Lokayukta unearths scam in Rs 136-cr infrastructure project

Bengaluru, Jun 2: A Lokayukta enquiry report has confirmed large-scale irregularities in handling of Rs 136-crore Bidar infrastructure project fund.i-lok

The report submitted by Lokayukta chief engineer stated that almost all the infrastructure works were executed in violation of the Karnataka Transparency in Public Procurement Act and also by paying more than what the bidder had quoted for the work.

The complaint filed to the Lokayukta in 2014 had stated that certain officials at the district administration in Bidar had siphoned off most of the funds that the Union government and the state governments had released in October 2008.

The chief engineer was directed to make spot visits to inspect the files pertaining to the works taken up by the district administration. Senior IAS officer Harsh Gupta was the deputy commissioner when Rs 136 crore was released to the district for taking up various works.

The fund was released to upgrade Bidar infrastructure in view of “Guru-ta-Gaddi,” a celebration to observe the centenary of Guru Granth Sahib. “Since thousands of devotees were expected at Nanded in Maharashtra, the crowd was also expected to visit the Gurudwara complex and other places in Bidar. Hence, the Centre had allocated Rs 136 crore fund to upgrade the infrastructure in Bidar. This fund was part of the Centre's additional central assistance,” the report said.

The team, led by chief engineer Lokayukta, which inspected the documents in April 2015 found that funds were released in two instalments – one Rs 40.82 crore and another Rs 95.20 crore during September-October 2008. The report stated that the then DC, Bidar, (Harsh Gupta) had requested the state government to exempt these works from the provisions of the Karnataka Transparency in Public Procurement Act. Though the state government had not accorded any exemption, all works were split into piece works of below Rs 5 lakh budget.

'Act violated'

“The works were split only to avoid the provisions of the Karnataka Transparency in Public Procurement Act. The files perused reveal that only short-term tenders were invited. Though there was poor response to the tenders called, the district administration made no attempts to recall the tender. In certain cases, single bidder was allotted the work after negotiations.

All these are in violation of the provisions of Karnataka Transparency in Public Procurement Act. Some works were allotted to the contractors by paying more than the bidding amount,” the report stated.

Even as the district administration took up works worth Rs 114.89 crore by 2011, the state government issued an order in January 2011 directing the administration not to take up any more work.

Lokayukta Justice P Vishwanath Shetty said that he is yet to go through the file. “I was told about this case. However, the file has not been placed before me yet. Besides, I have instructed the officials not to place any file before me out of turn, unless it concerns larger public interest and pertains to serious problems to the general public,” Justice Shetty said.

Bengaluru,  Jun 19: Following the coronavirus outbreak, Bengaluru's Kempegowda International Airport has introduced ultraviolet treatment while scanning outbound baggage apart from other measures to enhance passenger and staff safety.

These Tunnels are located at a cordoned-off area of the Terminal," according to a statement by the Bangalore International Airport Limited (BIAL).

The airport plans to use an ultra-low volume (ULV) spray treatment for check-in bags: all outbound passenger baggage is sanitised before dispatch to the aircraft

Authorities also plan to minimise use of additional trays for footwear by introducing specially designed trays; the trays that are in use are UV treated and sanitised manually after every use.

Officials are currently in the process of implementing silver nano-coating for frequently used touchpoints for self disinfection like check-in counters, Immigration counters, ATRS trays, etc. Currently, sanitisation of high-traffic areas and frequently touched surfaces continues to be done every thirty minutes manually without disrupting the flow of passengers.

All high-traffic areas are sanitised once every three hours by using ULV machines - eight times in 24 hours.

Washrooms across the Airport premises are sanitised on a regular basis with dedicated manpower, irrespective of the frequency of use. 456 units of tabletop hand sanitiser and 107 units of sensor-based hand sanitisers have been placed across the Terminal.

120 biowaste bins located across the Airport campus enable passengers and staff to dispose of their masks, gloves and other PPE conveniently and safely. This bio-waste is managed by a dedicated team and handed over to a Pollution Control Board-approved vendor and taken away for incineration.

The Airport said that the passenger feedback for the contactless process has been positive. "The objective of the process is to minimise physical contact and enhance passenger throughput," it said.

These sanitisation measures come in light of the highly infectious COVID-19 pandemic which spreads through person-to-person contact. Small droplets from the nose or mouth can spread the virus when they land on objects and surfaces around the person.

Bengaluru, Mar 15: The Karnataka government has intensified screening all international passengers at airports by classifying them into three risk categories.

Passengers, who are symptomatic on arrival fall under risk category 1, those aged above 60 and have Symptoms fall under category 2. Those who fall in both these categories are being quarantined at designated facilities for 14 days from arrival.

Asymptomatic passengers arriving from any of the COVID-19 affected countries will fall under category 3 and will be advised to be under strict home quarantine for 14 days, Medical Education Minister Dr K Sudhakar said here on Sunday.

Bengaluru, May 4: First year Pre-University results of Karnataka Department of Pre-University Education will be released soon.

According to a report, the first year PU result will be released on the registered mobile numbers of students or parents on May 5. The report also asked the colleges which offers PU course that the PU results should not be released on the notice boards.

This measure has been taken keeping in view to avoid gatherings in and around the institutions to prevent the spread of coronavirus.

The Deccan Herald report also said the students who are not able to clear the exams after the PU results are declared will be given a chance to appear for supplementary examinations in college level and further details on this will be shared with the institutes by the department in due course.

"After the declaration of results, colleges can conduct online classes for students who are eligible to attend second year PU classes," the report added.

The state is yet to complete the SSLC (class 10) and PU second year (higher secondary or class 12) examinations as the spread of coronavirus and subsequent lockdown announced by the government has put the whole academic activities out of gear in the state.

Recently, the education minister has said the SSLC examinations in the state will be conducted as it is a "crucial stage in a student's life".

"We will consider it (SSLC examinations) when the situation becomes normal," The New Indian Express quoted the minister as saying.

The Karnataka SSLC exam was scheduled to be held between March 27 and April 9, and over eight lakh students had registered for the exam.

Updates on the date and other decisions regarding PU second year exams are awaited.

Earlier, the school education department had decided to promote class 7 and 8 students without any exams in the wake of lockdown aimed at controlling the spread of COVID-19.
