Maduro's July 30 vote to go ahead amid US blocked threat

Washington, Jul 19: Venezuela's government has announced it will go ahead with a controversial election of a Constituent Assembly on July 30, despite a threat of economic sanctions by US President Donald Trump.

"Elections to the National Constituent Assembly is an act of political sovereignty. Nothing and nobody can stop it. The Constituent Assembly is happening" Foreign Minister Samuel Moncada said in a speech at the foreign ministry office.

Moncada vowed to carry out a "deep" review of Venezuela's relations with the US.

"The Venezuelan people are free and will respond united to the insolent threat made by a xenophobic and racist empire."

The new assembly Maduro wants to elect on July 30 would have the power to rewrite the constitution and detour the opposition-controlled legislature.

Following an unofficial vote on Sunday, in which millions of Venezuelans cast ballots to reject Maduro's proposal, Trump called Maduro "a bad leader who dreams of becoming a dictator".

Trump's administration is also planning targeted sanctions, likely against Defence Minister Vladimir Padrino Lopez and the Socialist Party's second highest figure Diosdado Cabello, for alleged human rights violations, US officials said, speaking on condition of anonymity.

Those sanctions could be rolled out as early as Tuesday, one of the officials told Reuters, but may be delayed as Trump's administration reviews all its options.

The sanctions would freeze the officials' US assets and prohibit anyone in the US from doing business with them.

It would be the first phase of new actions the Trump administration is considering, including possible targeted sanctions against Venezuela's vital oil sector.

Venezuela is the third largest foreign oil supplier to the US, after Canada and Saudi Arabia, exporting about 780,000 barrels per day of crude.

Trump unpopular in Venezuela

While that could bankrupt the Maduro administration and worsen already grave food shortages, hitting Venezuela's energy sector could also raise US domestic gasoline prices, which would be unpopular with Americans.

Any sanctions by Trump, who is largely unpopular abroad, could also be used by Maduro to bolster his accusations that Washington is trying to sabotage leftism in Latin America, and could unite the ruling Socialist Party just as fissures were emerging.

On Monday, the opposition coalition called for a 24-hour nationwide strike and massive protests in the days to come to force Maduro to step down before the end of his term in 2019.

Maduro has repeatedly said the new assembly to rewrite the constitution is the only way to recover it economically and achieve peace.

Brazil, European Union, UN, and the Organization of American States have also demanded Venezuela drop plans for the assembly.

On Tuesday, a group of 100 Colombian and Chilean senators filed a lawsuit against Maduro at the International Criminal Court at The Hague, accusing him of murder, persecution, torture and forced disappearance.

Venezuela has grappled with deadly political and economic crises as low crude oil prices have forced the government to cut back or eliminate its socialist programmes.

The crisis has fuelled public anger and triggered massive protests that have left at least 96 people dead since April.

The opposition has run a vigorous campaign to try to push Maduro out of office through early elections.

Venezuela's opposition also blames mismanagement by Maduro, who has stepped up the nationalisation of businesses, employed the military to control food distribution, and imposed currency controls.

Canberra, May 21: Australian Prime Minister Scott Morrison and his Indian counterpart, Narendra Modi, are looking forward to deepening the countries' strategic relationship, with both sides expected to sign a range of pacts from defence to trade in strategic sectors amid heightened tensions with China over Beijing's response to coronavirus pandemic.

During a virtual summit, scheduled to take place on June 4, both leaders are expected to ramp up efforts to diversify Australia's export markets and find trusted suppliers of vital products and components, a local newspaper, The Australian reported on Tuesday.

The new agreements will focus on reliable supply chains in key strategic sectors, including medical goods, technology and critical minerals, amid heightened tensions with China over Beijing's response to coronavirus pandemic.

The leaders will seal a new defence agreement allowing reciprocal access to bases and co-operation on military technology projects, while a new education partnership will be on the table to help overcome Australian university reliance on Chinese students.

The talks in terms of strategic convergence, now have greater significance as COVID-19 exacerbates the strategic contest between the US and China, and forces like-minded countries to seek out reliable partners.

Australian farmers could also benefit, with talks underway on expanding agricultural exports to India, including barley, as China throws up new trade barriers, media reports stated.

The virtual summit follows the cancellation of Morrison's planned state visit to India in January due to the bushfires.

Morrison said last year, ahead of his planned visit, that India was "a natural partner for Australia", referring to the countries' "shared values" -- a point of differentiation with China.

Former Department of Foreign Affairs and Trade secretary Peter Varghese, who wrote a landmark report on the bilateral relationship in 2018, was quoted by the newspaper as saying that India would be even more important to Australia in the post-COVID world. "If one of the lessons from COVID is that countries need to spread their risk, then finding new markets or building up existing markets is a crucial part of that," he added.

Varghese noted that India, a member of the Quadrilateral Security Dialogue along with Australia, Japan and the US, was a vital strategic partner to Australia in helping "constrain China's ambitions to be the predominant power".

"That shared objective between Australia and India of not wanting to see the region dominated by China is a key component of building up our geopolitical relationship," he told The Australian.

The summit also follows recent talks between Australian Foreign Minister Marise Payne and Indian counterpart Subrahmanyam Jaishankar on the pandemic response and Australia's call for an independent inquiry, which was overwhelmingly backed at the World Health Assembly on Tuesday.

Australia wants to support India to develop a domestic critical minerals processing industry, which would provide Western nations with an alternative to sourcing the materials from China.

Meanwhile, India has strong expertise as a manufacturer of drugs and medical equipment, while Australia is a centre of biomedical research, opening the possibility for closer co-operation in the key sector, the media reported further.

Washington, Aug 8: The United States has reported 58,173 new coronavirus cases on Friday, bringing the total past 4.9 million, according to Johns Hopkins University.

"The first case of COVID-19 in the US was reported 198 days ago on 22.01.2020.Yesterday, the country reported 58,173 new confirmed cases and 1,243 deaths," it said.

The country is expected to cross the 5 million thresholds in the coming days. It leads the world both in terms of coronavirus cases and deaths estimated at over 161,300.

Overall, there have been 19.4 million cases confirmed globally and almost 721,800 people have died from virus-related complications. Another 11.7 million have recovered.

Wuhan, Apr 15: In the six days after top Chinese officials secretly determined they likely were facing a pandemic from a new coronavirus, the city of Wuhan at the epicenter of the disease hosted a mass banquet for tens of thousands of people; millions began traveling through for Lunar New Year celebrations.

President Xi Jinping warned the public on the seventh day, Janaury 20. But by that time, more than 3,000 people had been infected during almost a week of public silence, according to internal documents obtained by The Associated Press and expert estimates based on retrospective infection data.

That delay from Jan 14 to Jan. 20 was neither the first mistake made by Chinese officials at all levels in confronting the outbreak, nor the longest lag, as governments around the world have dragged their feet for weeks and even months in addressing the virus.

But the delay by the first country to face the new coronavirus came at a critical time — the beginning of the outbreak. China's attempt to walk a line between alerting the public and avoiding panic set the stage for a pandemic that has infected almost 2 million people and taken more than 126,000 lives.

Other experts noted that the Chinese government may have waited on warning the public to stave off hysteria, and that it did act quickly in private during that time.

But the six-day delay by China's leaders in Beijing came on top of almost two weeks during which the national Center for Disease Control did not register any cases from local officials, internal bulletins obtained by the AP confirm. Yet during that time, from Jan 5 to Jan 17, hundreds of patients were appearing in hospitals not just in Wuhan but across the country.

It's uncertain whether it was local officials who failed to report cases or national officials who failed to record them. It's also not clear exactly what officials knew at the time in Wuhan, which only opened back up last week with restrictions after its quarantine.

But what is clear, experts say, is that China's rigid controls on information, bureaucratic hurdles and a reluctance to send bad news up the chain of command muffled early warnings. The punishment of eight doctors for rumor-mongering, broadcast on national television on Jan. 2, sent a chill through the city's hospitals.

Doctors in Wuhan were afraid, said Dali Yang, a professor of Chinese politics at the University of Chicago. It was truly intimidation of an entire profession. Without these internal reports, it took the first case outside China, in Thailand on Jan 13, to galvanize leaders in Beijing into recognising the possible pandemic before them. It was only then that they launched a nationwide plan to find cases distributing CDC-sanctioned test kits, easing the criteria for confirming cases and ordering health officials to screen patients, all without telling the public.

The Chinese government has repeatedly denied suppressing information in the early days, saying it immediately reported the outbreak to the World Health Organization.

Allegations of a cover-up or lack of transparency in China are groundless, said foreign ministry spokesman Zhao Lijian at a Thursday press conference.

The documents show that the head of China's National Health Commission, Ma Xiaowei, laid out a grim assessment of the situation on Jan. 14 in a confidential teleconference with provincial health officials.

A memo states that the teleconference was held to convey instructions on the coronavirus from President Xi Jinping, Premier Li Keqiang and Vice Premier Sun Chunlan, but does not specify what those instructions were.

The epidemic situation is still severe and complex, the most severe challenge since SARS in 2003, and is likely to develop into a major public health event, the memo cites Ma as saying.

The National Health Commission is the top medical agency in the country. In a faxed statement, the Commission said it had organised the teleconference because of the case reported in Thailand and the possibility of the virus spreading during New Year travel. It added that China had published information on the outbreak in an open, transparent, responsible and timely manner," in accordance with important instructions repeatedly issued by President Xi.

The documents come from an anonymous source in the medical field who did not want to be named for fear of retribution. The AP confirmed the contents with two other sources in public health familiar with the teleconference. Some of the memo's contents also appeared in a public notice about the teleconference, stripped of key details and published in February.

Under a section titled sober understanding of the situation, the memo said that clustered cases suggest that human-to-human transmission is possible. It singled out the case in Thailand, saying that the situation had changed significantly because of the possible spread of the virus abroad.

With the coming of the Spring Festival, many people will be traveling, and the risk of transmission and spread is high, the memo continued.
