking more time to file a report regarding the probe.

Taking note of the submission, the bench granted the Centre time till April 29 to file a reply.

During the hearing, senior advocate Colin Gonsalves, appearing for some students of Jamia, said 93 students and teachers filed complaints about alleged attacks on them by police but no FIR has been filed against the agency till date.

The other lawyers for the petitioners alleged that the government has not complied with the court order to file a response within four weeks of the last date of hearing on December 19.

The bench, however, declined to pass any interim order and granted time till April 29 to the government to file a reply.
