Lokayukta complaint against CM?over appointment of KSPCB?chief

Bengaluru, May 6: A complaint has been filed with the Lokayukta against Chief Minister Siddaramaiah over the appointment of real estate businessman Lakshmana as the chairperson of the Karnataka State Pollution Control Board (KSPCB).

siddaT Narasimha Murthy, the complainant, said that the appointment was in violation of the provisions under The Water (Prevention and Control of Pollution) Act and that it was the chief minister who chose Lakshmana, though it was not recommended by the search committee.

The complaint said that Lakshmana is a civil engineer and has no past experience relating to environment protection.

The process to choose the chairperson for the KSPCB started in August 2015 when Madan Gopal, the then Additional Chief Secretary Forest, Ecology and Environment Department, recommended the constitution of the search committee headed by the then Chief Secretary Kaushik Mukherjee.

Other members of the committee constituted were Prof Ravindranath of IISc and Capt Raja Rao, former member of KSPCB and Madan Gopal (member-secretary). The committee shortlisted five names among those who applied for the post. The names were Prof E T Puttaiah, G T Chandrashekharappa, Dr J R Mudkavi, Dr B S Jai Prakash and Prof B B Hosetti.

“As per the documents, the list finalised by the search committee did not have the name of Lakshmana till December 12, 2015. However, on December 10, Minister for Forests, Ecology and Environment Ramanath Rai inserted the name of Lakshmana stating “done as per the discussion with the chief minister,” the complainant said.

Less than 10 days after inserting Lakshmana's name, the chief minister passed an order recommending the appointment.

Required qualifications

The qualifications and experience prescribed for the post are: Masters degree in science or equivalent B Tech in discipline relating to environment, 10 years experience in government departments, institutions, central public sector undertakings, universities, recognised research institutions, autonomous or semi-government or statutory organisations or NGOs at managerial levels, with practical experience in matters relating to environmental protection.

The complaint said that Lakshmana is a civil engineer with no experience in environmental protection.

Narasimha Murthy submitted the complaint to Upalokayukta Justice N Ananda. The complaint has been filed against Siddaramaiah, Minister Ramanath Rai, Chief Secretary Aravind Jadhav, Madan Gopal and Lakshmana.

Bengaluru, Aug 2: Bengaluru based Centre for Advanced Research and Development (CARD), the research wing of organisation De scalene has come up with a device called "SHYCOCAN" (Scalene Hypercharge Corona Canon) which neutralizes the coronavirus.

Speaking to news agency Dr Rajah Vijay Kumar, Chairman, Organisation De Scalene said that the device will not kill any bacteria or fungus, however, neutralizes the coronavirus particles.

"The device was tested for its safety and efficacy and is soon going to be manufactured and marketed in the US under the Enforcement Discretion policy of USFDA and in Europe as the device is CE compliant and is CE marked," said Kumar.

He also added the device will cover a volume of 10,000 cubic feet.

The device Scalene Hypercharge Corona Canon (SHYCOCAN) is intended to be used in the residential, industrial and commercial environment and is designed for active containment by attenuation of Corona family of viruses. "SHYCOCAN operates on regular 110/240V - 50/60 Hz wall socket and is a plug and play device, that delivers the necessary signals to a photon mediated electrons emitters (PMEE), that produces hypercharge high-velocity electrons by photon mediation that interacts with the negative seeking S-protein of Corona family of viruses thus reducing infectivity and prevent air and surface borne transmission of corona family of viruses," said Kumar.

The device does not use any chemicals, or any other consumables and does not produce harmful ozone gas or any other substances and is completely safe for use in any environment, he added.

"The attack mechanism of the Virus starts with the initial attachment of the virion to the host cell, it is initiated by interactions between the S-protein and its receptor on the "negative" cell membrane. The sites of receptor binding domains (RBD) within the S1 region of a coronavirus S-protein vary depending on the virus. 

The S-protein/receptor interaction is the primary determinant for a coronavirus to infect a host species and governs the tissue tropism of the virus. However, the end result is the fusion and release of the viral genome into the cytoplasm," said Kumar.

He continued saying that the counter mechanism by the device SHYCOCAN is that if negative seeking is the guidance mechanism of the S- Protein, attracted by the transmembrane potential of the host cells, then breaking this mechanism would block the Coronavirus infectivity and spread.

"The device has been in use for more than a year at the S-CARD campus, the headquarters of Scalene," said Kumar.

Bengaluru, Apr 9: The Karnataka government is currently engaged in discussions with experts, specialists and other stakeholders to decide on its lockdown exit strategy and would take a final view by April 13, a key Minister said on Thursday.

"Day after tomorrow we have a VC (videoconference) with the Prime Minister," Medical Education Minister Sudhakar K, who is in-charge of all matters related to COVID-19, noted when asked about the States strategy.

He said a task force of specialist doctors on Wednesday submitted its report to the government, giving its recommendations.

"We are meeting lot of stakeholders of the society taking their views," the Minister said, adding, the Cabinet would also hold discussions.

"Finally, day after tomorrow, after discussing with the Prime Minister during the VC, the government will take a view on this by April 13 or so. As of now, we have not taken any view on it. We are studying all the reports," Sudhakar told PTI.

The Minister observed that the COVID-19 cases were slowly spiking in India but not multiplying the way they have in some other countries like Italy, Spain and the United States as the government had declared 21-day national lockdown early and taken other strict measures. "Let's see for one week and see."

"We need to fight this out collectively and by strictly following the quarantine methods and social distancing," Sudhakar stressed.

The Chief Minister B S Yediyurappa had on Wednesday said his government was in favour of lifting lock-down in districts which remained free from COVID-19 after April 14 subject to approval from the Centre.

"If the Prime Minister suggests to States to take decision (on lock-down) based on the situation in their respective States, my position is to take a call (on roll- back) in districts free from COVID-19," he had said.

"This is to allow people to go about their business and move about within the district and not from one district to another, after April 14, after taking the approval of the Prime Minister."

According to State officials, as many as 12 districts continue to remain free from COVID-19.

The task force has recommended continuation of lockdown at "hot spots" beyond April 14.

It has suggested that schools and colleges be shut till May 31, while non-air-conditioned shops can be opened.

Also, IT/BT companies, government offices providing essential services and factories can function with 50 per cent staff, the task force said in its recommendations for 15-day period after April 14.

Kasaragod, Jul 8: The meeting of Kasaragod district-level corona control core committee has resolved to make pass mandatory for vehicles to bring vegetables and fruits to Kasaragod from Dakshina Kannada and other parts of Karnataka.

Pass will be issued by RTO. Employees, including the driver of the vehicle, must visit the nearest primary health facility once in seven days and undergo a health check and submit a medical officer's certificate.

District Collector Dr D Sajith Babu, who presided over the meeting, said that only those vegetable and fruit vehicles that produce medical officer's certificate and RTO's passes will be allowed to cross the border.

Meeting, the RTO has decided to convene an emergency meeting of vegetable and fruit merchants.
