Lebanon holds first elections in 9 years

Beirut, May 6: Lebanon’s polling stations opened Sunday for the first parliamentary elections in nine years, with people lining up early in the morning to take part in a vote that is fiercely contested between rival groups backed by regional and international powers.

Sunday’s vote is taking place amid tight security, with army and police forces deployed near polling stations and on major intersections. Electoral campaigns have been tense as each group has mobilized its supporters, with fist fights and shootings occurring in several areas in recent weeks.

The main race is between a Western-backed coalition headed by Prime Minister Saad Hariri and the Iranian-backed Hezbollah group. The vote also reflects regional tensions between Sunni powerhouse Saudi Arabia and Iran, which back the rival groups.

The vote is the first since Syria’s war broke out in 2011. Hezbollah has sent thousands of fighters to back President Bashar Assad’s forces, a move that has been harshly criticized by many Lebanese, mainly Sunni Muslims and Christians who see the group as pulling the country into regional conflicts.

The house’s term was supposed to expire in 2013, but lawmakers have approved several extensions since then, citing security concerns linked to the spillover from Syria’s war. Lebanese who support opposing sides in the war have clashed on a number of occasions, and Sunni extremists have carried out several bombings. The war next door driven more than a million Syrian refugees into Lebanon, straining the country’s economy and infrastructure.

There are about 3.6 million eligible voters, and early results are expected after polling stations close at 7 p.m. (1600 GMT). Some 586 candidates, including 86 women, are running for the 128-seat parliament, which is equally divided between Muslims and Christians.

This year’s vote is according to a new election law that is based on proportional representation, implemented for the first time since Lebanon’s independence in 1943. Voters will choose one list of allied candidates, as well as a preferred candidate from among them.

In the past, the winning list took all the seats in the electoral district.

Hezbollah and its allies are likely to add more seats, while Hariri is likely to lose several. Some of his Sunni supporters see him as being too soft on Hezbollah, and the billionaire businessman has also faced criticism after laying off scores of employees from his companies in Lebanon and Saudi Arabia.

Still, Hariri will most likely be named to form a national unity Cabinet after the vote. Rival sides can hardly govern effectively without each other, and are expected to recreate the unity government that currently exists, which includes Hezbollah.

The vote comes a week after Lebanese living oversees voted in 39 countries around the world for the first time ever.

Riyadh, Apr 22: In an extraordinary initiative, the government of the Kingdom of Saudi Arabia has decided to facilitate the travel of expatriates who have an exit and reentry visa or final exit visa to return to their countries.

This is in line with the order of Custodian of the Two Holy Mosques King Salman, according to the Saudi Press Agency.

According to the initiative, called “Auda” (return), expatriates can apply seeking permission for travel to their countries through the Absher portal of the ministry.

Announcing this, Saudi's Ministry of Interior said that the initiative will be implemented in cooperation with a number of relevant government agencies.

Requests for travel from expatriates will be received and approved in coordination with the relevant authorities to complete their travel procedures on board international flights.

As per the initiative, a text message will be sent to the beneficiary stating the travel date, ticket number and reservation details, and by which the beneficiary can obtain his travel ticket and complete the travel procedures.

Clarifying the procedures for the travel, the ministry said that the applicant shall select the icon (Auda) after visiting the Absher portal and fill the following fields: iqama (residency permit) number, date of birth, mobile number, departure city and airport of arrival.

It is not mandatory for the expatriate to have his own Absher account for availing of the service, the ministry said, adding that this facility is to enable expatriates to benefit from this initiative.

The departure will be through the following airports: King Khalid International Airport in Riyadh, King Abdulaziz International Airport in Jeddah, Prince Muhammad International Airport in Madinah, and King Fahd International Airport in Dammam.

Those expatriates who are outside these cities can benefit from the service through entering airport of departure after completion of their travel procedures in sufficient period of time.

Expatriate workers who fail to abide by the coronavirus protocols in Kingdom of Saudi Arabia may face deportation, according to media reports.

“Individuals who fail to abide by preventive measures, including wearing medical or cloth face masks, failing to observe social distancing and refusing to have their temperatures taken, will be fined SR1,000. The fine will be doubled if the violation is repeated. Residents will be deported after paying the fines,” Okaz newspaper said.

Authorities called on people to report offenders by dialling the toll free number 999, except for the holy city of Makka, where the toll free number is 911.

As per the newly-revised Saudi protocols, social gatherings such as mourning or celebration events that take place inside homes, rest houses or farms, are allowed, but attendants should not exceed 50 persons.

The private sector is also required to adhere to precautionary measures: providing their staff with disinfectants and sanitisers, taking the temperatures of both staff and customers at the entrances of shopping malls.

Other measures include sterilising shopping trolleys and baskets after each use, sanitising facilities and surfaces, closing children’s play areas and fitting rooms in shopping malls and ready-wear outlets.

Authorities highlighted the need for all individuals and entities to abide by health safety rules, social-distancing protocol and the new guidelines set for social gatherings.

The Tawakkalna application developed by Saudi Arabia's National Information Centre to processes requests for movement permits during the curfew to curb the spread of the virus has become a major helplnine for past few weeks. 

The application developed through the close cooperation between the Ministry of Health and the Saudi Data and Artificial Intelligence Authority (SDAIA) was launched on May 4.

According to Saudi Telecom Group, it handles 20,000 calls daily through the Tawakkalna platform by dedicating a call centre of 600 employees through its Contact Centre Company (CCC). 

The Tawakkalna app can be used to issue e-permits for a selected group of government and private sector employees who were exempted from the curfew, and individuals who have medical appointments as well as couriers.

Tawakkalna has features for the service of citizens and residents, for ensuring their safety and comfort that would contribute to facilitating the access of authorized persons to travel permits.

The official page about Tawakkalna on Twitter, says: “You must always keep in mind that pinpointing your exact location of residence is the only way for you to benefit from the app’s range of services and permits.”

The app will also provide the latest alerts and medical news issued by the Ministry of Health about the virus as well as about its spread, ways to prevent it and movement permits.

Tawakkalna can be used for self-disclosure for people who show signs of coronavirus infection and for requesting ambulance service and other important services for the community.

Through the app users can apply for a one-hour permit for a walk in the neighborhood on a daily basis, thereby encouraging walking during this period of lockdown.
