LeT wanted to kill Bal Thackeray, Headley tells court

March 24, 2016

Mumbai, Mar 24: Pakistani-American terrorist David Headley, convicted in the US for his role in the 26/11 Mumbai attacks, today told a court here that terror outfit Lashkar-e-Taiba (LeT) wanted to eliminate Bal Thackeray but the person who was assigned the job to kill the late Shiv Sena chief was arrested.

HeadleyThe 55-year-old, who has turned approver in the terror case, disclosed this fact during a cross-examination on the second day by Abdul Wahab Khan, the lawyer of Abu Jundal, an alleged key plotter of the 2008 Mumbai terror attacks, via a video link from the US.

Headley also told the court that he had visited the Sena Bhavan twice. He, however, did not specify the year for the same.

"We wanted to target the chief of Shiv Sena... His name was Bal Thackeray. LeT wanted to kill him wherever a chance arose. I knew that Bal Thackeray was the head of Shiv Sena. I have no first hand knowledge but I think an attempt was made by LeT to kill Bal Thackeray," he said.

"I don't know how this attempt was made. I think the person (who was sent to kill Thackeray) was arrested but he managed to escape from police custody. I don't have first hand knowledge about this though," Headley added.

He also told special judge G A Sanap, who is hearing the 26/11 terror case against Jundal in a sessions court here, that he does not know who else was a target of LeT apart from Thackeray.

Yesterday, Headley spilled the beans on how once US financed his trip to Pakistan and also claimed that he had "donated" about Rs 70 lakh to LeT till 2006, two years before the Mumbai attacks.

He, however, contradicted reports that he had received money from LeT.

"I never received money from LeT... This is complete nonsense. I gave funds to LeT myself. I had donated more than 60 to 70 lakh Pakistani Rupees to LeT throughout the period I was associated with them. My last donation was in 2006," Headley told the court.

He also said that after his arrest in 1998, the Drug Enforcement Authority (DEA) of the US had financed his trip.

Also, the terrorist, who faced conviction twice in 1988 and 1998 for alleged drug smuggling before the Mumbai siege, had indulged in criminal activities and violated his plea bargain agreements with the US government, the court was told.

Headley, who is serving a 35-year jail term in the US, also told the court that Tahawwur Rana, his associate and a Pakistani native who operated an immigration business in Chicago, was aware that he was an operative of LeT.

Headley had also disclosed that Rana had once come to Mumbai just prior to the 26/11 strikes, and that the latter continued his association with him till Headley's arrest.

He, however, refused to answer questions about his wife Shazia and reveal her location, whether she is in the US or Pakistan, or her father's name.

"Shazia is still my legally wedded wife. I do not want to disclose Shazia's location at present. I do not want to answer any question about my wife Shazia," he said.

When Khan continued questioning him on Shazia, Special Public Prosecutor Ujjwal Nikam took objection to it and said that under Section 122 of the Indian Evidence Act, the communication between a husband and wife is a privileged one and need not be disclosed.

The Pakistani-American terrorist had earlier concluded his week-long deposition before the Mumbai sessions court through a video-link from the US on February 13.

Headley, in his earlier deposition, said how Pakistan's intelligence agency ISI provides "financial, military and moral support" to terror outfits LeT, Jaish-e-Mohammad and Hizbul Mujahideen, and how LeT planned and executed the 26/11 Mumbai attack.

He had also claimed that Ishrat Jahan, killed in an allegedly fake encounter in Gujarat, was an LeT operative.

Ayodhya,  Aug 4: Various religious ceremonies have been conducted for the past 108 days by saints in Ayodhya and Prime Minister Narendra Modi will take part in `muhurat puja' at 12.44 pm on Wednesday as part of 'bhoomi pujan' for construction of a grand Ram temple.

PM Modi will arrive at 12:30 pm at the Ramjanmbhoomi and take part in various prayers including the main "bhoomi pujan".

Govind Giriji Maharaj, treasurer of Shri Ramjanmbhoomi Teerth Kshetra Trust, said that the religious ceremonies will begin from 8:30 am in the morning and will continue till 12:30 pm.

"The Prime Minister will arrive at 12:30 pm and he will offer `puja' for 15 minutes and take 'sankalp'. First Lord Ganesh will be worshipped then he will offer prayers of eight shilas. Some prayers at shilas we have conducted already," Giri told said.

"The muhrat of pooja is at 12: 44 pm. He will say words 'prathisthapayami' and it is crucial to be done in that muhrat," he said.

Elaborating on the rituals to be performed tomorrow by the Prime Minister, the trust member said that most important is `Kurm Shila' .

"The most important is Kurm Shila - this is right beneath the place where Ram Lalla will be seated. It is this ceremony that we are conducting tomorrow. A cone of Bakul tree wood will be kept in ceremony. This isn't an ordinary cone, it is made of various metals including gold and silver.

A lotus with nine gems too will be part of pujan which will be offered to this cone by the Prime Minister," he said.

"These are intrinsic to main bhumi pujan. The first religious ceremony was of Devi Kali. There are two devi kalis here, `choti' and `badi'. She is kuldevi, family's goddess of Sita. Today we held Ramarchan ceremony," said Giri.

The Vedic pundits who are involved in religious ceremonies have come from Delhi, Mathura and Kashi.

Asked about the absence of Nepal's religious head of Janaki Mandir, he said that there are many, including 20 religious heads, who would not able to come because they can't leave their seat in Chaturmas.

On the design of temple, Giri said, the old design will remain as it is except a rise in height.

"The structure has become popular and we will keep it. Keeping in mind the modernisation of architecture, we have raised height from 128 feet to 161 feet and instead of three peaks we will have five peaks," he said.

Kanchi Pithadhishvar Maharaj has sent silver coins as souvenirs for every sadhu participating in it, Giri said.

Invitations have been sent to 175 people, including 135 saints of 35 religious organisations to attend the foundation stone-laying ceremony of Ram temple.

The construction of Ram temple will begin in Ayodhya after the ceremony to lay the foundation stone.

Lucknow, Feb 16: Resident doctors at the AMU's Jawaharlal Nehru Hospital on Sunday demanded that the charges slapped against Dr Kafeel Khan under the National Security Act be withdrawn.

Dr Khan was arrested by the UP Special Task Force from Mumbai on January 29 in connection with a speech he had delivered during an anti-CAA protest at Aligarh Muslim University on December 12.

The Resident Doctors' Association (RDA) held a protest march on the hospital campus against the slapping of the NSA against the Gorakhpur doctor after he was granted bail in connection with the alleged hate speech.

RDA president Dr Hamza Malik said the move was a "blatant attempt to crush dissent and a violation of the Constitution of india".

He said by targeting the doctor, the UP government had done a great disservice to the entire medical community.

The AMU Students' Coordination Committee also described the decision to charge Dr Kafeel under the NSA a "direct assault" on a member of the medical fraternity who is "known for his upright behaviour and a champion of free speech".

Committee spokesperson and former AMU Students' Union president Faizul Hasan said by charging Dr Kafeel under the NSA even after he got bail was "a direct violation of a Supreme Court ruling on such issues".

Hasan said Dr Kafeel's fate should serve as an eye-opener for the rest of the country regarding the democratic rights in Uttar Pradesh.

The doctor was earlier arrested for his alleged role in the death of over 60 children within an week at the BRD Medical College in Gorakhpur in August 2017. Short supply of oxygen at the children's ward was blamed at that time for the deaths.

About two years later, a state government probe cleared Khan of all major charges, prompting him to seek an apology from the Yogi Adityanath government.

Those owning a single house in joint names would continue to file their income tax returns (ITRs) in much simpler ITR-1 (Sahaj) and ITR-4 forms (Sugam) for assessment year 2020-21 with the government issuing a clarification in this regard.

The clarification has come days after the government modified the eligibility for filing the returns in ITR-1 and ITR-4, stating that those owning a property jointly, spending Rs 2 lakh on foreign travel and paying electricity bill of Rs 1 lakh in a year would not be able to file returns in the simpler forms.

They would have to file their returns with much more detailed information in other specified forms.

Following the changes in the eligibility for filing returns in the two forms, concerns were raised over it with taxpayers claiming that it will cause huge hardship for them.

"The matter has been examined and it has been decided to allow a person, who jointly owns a single house property, to file his/her return of income in ITR-1 or ITR-4 Form, as may be applicable, if he/she meets the other conditions," a Finance Ministry statement said.

"It has also been decided to allow a person, who is required to file return due to fulfilment of one or more conditions specified in the seventh proviso to section 139(1) of the Act, to file his/her return in ITR-1 Form," it added.

Tax practitioners welcomed the government’s move of going back to the previous position.

"This is a welcome clarification allowing middle class taxpayers owning a single house property to file simpler ITR forms, 1 and 4, and not the detailed ITR forms even if they own house property in joint names," said Shailesh Kumar, Director, Nangia Andersen Consulting.

It may be noted that taxpayers holding multiple house properties would have to file more detailed return forms.

In the major changes notified earlier this month by the Income-Tax department, individual taxpayers were disallowed to file return either in ITR-1 or ITR 4 if he or she was a joint-owner in house property.

In another change, those who deposited more than Rs 1 crore in bank account or spent Rs 2 lakh on foreign travel or paid Rs 1 lakh on electricity bill in a financial year were also barred from using the easy-to-fill return forms.

"By today's clarification, the government has maintained status quo. Now, the taxpayers can continue filing their returns in the same fashion in which they did last year," said Naveen Wadhwa, Deputy General Manager (DGM), Taxmann.
