LS okays judicial appointments commission bill

New Delhi, Aug 14: The 21-year-old collegium system of appointing and promoting judges will soon be history with the Lok Sabha putting its stamp of approval on creating a six-member National Judicial Appointments Commission.ravishankar

The Modi government scored a significant victory by agreeing to the Congress’ demand to drop a word in a clause of the National Judicial Appointments Commission (NJAC) Bill that required unanimity in the panel if the President returned the Commission’s recommendations for reconsideration.

Along with NJAC Bill, the 99th Constitution Amendment Bill, which seeks to confer Constitutional status on the proposed Commission, was passed by 367 members voting in favour and none against.

Since members have not been allotted division numbers, the voting took place through distribution of slips. Narendra Modi became the first prime minister in 10 years to have participated in voting on a Bill in the Lok Sabha.

Congress leader and former Law Minister M Veerappa Moily had objected to a provision that required the Commission to make a unanimous recommendation in case President seeks reconsideration of some appointment to the higher judiciary.

The Congress was mulling moving amendments to the bill in the Rajya Sabha where it has numerical strength. “The unanimity issue goes and if two members say ‘no’, it will be considered,” Law Minister Ravi Shankar Prasad said, replying to the debate in the Lok Sabha.

That the government was serious in pushing the bill was evident as the Constitution Amendment bill was moved for consideration in the Rajya Sabha on Wednesday evening, raising hopes for its passage on Thursday. The Lok Sabha nod to the Bill comes in the wake of Chief Justice of India R M Lodha’s strong defence of the collegium system of appointment of judges.

The commission will be headed by the Chief Justice of India and will have as its members, two judges of the Supreme Court, the Union law minister and two eminent jurists.

The Law Minister said the proposed law did not impinge upon the independence of the judiciary and will provide for wider consultation on appointment of judges to the Supreme Court and High Courts.

He defended the “veto” power of any two members of the Commission, saying that the provision is part of the present collegium system also. “We have made consultations more meaningful,” Prasad said.

The government rejected demand from regional parties to have state-level judicial commissions contending that even appointments to the High Courts were made by the President and not the Governor.

However, he said the Governor and the Chief Minister would be consulted by the Commission before making state-level appointments.

New Delhi, Feb 12: Delhi Chief Minister-designate Arvind Kejriwal was on Wednesday elected as the leader of AAP legislative party, a day after he led the party to an emphatic victory in the Delhi Assembly elections.

Kejriwal was elected as the AAP legislative party leader during a meeting called by him with the newly-elected party MLAs. The meeting was held at the AAP chief's residence.

Atishi, AAP's winning candidate from Kalkaji constituency said after the meeting, "It is definitely a validation of the work that has been done by AAP in the last five years, be it education, health care, water or electricity."

Kejriwal is slated to take oath as the Delhi Chief Minister for the third time at Ramlila Maidan on February 16.

AAP galloped to a landslide victory by winning 62 of the 70 seats in the Delhi Assembly elections in the face of a high-voltage campaign by the BJP, which fielded a battery of Union Ministers and Chief Ministers in its electioneering, spearheaded by Home Minister Amit Shah.

The BJP marginally improved its tally, managing just eight seats from its 2015's tally of three seats. The Congress, which drew a blank in the previous elections, failed to open its account yet again.

New Delhi, Jan 22: Delhi Chief Minister Arvind Kejriwal has assets worth Rs 3.4 crore, an increase of Rs 1.3 crore from 2015, according to his election affidavit.

Kejriwal's total assets were worth Rs 2.1 crore in 2015.

The cash and fixed deposits of Kejriwal's wife Sunita Kejriwal increased from Rs 15 lakh in 2015 to Rs 57 lakh in 2020.

A party functionary said Rs 32 lakh worth cash and fixed deposits have been received by Sunita Kejriwal as voluntary retirement benefits while the rest are savings.

The cash and fixed deposits of the chief minister increased from Rs 2.26 lakh in 2015 to Rs 9.65 lakh in 2020.

There was no change in the value of immovable assets of his wife while Kejriwal's immovable assets' worth increased from Rs 92 lakh to Rs 177 lakh.

The party functionaries said increase in Kejriwal's immovable assets' worth is due to the increased valuation of the same asset as in 2015.

New Delhi, Jun 17: AAP MLA and national spokesperson Atishi has tested positive for COVID-19, her party colleagues said on Wednesday.

Delhi Chief Minister Arvind Kejriwal took to Twitter to wish her speedy recovery.

"Atishi ji has played an important role in the fight against corona. I hope that she will get healthy soon and again get involved in serving the people," Kejriwal tweeted in Hindi.

According to sources, Atishi was tested on Tuesday for COVID-19 and her report came positive today.

She is presently under home quarantine, the sources said.

"Get well soon Atishi, recover soon from Corona," AAP MLA Saurabh Bhardwaj tweeted.

Atishi represents Kalkaji assembly constituency.
