Kerala to object state banker’s committee’s recovery procedures on farmer loans

Kochi, Jun 24: An advertisement from the State Level Banker's Committee (SLBC) that appeared in leading dailies in Kerala on Sunday has upset the government as it stated that recovery procedures on farmers loans will go ahead on defaulters.

Speaking to the media in Thiruvananthapuram, State Finance Minister Thomas Issac said this issue will be taken up strongly at the upcoming SLBC meeting to be held here on June 25.

"They have written off Rs 5 lakh crore of outstanding amount of the corporates, but have come out with rules against the farmers and are threatening with recovery procedures. It's not right to say that only paddy cultivation is classified under agricultural loans. If agricultural land means only paddy fields, then in Kerala it's just 15 per cent. We will raise this issue at the SLBC meeting very strongly," said Issac.

In 2019 alone, about two dozen farmers committed suicide after the banks strictly went ahead with recovery procedures even after the government had announced that due to the piquant situations faced by the state in terms of the worst ever floods last year, all loans taken by the farmers would get a moratorium till December 31, 2019.

At the SLBC Sub Committee on Natural Calamity (2018), one of the decisions taken was with regard to providing moratorium on agricultural loans and loans to those borrowers whose income is largely from agriculture and allied activities. The committee clarified that banks may permit moratorium to those loans pertaining to flood affected villages notified by the government, subject to the permission from the Reserve Bank of India (RBI).

However, in the advertisement, the SLBC said the RBI guidelines have to be followed by all banks and the moratorium ends on July 31.

State Agricultural Minister V.S. Sunil Kumar said the state government will take up this issue with the Centre.

"We will meet the RBI officials on this and at Tuesday's meeting of SLBC, this is going to be taken up seriously. They now say that the moratorium ends on July 31, which is wrong. In fact, banks do have the right to extend the moratorium," said Kumar.

New Delhi, Feb 26: Calling the recent violence in Delhi as 'planned conspiracy', Sonia Gandhi on Wednesday demanded Union Home Minister Amit Shah's resignation over the clashes that left 20 people dead in two days.

"CWC (Congress Working Committee) believes Home Minister and Centre is responsible. The Home Minister should tender his resignation with immediate effect," the Congress party's interim chief told reporters here.

Violent clashes erupted between pro and anti-CAA groups in parts of northeast Delhi on Monday, leading to widespread vandalism and arson for over two days.

While many blamed police for inaction to control the mobs, Union Home Minister Amit Shah met the top brass of Delhi Police, Chief Minister Arvind Kejriwal, LG Anil Baijal and directed the officials to control the situation.

Gandhi blamed both the Central and the Delhi governments, saying the administration did not take adequate steps on time to curb violence in the national capital.

"Chief Minister Arvind Kejriwal and Center is equally responsible for not activating the administration to reach out to the people to maintain peace and harmony," Sonia added.

The death toll in the violence rose to 20 on Wednesday, according to GTB hospital authorities.

Government sources told ANI that the National Security Advisor (NSA) Ajit Doval has been given the charge of bringing normalcy in the capital.

Sources also said that Doval will brief Prime Minister Narendra Modi and the Cabinet about the prevailing situation.

The NSA last night visited Jaffrabad, Seelampur and other parts of northeast Delhi where he held talks with leaders of different communities.

Without naming any leader, the Congress interim president also targeted the leaders of the Bharatiya Janata Party for making inflammatory statements saying that "there is a conspiracy behind the violence, country also saw this during Delhi elections. Many BJP leaders made inciting comments creating an atmosphere of fear and hatred."

Ahmedabad, May 12: The Gujarat High Court on Tuesday declared state BJP minister Bhupendrasinh Chudasama's election in 2017 as void on grounds of malpractice and manipulation.

Justice Paresh Upadhyay cancelled Bhupendrasinh Chudasama's election in an order passed on a petition filed by Congress candidate Ashwin Rathod, challenging the BJP leader's victory from Dholka constituency by a margin of 327 votes in the 2017 Gujarat Assembly polls.

In his election petition, Ashwin Rathod alleged that Bhupendrasinh Chudasama indulged in "corrupt practice and breach of many of the mandatory instructions of the Election Commission, at various stages of the election process, more particularly at the time of counting of votes".

Bhupendrasinh Chudasama currently holds charge of the education, law and justice, legislative and parliamentary affairs, and some other departments in the Vijay Rupani government.
