'Khooni panja' remark used as coloquial metaphor: Modi

New Delhi, Nov 19: Narendra Modi today denied having violated the Model Code of Conduct in his reply to the Election Commission notice over his "khooni panja" remark made during poll campaign in Chhattisgarh.

In his nine-page reply filed this evening before the Commission, a day ahead of the deadline, Modi said he has only exercised his right of free speech by criticising the policies and work of Congress and thus has not violated the Model Code.

"I am of the clear opinion that I have not violated the said provision," he said.

Modi said even though he has himself been subjected to much criticism, including use of abuses against him, he has maintained the diginity of political discourse and has not made personal attacks on any of his opponents.

Though Modi has sent a reply to the EC, a delegation of senior BJP leaders led by party vice president Mukhtar Abbas Naqvi will meet Chief Election Commissioner V S Sampath and two other Election Commissioners tomorrow to hand over a copy of Modi's reply officially.

The BJP leaders will also complain against Congress leaders, including its vice president Rahul Gandhi, accusing them of continuously violating the Model Code by making all kinds of statements and allegations against Modi and BJP.

Modi has said he has not made any wild allegation against the Congress and its leaders and whatever said by him is not unverified and is very much in public domain.

He said criticism of an opponent is inevitable in an election and the 'khooni panja' (bloody claw) and 'zalim haath' (ruthless hand) remarks are popular Hindi expressions used only figuratively.

"It is used as a colloquial metaphor," he said.

The Election Commission had asked Modi to reply to its notice over his "khooni panja" remark by November 20.

The EC had issued a notice to Modi on November 13 to reply as to why action should not be initiated against him for his "khooni panja" remarks, allegedly in reference to the Congress poll symbol, which is a picture of a hand.

The Congress had complained to the Commission, which had got a copy of the video CD of Modi's speech of November 7 in Dongargarh Rajnandgaon of Chhattisgarh along with the remarks of the Returning Officer before the notice was served on the BJP prime ministerial candidate.

Modi while campaigning in Chhattisgarh had said, "When Atal Behari Vajpayee formed Chhattisgarh, whose hands did it first go into...Do you want such a "khooni panja" gain... Brothers and sisters, don't commit that mistake again. Even by mistake, don't ever let Chhattisgarh go into the hands of a 'Zalim Panja'."

"Whereas, it has been, prima facie, observed that by making the aforesaid statements, you have violated the provisions of the Model Code of Conduct," the EC notice had said.

New Delhi, Jan 1: On the New Year's eve, the railways announced fare hike across its network effective from January 1, 2020, according to an order issued on Tuesday.

While suburban fares remain unchanged, ordinary non-AC, non-suburban fares were increased by 1 paise per km of journey.

The railways also announced a two paise/km hike in fares of mail/express non-AC trains and four paise/km hike in the fares of AC classes.

The fare hike is also applicable to premium trains such as Shatabdi, Rajdhani and Duronto, according to the order.

In the Delhi-Kolkata Rajdhani, which covers a distance of 1,447 km, the hike at the rate of 4 paise per km will be around Rs 58.

According to the order, there will not be any change in the reservation fee and superfast charge and the hike in fares will not be applicable to tickets already booked.

The last such hike was announced in 2014-2015 when fares of all classes of trains were raised by 14.2 per cent and freight charges by 6.5 per cent. However, since then, the railways introduced the flexi-fare scheme which significantly raised fares on select trains and launched trains like Vande Bharat Express and Tejas Express which have relatively higher fares. Trains with dynamic pricing like Suvidha Express were also introduced.

New Delhi, May 15: The World Bank on Friday approved $1 billion 'Accelerating India's COVID-19 Social Protection Response Program' to support the country's efforts for providing social assistance to the poor and vulnerable households, severely impacted by the pandemic.

This takes the total commitment from the World Bank towards emergency COVID-19 response in India to $2 billion.

A $1 billion support was announced last month to support India's health sector.

The response to the COVID-19 pandemic around the world has required governments around the world to introduce social distancing and lockdowns in unprecedented ways, said Junaid Ahmad, World Bank Country Director in India in a webinar interaction with the media.

These measures, intended to contain the spread of the virus have, however, impacted economies and jobs – especially in the informal sector. India with the world's largest lockdown has not been an exception to this trend, he said.

Of the $1 billion commitment, $550 million will be financed by a credit from the International Development Association (IDA) – the World Bank's concessionary lending arm and $200 million will be a loan from the International Bank for Reconstruction and Development (IBRD), with a final maturity of 18.5 years including a grace period of five years.

The remaining USD 250 million will be made available after June 30, 2020.

Kochi, Jan 21: A special court here on Tuesday sent two students, who were arrested under the Unlawful Activities Prevention Act (UAPA) case in Kozhikode last November, to the custody of National Investigation Agency (NIA) for a day.

The NIA court ordered that the duo, who were in judicial custody till now, to be produced before it tomorrow.

In its application, the NIA had said that the accused must be interrogated on the basis of digital records and sought custody of the duo for a week.

However, the defendant argued that no new evidence had been found against the accused and therefore no custody should be granted.

During an earlier hearing, the two had told the court, "We are not Maoists. We are CPI (M) activists. The Chief Minister, who says we are Maoists, should bring proof of whom we killed and where we bombed. In the last election, we have served as CPI (M), booth agents. We are the ones who went out to vote and pasted posters for the party."

The two were charged under Sections 20 (punishment for being a member of terrorist gang or organisation), 38 (offence relating to membership of a terrorist organisation) and 39 (offence relating to support given to a terrorist organisation) of the UAPA.

Allen and Thaha, students of law and journalism respectively of Kannur University, were taken into custody by the police from Pantheerankavu in Kozhikode on November 1 last year.
