Maneka Gandhi pitches for mandatory registration of sex offenders

New Delhi, Dec 3: Strongly pitching for surveillance of sex crime convicts after release, the WCD minister Maneka Gandhi has asked the law minister for enactment of a law for mandatory registration of such offenders, ahead of the release of the December 16 gangrape juvenile convict later this month.33814281 1

In a letter to Law Minister Sadanand Gowda, the Women and Child Development Minister said, "In cases where the accused are convicted for committing heinous crimes, the orders of the court may also include mandatory requirement of registration of the accused in local police station so that police can monitor their activities and keep track of their movements."

Such an initiative by courts will ensure effective management and supervision of sex offenders and also reduce future offences leading to a sense of security among women and children, she said.

Convicts of heinous crimes like rape should be mandated to provide their personal details to the local law enforcement agency on regular basis, she further suggested.

"The registered sex offenders may be required to periodically appear in person to their local law enforcement agency for purposes of giving details of their personal information such as present address and place of employment.

"The duration of such monitoring may be decided by courts depending upon the severity of the offence and whether the accused is a repeat offender," Gandhi said.

Stating that other countries also have laws to keep a watch on sex offenders after they have served the applicable period of punishment, Gandhi called for the enactment of a similar law in India.

"We do not have any such law in place in India. While there is a need to have such laws, they may take some time to enact. In the meantime, a pro-active action on the part of courts may be a solution," she said.

Gandhi's remarks came ahead of scheduled release of the juvenile convict, who was considered the "most brutal" of all the six offenders, involved in gangrape of a 23-year-old woman in 2012. In 2013, he was sentenced to three years in a remand home, being a minor at the time of the incident.

According to National Crimes Records Bureau, sexual crimes such as rape have increased from 24,923 in 2012 to 36,735 in 2014 and in case of sexual crimes against children, it has increased from 8,541 to 13,766 during the same period.

Cases of assault on women with intent to outrage her identity have more than doubled from 40,613 in 2010 to 82,235 in 2014.

Similarly, 11,335 cases were reported in 2014 of assault on girl children with an intent to outrage their modesty and 444 cases were registered under the category of insulting the modesty of girl children during the same period.

New Delhi, Feb 4: Senior BJP leader and Defence Minister Rajnath Singh on Monday accused Delhi's ruling Aam Aadmi Party of not implementing the central government's schemes in the national capital.

Addressing an election rally in Moti Bagh, he also sought to allay fears over the Citizenship Amendment Act (CAA), assuring the gathering that the legislation will not take away anyone's citizenship.

Singh alleged that the Chief Minister Arvind Kejriwal-led Delhi government did not do anything in the last five years.

The AAP had promised to add 5,000 buses to the fleet of the Delhi Transport Corporation (DTC), but instead the number has come down by 1,000, he claimed.

The Union minister said the AAP dispensation did not implement central schemes in Delhi fearing that the popularity of the Prime Minister Narendra Modi-led government will grow among Delhiites.

Pension schemes and the Centre's flagship health insurance scheme, Ayushman Bharat Yojana, are some of those that the Kejriwal government did not allow to be implemented in Delhi.

On the anti-CAA protests, Singh said that the opposition parties have been spreading "lies" about amended citizenship law and the National Population Register (NPR).

"The CAA will not take away anyone's citizenship. The opposition parties are spreading lies about the CAA. There should be no such politics over this. Some people are trying to write the history of the country with the ink of hatred," he said.

The culture of India is such that it considers the entire world one family, he said.

Delhi goes to polls on February 8. The results will be declared on February 11.

Srinagar, Mar 31: In order to prevent the spread of coronavirus, the Jammu and Kashmir administration on Tuesday declared 20 villages of Kashmir division as 'red zone'.
"20 villages including Parray Mohala Hajin, Chandergeer Hajin, Batagund Hajin in Bandipora district, Gudoora, Chandgam, Pinglena, Parigam, Abhama, Sangerwani and Khaigam in Pulwama district, Waskura in Ganderbal, Sedew, and Ramnagri in Shopian district have been declared as red zones," said Department of Information and Public Relations, J-K, in a tweet.

In Srinagar district, Mehjoor Nagar, Natipora, Lal Bazar, Eidgah and Shalteng villages have been declared as red zones.

"Chadoora in Budgam district of Kashmir division has also been declared as red zone," another tweet said.

The total number of COVID-19 cases in Jammu and Kashmir climbed to 49 after 11 more people tested positive in the Union Territory on Monday. While three of these cases were reported from Jammu region, eight were from the Kashmir division.

New Delhi, Jul 11: Poll strategist Prashant Kishor took a swipe at Bihar Chief Minister Nitish Kumar on Saturday, saying this is time to fight the coronavirus not elections and that he should not endanger people's lives in a "hurry" to hold the assembly polls.

"The coronavirus situation in Bihar is worsening like it is in many other states of the country. But a big part of government machinery and resources are busy making preparation for the polls.

"Nitish Kumar ji, this isn't time to fight elections but the coronavirus. Don't endanger people's lives in this hurry to hold the polls," he tweeted.

Kishor, once a confidant of the JD(U) president before he turned a critic and was expelled from the party, joins leaders like LJP chief Chirag Paswan and RJD's Tejashwi Yadav in suggesting that the Bihar assembly polls should be deferred due to the pandemic.

Polls in Bihar are due in October-November but the Election Commission has so far not made any official announcement about its schedule.

The BJP and the JD(U) have been holding organisational meetings and said that they are ready for the elections.
