Bengaluru, Jan 26: In a big relief for former Deputy chief minister and senior BJP leader R Ashoka, and B Karthik, a co-accused, the Karnataka high court on Thursday stayed investigation as well as further proceedings in relation to the FIR registered by Anti-Corruption Bureau (ACB) in connection with Bagar-Hukum land scam.

The interim order will be in force till March 31 and the final hearing on the main petition will be taken on March 5.

Justice R B Budihal passed this order after all the parties agreed to co-operate with the early disposal of the main petitions.

While Ashoka is arrayed as accused no 1, one B Karthik, a resident of Yelachenahalli and a beneficiary to whom 4 acres of land came to be granted is arrayed as accused no.10 in the case registered by ACB.

Ashoka has claimed that the case was registered for political reasons with an oblique motive just before the ensuing assembly elections.

Citing inordinate delay in filing of the complaint, he had also contended that there is already a Lokayukta investigation which is still pending on the same issue

According to him, as MLA from Uttarahalli constituency, he was heading the Bengaluru South Taluk Bagar Hukum Land Regularization Committee (between 1998-2006) and though there were members in the said committee they were not made parties in the complaint as they were attached to Congress party.

Ashoka further claimed that the committee was only a recommendatory body and that the revenue authorities headed by the Deputy Commissioner had the power to cancel any such grant if there were any irregularities.

In his petition, Karthik had claimed that he belonged to weaker section of the society and the allotment of 4 acres land in Agara for which saguvali chit was issued in September 2005, and the same was by the high court.

On the other hand, the ACB had contended that Ashok was responsible for grant of land ineligible beneficiaries and there is a strong, prima facie case against him.

The agency had also opposed grant of interim order citing the bar under 19((3) of the Prevention of Corruption Act , 1988 citing that Ashok may win over witnesses and also destroy incriminating evidences available against him.

A 32-year-old Dalit man was allegedly stripped and assaulted by a group of 13 youth in Karnataka's Vijayapura for reportedly touching a motorbike of an upper caste owner, police said on Monday.

"On a complaint by the Dalit victim (Kashinath Talwar), we have booked the 13 accused and investigating the incident, which occurred at Minajgi village near Talikoti on July 18," Vijayapura district Superintendent of Police Anupam Agarwal told reporters here.

"Though Talwar claimed that he touched the bike by mistake and pleaded for mercy, he said the accused severely thrashed him with sticks and footwear and took off his pants while he lay on the road haplessly," Agarwal said, citing from the victim's 2-page complaint in Kannada.

A video clip of the assault went viral on the social media and triggered outrage in the district against the upper caste accused, as the intervention by the victim's parents did not stop them from carrying the assault. Vijayapura is 524km northwest of Bengaluru.

Talwar's father Yankappa also alleged that he, his wife and their daughter were also attacked by the accused when they tried to rescue him from being brutally assaulted.

In a related development, two-three women in the village also filed a complaint with the police against Talwar for allegedly eve-teasing and 'flashing' before them.

"We have summoned Talwar to inquire about his conduct as the women alleged that he teased them, touched them inappropriately and exposed his private parts while they were washing clothes outside their houses," Agarwal said.

Bengaluru, Feb 20: Leaving the organisers of an event to protest against the CAA, NRC and NRP here red-faced, a young woman on Thursday reportedly raised "Pakistan Zindabad" slogan in the presence of AIMIM chief Asaduddin Owaisi, who denounced her action and asserted "we are for India".

The woman, identified as Amulya, allegedly asked people to shout with her "Pakistan Zindabad" after the organisers of the event under the banner of "Save Constitution" invited her to address the gathering soon after Owaisi came on the stage.

Soon Owaisi rushed to snatch the mike from her hands and was joined by others who tried to remove her from the state.

But the woman was adamant and raised the slogan again repeatedly. Later, the police stepped in and removed her from the dais.

Owaisi then addressed the gathering, saying he did not agree with the woman.

"Neither me nor my party has any link with her. We denounce her. The organisers should not have invited her here. If I knew this, I would not have come here. We are for India and we no way support our enemy nation Pakistan. Our entire drive is to save India," the AIMIM MP said.

JD(S) corporator Imran Pasha claimed she was planted by some rival group to disrupt the event.

The woman, he said, was not in the list of speakers and demanded that the police investigate the matter seriously.

Sources say Amulya hails from Chikkamagaluru and her parents have always been in the forefront of taking on government and its policies for well over a decade.

As per local TV reports, the student was taken to Upparpet police station, but later shifted to an undisclosed destination for more questioning.
