Longer, stronger heat predicted for India

New Delhi, Jun 9: With more than 2,300 dead in extremely hot weather across India, a recent Indian Institute of Technology-Bombay (IIT-B) study predicts more intense and longer heat waves, more often and earlier in the year in future.

Heat predictedIn a changing climate, newer areas, including large swathes of southern India and both coasts - hitherto unaffected - will be severely hit, resulting in more heat stress and deaths, said the study, published in the journal Regional Environmental Change.

"From climate model projections, we have pointed out that there is a possibility of high occurrences of heat waves in South India in future," Subimal Ghosh, associate professor at the Department of Civil Engineering, IIT-B, and one of the paper's authors, told IndiaSpend.

Heat waves in a warming world

Such a forecast is in line with global and Indian studies.

Other recent assessments have predicted that intense heat waves will grow with rising global temperatures, up by 0.9 degrees Celsius since the start of the 20th century.

The Intergovernmental Panel on Climate Change (IPCC) records that from 1906 to 2005, the mean annual global surface-air temperature increased by about 0.74 degrees (land-surface air temperature increases more than sea-surface temperature). As a result, there will be significant changes in the frequency and intensity of extreme weather events, including heat waves, as IPCC's 2014 report warns.

"It is difficult to directly link this present single-year high heat-wave occurrence to climate change," said Ghosh. "However, there is a good possibility that such heat waves may indicate the adverse impacts of global warming."

A rise in the frequency and intensity of heat waves would increase the risk of heat stroke and heat exhaustion, and even deaths from hot weather, the IIT-B team predicted, echoing concerns raised by IPCC scientists.

With a large proportion of people without sufficient access to water, electricity and primary healthcare facilities, India could be very vulnerable to heat waves, the study noted.

"Heat waves are an important class of climate hazard that may have serious consequences on health and ecosystem, keeping existing vulnerabilities of population in mind," says Kamal Kumar Murari, the lead author of the study and an IIT-B doctoral candidate. "Our findings highlight the need to better understand the direct temperature-related consequences in order to develop better adaptation strategies."

Multiple data sources, one result: Heat's coming

The IIT-B study is important because it is particularly exhaustive.

Murari and his colleagues used daily temperature data over 40 years (1969-2009) from 395 weather stations across India. They also used climate-change simulations of seven EarthSystem Models (ESM), which combine the interactions of atmosphere, ocean, land, ice, and biosphere under a wide variety of conditions. In addition, they used US National Center for Atmospheric Research data on daily relative humidity and data on heat-stress analysis.

Based on these datasets, the IIT-B team estimated the potential impact of future heat waves on mortality using historical data from India's ministry of home affairs.

The team projected intensity, duration and frequency of severe heat waves for low, middle and high range rates of climate change as shown in long-term projections called representative concentration pathways (RCPs) - four greenhouse gas concentration trajectories that climate modellers use to describe possible climate futures. Each pathway notes how much the planet has heated up and the concentration of greenhouse gases doing the heating.

The IIT-B team took RCP26, a projection consistent with the goal to hold global warming to 2 degrees, showing a peak and a decline in warming; RCP45, considered the most probable case; and RCP85, possibly the worst-case scenario.

Future hot zones: South India and both coasts

Under the most probable-case and the worst-case scenarios, 2070 onward, there could be an increase in intensity, duration and frequency of severe heat waves.

In particular, a large part of southern India, east and west coasts, which have been unaffected by heat waves, are projected to be severely affected after 2070.

Severe heat waves are expected to appear early in future years, starting in early April, under the worst-case scenario. A sizeable part of India is also projected to be exposed to extreme heat-stress conditions, intensification of heat wave and heat-stress leading to increased mortality.

Heat-stress is a condition in which the body cannot cool off to maintain a healthy temperature - resulting in rashes, cramps, dizziness or fainting, exhaustion, heat stroke, and a worsening of existing medical conditions.

Other studies, similar conclusion

The IIT-B study follows other studies that have also shown an increasing trend in heat waves.

Dr. D.S. Pai, who heads the Long Range Forecasting division at the National Climate Centre, Pune, and his colleagues at the India Meteorological Department (IMD), have shown a noticeable increase in the heat wave and severe heat-wave days over the country during 2001-2010 - the warmest decade recorded - compared to the previous four decades.

The IMD team used heat-wave information from 103 stations on the Indian mainland during the hot-weather season of March to July over the past 50 years (1961-2010). They examined various statistical aspects of heat waves and severe heat waves, such as long-term climatology, decadal variation, and long-term trends.

Pai and colleagues also found heat waves linked with El Niño-Southern Oscillation (ENSO), denoting fluctuating ocean temperatures in the equatorial Pacific, known for its global impact. The study indicates the complexity of future weather predictions.

They found that heat waves of eight or more days peak a year after the El Nino (warm) phase of this cycle and are at a minimum a year after the La Nina (cool) phase.

The IMD team found other factors linked to heat-wave dynamics, including the annual path of the sun; moisture distribution across India and how it is influenced by seas on its either side and the arrival of the monsoon.

The arrival of the monsoon over north India marks the end of the hot weather season. In 1998 and 2002 when the monsoon was delayed, long heat-wave conditions prevailed here.

As the geographic spread of heat waves and trends change, weather scientists stress the need for better forecasts and more rigorous research.

"The present assessment could be a good starting point for considering heat waves as a disaster, even though they do not yet appears in the priorities of disaster-management plans of the Government of India," said Murari.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.

New Delhi, Apr 14: With 1,211 fresh cases of coronavirus reported in the last 24 hours, the total number of confirmed cases of COVID-19 in the country has reached 10,363 including 339 deaths, said Lav Aggarwal, Joint Secretary, Health and Family Welfare, here on Tuesday.

As many as 1,036 people have recovered from the disease so far, said Aggarwal during the daily media briefing on the coronavirus. "In one day, 179 people were diagnosed and found cured," he added.

"A total of 10,363 confirmed cases have been reported in India including 339 deaths and 1,036 people, who were COVID-19 positive have recovered. Out of the total deaths, 31 deaths have been reported in the last 24 hours," said Aggarwal.

Aggarwal said that an evaluation of each district and city will be done till April 20.

"An evaluation of each district and city will be done till April 20 in which it will be evaluated what measures did that authorities take in these cities and districts to combat COVID-19," he said.

"Based on the results of this litmus test approach, permission will be granted for some selective activities to those districts and cities which controlled the situation effectively. Detailed guidelines will be issued soon," he added.

New Delhi, Jun 19: RJD and AAP were not invited to the all-party meeting called by Prime Minister Narendra Modi on Friday to discuss the situation at the India-China border after 20 Indian soldiers were killed in a "violent face-off," leaving the parties fuming.

Top RJD leader Tejashwi Yadav criticised the government for not inviting the party to the meeting, asking on Twitter late Thursday night, "Just wish to know the criteria for inviting political parties for tomorrow's (Friday's) all-party meet on Galwan Valley. I mean the grounds of inclusion/exclusion. Because our party hasn't received any message so far."

AAP's Rajya Sabha leader Sanjay Singh joined the chorus, "there is a strange ego-driven government at the centre. AAP has a government in Delhi and is the main opposition in Punjab. We have four MPs. But on a vital subject, AAP's views are not needed? The country is waiting for what the Prime Minister will say at the meeting."

Sources said the government has set a criteria to invite only parties with five or more MPs in Parliament for the digital meet, where the Prime Minister will brief the top leaders of parties and hear their views on the way ahead. There are at least 27 parties in the Parliament, which have less than five members, while 17 have more than five members or more than five MPs.

Interestingly, RJD has five MPs in Rajya Sabha and its senior MP Manoj K Jha shared the Rajya Sabha website link on Twitter, which showed the party has five MPs. "We have not been invited and the government's bogus argument has been exposed," Jha said.

CPI leaders said General Secretary D Raja received a call from Defence Minister Rajnath Singh inviting him to the meeting and with a message that the Prime Minister's Office would coordinate but there was no follow-up after that.

"Exclusion of AAP and RJD in the all-party meet on a National debate does not augment well. AAP is ruling Delhi and has its CM. Why should people of Delhi be kept out in such an important debate on National integrity and Sovereignty?" former NCP MP Majeed Memon tweeted.

During the all-party meeting on COVID-19 too, the government had not called all parties with representation in Parliament to the all-party meeting in April and had set five MPs as a benchmark to be invited.

Raja had then written a letter to Modi demanding that the government should not get into "technicalities" and discuss the issue with all parties in Parliament.
