Lokayukta to leave probe to govt

June 29, 2015

Bengaluru, Jun 28: Lokayukta Justice Y Bhaskar Rao on Sunday decided to request the State government to appoint an independent agency to probe the allegation of demand for bribe from Bengaluru Urban Zilla Panchayat executive engineer Krishnamurthy by some people at the Lokayukta office.Justice Y Bhaskar Rao

Justice Rao had on Friday entrusted the investigation to Bengaluru City’s Joint Commissioner of Police (Crime) M Chandrashekar, who also heads the CCB. However, Chandrashekar on Saturday wrote to the Lokayukta to reconsider the decision citing some reasons.

Subsequently, Justice Rao has decided to request the State government to appoint any independent agency to probe the matter, an official release from the Lokayukta said.

The decision comes following opposition to a CCB probe from civil society and various quarters. Upa Lokayukta Subhash B Adi had also said that only a CBI probe was appropriate.

Though the release from the Lokayukta did not mention the reasons cited by Chandrashekar, it is said that the IPS officer decided not to take up the probe to ensure that there is no conflict of interest.

According to sources, in 2010, the Lokayukta police had arrested Chandrashekar’s father-in-law, who was then special deputy commissioner in Bengaluru, on charges of accepting a bribe of Rs 50,000 for land conversion.

The Lokayukta police are yet to file a charge sheet in the case. Thus, to avoid any conflict of interest, Chandrashekar decided not to probe the case, sources added.

The Lokayukta had ordered a probe by the CCB following a report by Sonia Narang, Superintendent of Police (City), Lokayukta. The report stated that the staff had demanded Rs 1 crore from the executive engineer inside a hall right next to the chamber of the Lokayukta and threatened to raid him if he fails to pay the money.

The incident of demand for bribe took place on the second floor of the Lokayukta office on May 5. Narang’s report states that the executive engineer had received messages on his mobile number asking him to call the sender of the message.

“When he called up that number, a person, who identified himself as Krishna Rao, told him that Joint Commissioner, Lokayukta, has asked him to come to the Lokayukta office,” said the report.

“When he asked about the reason, he was told that there were complaints against him. He asked (executive engineer) to come to the Lokayukta office on May 5, 2015,” it added.

Narang, in her report, has stated that the matter needed to be thoroughly investigated into since the mobile numbers and other details were available.

New Delhi, Jan 22: Defence Minister Rajnath Singh on Wednesday said Indian values consider all religions equal, and that is why the country is secular and never became a theocratic state like Pakistan.

Speaking at the NCC Republic Day Camp in Delhi, Singh said: "We (India) said we would not discriminate among religions. Why did we do that? Our neighbouring country has declared that their state has a religion. They have declared themselves a theocratic state. We didn't declare so."

"Even America is a theocratic country. India is not a theocratic country. Why? Because our saints and seers did not just consider the people living within our borders as part of the family, but called everyone living in the world as one family," the minister said.

Singh underlined that India had never declared its religion would be Hindu, Sikh or Buddhist and people of all religions could live here.

"They gave the slogan of 'Vasudev Kutumbakam' -- the whole world is one family. This message has gone to the whole world from here only," he added.

Very thoughtful and eye-catching statement by Defense Minister, Rajnath Singh.

Sir, I kindly request you to convey this beautiful message to your Party’s comrades, who are deprived of this dosage for long times and are badly need of this.

Also, for those from your Party, who are, time and again, spitting the venomous rhetoric against Dalits, Muslims, Christians and others alike.

Yashwant Sinhaji is now doing a wonderful job in this regard.

You will also follow his suit for sure in the days to come; that’s what your honest statement indicates.

Jun 5: Meerut Police on Thursday claimed that around 13,500 mobile phones in the country are running on the same IMEI, the number used to identify the device.

A case of fraud has been registered against the mobile phone manufacturing company and its service center, the police said.

The matter surfaced, after police personnel gave his mobile phone to the staff at cybercrime cell for examination, as the new phone was not working properly despite being repaired, Meerut SP (city) Akhilesh N Singh said.

The cyber cell found that around 13,500 other mobile phones are also running on the same International Mobile Equipment Identity (IMEI) as that of the police personnel's phone, the superintendent of police said.

He said the matter is a serious security issue.

Prima facie it appears to be negligence on part of the mobile phone company and criminals can use it to their advantage, Singh said.

He said a case has been registered under relevant sections of the law at a Medical police station and a team of experts has been called to look into the matter.
