Maintain sanctity of Constitution: Prez to Governors

New Delhi, Feb 9: Amidst controversies over the role of Governors, President Pranab Mukherjee today said all those who hold Constitutional positions should maintain sanctity of the Constitution.pranab

"Our nation has grown from strength to strength since independence. It is primarily due to our steadfast adherence to the principles enshrined in our Constitution. It is an enduring document that reflects our aspirations and the avenues to achieve them, in an inclusive manner.

"It is incumbent on us all who hold constitutional positions to maintain the sanctity of this sacred text," Mukherjee said inaugurating a two-day conference of Governors at the Rashtrapati Bhavan here.

The President's call assumes significance against the backdrop of a raging controversy over the role of Governor J P Rajkhowa in Arunachal Pradesh that led to various developments culminating in the imposition of central rule. The issue is also being fought in the Supreme Court.

Terming as difficult the last year that saw terror attacks with "clear external linkages", he said the country has to continue efforts to resolve all outstanding international issues through peaceful dialogue and negotiations.

"We faced challenges from the global economic slowdown, climatic changes, and internal and external security. States having international borders were affected by terrorist attacks that had clear external linkages.

"Volatile external security environment makes it incumbent on us to upgrade our defence capabilities. At the same time, we have to continue our efforts at resolving all outstanding international issues through peaceful dialogue and negotiations," the President said in his inaugural address at the conference attended by 23 Governors and Lt Governors of the states and union territories.

Mukherjee said India is suffering the worst effects of drought with two consecutive deficient monsoons.

"Another dry spell is likely to impact agricultural production further. Farmer distress has to be addressed on a war-footing. The newly-launched Pradhan Mantri Fasal Bima Yojana aims at providing effective risk cover to farmers using technology. This and other measures to provide relief to farmers should receive top priority.

"To develop climate resilience, we must task our agricultural research institutions to develop drought-proof varieties of food grains and other food commodities," he said.

The President said for successful implementation of government's schemes like Make-in-India, Start-up India, Smart City Mission and Swachh Bharat Mission, these have to run in close partnership with state governments.

"As the constitutional heads of their respective states, Governors can play an inspirational role to ensure their active cooperation," Mukherjee said.

The President said there are over 320 state public universities and over 140 state private universities. Governors can also play a persuasive role in improving the quality of education in these institutions, he said.

Dignitaries participating in the inaugural session of the conference included Vice President Hamid Ansari, Prime Minister Narendra Modi, Home Minister Rajnath Singh, External Affairs Minister Sushma Swaraj and NITI Aayog Vice Chairman Arvind Panagariya, among others.

New Delhi, July 4: India on Friday reported its highest single-day spike of COVID-19 cases with 22,771 cases reported in the last 24 hours, said the Union Ministry of Health and Family Welfare.

With these new cases, India's coronavirus cases tally has gone up to 6,48,315, out of which there are 2,35,433 active cases in the country and 3,94,227 cases have been cured/discharged or migrated.

As many as 442 deaths due to COVID-19 have been reported in the last 24 hours taking the number of patients succumbing to the deadly virus across the country to 18,655.

As per the Union Health Ministry, Maharashtra -- the worst affected state due to COVID-19 -- has a total of 1,92,990 cases which is inclusive of 8,376 deaths. Meanwhile, Tamil Nadu, the second worst-affected state, has a total of 1,02,721 cases and 1,385 fatalities. Delhi's tally of coronavirus cases stands at 94,695 which is inclusive of 2923 deaths due to the virus.

The Centre said that the recovery rate has further improved to 60.80 per cent. The recoveries/deaths ratio is 95.48 per cent : 4.52 per cent.

The Indian Council of Medical Research, earlier on Saturday, said that the total number of samples tested up to July 3 is 95,40,132, out of which 2,42,383 samples were tested yesterday.

New Delhi, Feb 25: Union Home Minister Amit Shah on Monday told a meeting of Delhi Lieutenant Governor Anil Baijal, Chief Minister Arvind Kejriwal and party leaders that "professional assessment" is that the violence in north-east Delhi has been "spontaneous".

He also said adequate forces have been already deployed in affected areas even as he urged political parties to avoid provocative speeches and statements which could flare up the situation and desist from rumour-mongering. He also instructed Delhi Police Commissioner Amulya Patnaik to re-activate local peace committees. 

"Shah noted that the professional assessment is that the violence in the capital has been spontaneous. He expressed confidence in Delhi Police and said that the force has shown maximum restraint to get the situation under control," a statement issued by the Ministry of Home Affairs (MHA) said.

However, on Monday, government sources had claimed that violence in the national capital "appeared to be orchestrated" to coincide with the high-profile visit. A PTI report from Hyderabad on Tuesday also quoted Minister of State for Home G Kishan Reddy as saying that the violence in Delhi has been perpetrated intentionally and the Narendra Modi government would not tolerate such incidents. 

While Shah said adequate forces have been deployed, there were also reports that the Delhi Police Commissioner told MHA top brass that it did not have adequate forces to control the violence that erupted in north-east Delhi. However, Delhi Police later tweeted that the Commissioner has denied that "no such information was given to MHA" and such reports were "totally baseless". 

Urging parties to avoid provocative speeches and statements which could flare up the situation, the statement said, Shah expressed confidence in Delhi Police and said that the force has shown maximum restraint to get the situation under control.

Appealing to all to maintain restraint and desist from rumour-mongering while instructing the Delhi Police Commissioner to re-activate local peace committees, Shah said Delhi's borders with Uttar Pradesh and Haryana have been under surveillance for the last three days. 

Shah also urged parties to ask their local leaders to hold meetings in sensitive areas and instructed senior police officers to visit vulnerable police stations at the earliest

New Delhi, May 29: With the highest spike of 7,466 more COVID-19 cases and 175 deaths reported in the past 24 hours, India's COVID-19 tally reached 1,65,799 on Friday, according to the Union Ministry of Health and Family Welfare.

The number of active coronavirus cases stands at 89,987 while 71,105 people have been cured or recovered and one patient has migrated, it said. The death toll due to the infection has reached 4,706 in the country.

Maharashtra is the worst affected state with 59,546 cases. Tamil Nadu has recorded as many as 19,372 cases while Gujarat and Delhi have recorded 15,562 and 16,281 coronavirus cases respectively.
