Matthew toll nears 900 in Haiti, heavy storm lashes Florida; lakhs stranded

Haiti, Oct 8: Hurricane Hurricane Matthew`s trail of destruction in Haiti stunned those emerging from the aftermath on Friday, with the number of dead soaring to 877, tens of thousands left homeless and outbreaks of cholera already claiming more lives.

Information trickled in from remote areas that were cut off by the storm and it became clear that at least 175 people died in villages clustered among the hills and on the coast of Haiti`s fertile western tip.

Matthew triggered mass evacuations along the United States coast from Florida through Georgia and into South Carolina and North Carolina.

U.S. President Barack Obama urged people not to be complacent and to heed safety instructions.

“The potential for storm surge, loss of life and severe property damage exists," Obama told reporters, after a briefing with emergency management officials about the fiercest cyclone to affect the United States since Superstorm Sandy four years ago.

Matthew smashed through Haiti's western peninsula on Tuesday with 145 mile-per-hour (233 km-per-hour) winds and torrential rain. Some 61,500 people were in shelters, officials said, after the storm pushed the sea into fragile coastal villages, some of which were only now being contacted.

While highlighting the misery of underdevelopment in Haiti, which is still recovering from a devastating 2010 earthquake, the storm looked certain to rekindle the debate about global warming and the long-term threat posed to low-lying cities and towns by rising sea levels.

At least three towns in the hills and coast of Haiti`s fertile western tip reported dozens of people killed, including the farming village of Chantal where the mayor said 86 people died, mostly when trees crushed houses. He said 20 others were missing.

"A tree fell on the house and flattened it. The entire house fell on us. I couldn't get out," said driver Jean-Pierre Jean-Donald, 27, who had been married for only a year.

"People came to lift the rubble, and then we saw my wife who had died in the same spot," Jean-Donald said, his young daughter by his side, crying "Mommy."

In the town of Anse-d`Hainault, seven people died of cholera, a disease that did not exist in Haiti until U.N. peace keepers introduced it after a 2010 earthquake that killed some 200,000 people.

Another 17 cholera cases were reported in Chardonnieres on the south coast.

"Due to massive flooding and its impact on water and sanitation infrastructure, cholera cases are expected to surge after Hurricane Matthew and through the normal rainy season until the start of 2017," the Pan American Health Organization (PAHO) said in a statement.

With cellphone networks down and roads flooded, aid has been slow to reach hard-hit areas in Haiti. Food was scarce, and at least seven people died of cholera, likely because of flood water mixing with sewage.

The Mesa Verde, a U.S. Navy amphibious transport dock ship, was heading for Haiti to support relief efforts. The ship has heavy-lift helicopters, bulldozers, fresh water delivery vehicles and two surgical operating rooms.

Matthew sideswiped Florida's coast with winds of up to 120 mph (195 kph) but did not make landfall in the state. The U.S. National Hurricane Center (NHC) downgraded the storm to a Category 2 on the five-step Saffir-Simpson scale of hurricane intensity as its sustained winds dropped to 110 mph. Category 5 is the strongest.

There were at least four storm-related deaths in Florida but no immediate reports of significant damage in cities and towns where the storm swamped streets, toppled trees and knocked out power to more than 1 million people.

Two people were killed by falling trees, according to Florida officials, and an elderly couple died of carbon monoxide poisoning from a generator while sheltering from the storm inside a garage.

Hurricane warnings late on Friday extended up the Atlantic coast from northeast Florida through Georgia and South Carolina and into North Carolina.

In Daytona Beach, the street under the city`s famed "World`s Most Famous Beach" sign was clogged with debris washed up by the ocean. The waves had receded by early afternoon, but there was damage throughout the city, including a facade ripped off the front of a seaside hotel.

Robert Walker, a 51-year-old mechanic, weathered the worst of the storm in his seaside Daytona Beach apartment where high-powered winds peeled back the roof.

"It sounded like a jet plane coming over. I was scared," said Walker, as he stood in front of the battered remains of the two-story building.

At 10 p.m. EDT (0200 GMT Saturday) Matthew's eye or center was about 90 miles (140 km) east-southeast of Savannah, Georgia and moving northward at 12 miles (19 km) per hour, the NHC said.

After passing near or over the coast of Georgia it was on a track that would put it near or over South Carolina on Saturday. Though gradually weakening, it was forecast to remain a hurricane until it begins moving away from the U.S. Southeast on Sunday, the NHC said.

Craig Fugate, director of the Federal Emergency Management Agency, said he was concerned that relatively light damage so far could give people up the coast a false sense of security.

"People should not be looking at the damages they're seeing and saying this storm is not that bad," Fugate told NBC.

"The real danger still is storm surge, particularly in northern Florida and southern Georgia. These are very vulnerable areas. They`ve never seen this kind of damage potential since the late 1800s," Fugate said.

In St. Augustine just south of Jacksonville, Florida, about half of the 14,000 residents refused to heed evacuation orders despite warnings of an 8-foot (2.4-meter) storm surge that could sink entire neighborhoods, Mayor Nancy Shaver said in a telephone interview from the area's emergency operations center.

Television images later showed water surging through streets in the historic downtown area of St. Augustine, the oldest U.S. city and a major tourist attraction.

"There's that whole inability to suspend disbelief that I think really affects people in a time like this," Shaver said.

Washington, Jan 12: The US State Department has described the recent visit of envoys of 15 countries to Jammu and Kashmir as an "important step" but expressed concern over the continued detention of political leaders and restrictions on internet in the region.

Alice Wells, the Acting Assistant Secretary of State for South Asia, tweeted on Saturday that she was "closely following" the visit of the envoys to Kashmir, describing it an "important step".

Wells, who will be visiting India this week, added: "We remain concerned by detention of political leaders and residents and Internet restrictions. We look forward to a return to normalcy."

The group of diplomats made a two-day visit to the Union Territory on Thursday and Friday to see the conditions thereafter Jammu and Kashmir's special constitutional status was removed last August.

While some US politicians and media have criticised the action by Prime Minister Narendra Modi's government, the US has officially appeared to support the abrogation of the Constitution's Article 370 on the special status.

Last October, Wells told the House of Representatives Subcommittee on Asia and the Pacific that the State Department supported the objectives behind it, while not directly mentioning the abrogation.

"The Indian government has argued that its decision on Article 370 was driven by a desire to increase economic development, reduce corruption, and uniformly apply all national laws in Jammu and Kashmir, particularly in regard to women and minorities.

"While we support these objectives, the Department remains concerned about the situation in the Kashmir Valley, where daily life for the nearly eight million residents has been severely impacted since August 5," she had said.

Washington has banked on India's democratic institutions - the judiciary and public debates - being able to steer the country.

Bearing this out, the Supreme Court last week ordered the government to review its decision to shut down the internet in Kashmir, which it declared was a fundamental right, thus taking a step to address Wells's concern.

Washington, Feb 19: Sri Srinivasan, a prominent Indian-American judge, has created history by becoming the first person of South Asian descent to lead a powerful federal circuit court considered next only to the US Supreme Court.

Srinivasan, 52, became the Chief Judge of the United States Court of Appeals for the DC Circuit.

An Obama appointee who has already been considered for a Supreme Court seat twice, donned the mantle of the chief judge of the DC federal court circuit on February 12.

Srinivasan succeeded Judge Merrick Garland, who has been a member of the DC Circuit since 1997 and Chief Judge since 2013. He will remain on the bench, a press release said.

Notably, Garland's nomination to the Supreme Court by the then president Barack Obama was blocked by Senate Republicans in 2016.

Srinivasan, was appointed to the US Court of Appeals for the District of Columbia Circuit in May 2013.

He was the first ever Indian-American to be appointed to the second most powerful court of the US.

Neomi Rao, nominated by President Donald Trump, is the second Indian American on this powerful judiciary bench.

According to The Washington Post, Srinivasan spoke recently about his path to the bench at an event celebrating women in the law, a field where men still dominate leadership positions.

"Everybody doubts their belonging and worthiness in some measure. I definitely did and still do. This is just going to be a part of the thing when you're looking out in the world in which everyone isn't like you. It's natural to doubt whether you belong and whether you're worthy, he said, "but you do belong and you are worthy.

Born in Chandigarh, and raised in Lawrence, Kansas, he received a B.A. from Stanford University, a J.D. from Stanford Law School, and an M.B.A. from the Stanford Graduate School of Business.

Following graduation, he served as a law clerk to Judge J. Harvie Wilkinson III of the US Court of Appeals for the Fourth Circuit, as a Bristow Fellow in the Office of the US Solicitor General, and as a law clerk to US Supreme Court Justice Sandra Day O'Connor.

From 2011 until his appointment to the US Court of Appeals, Judge Srinivasan served as the Principal Deputy Solicitor General of the United States.

He has argued 25 cases before the US Supreme Court. He has also taught appellate advocacy at Harvard Law School as well as a seminar on civil rights statutes and the Supreme Court at Georgetown University Law Center.

Karachi, May 25: The pilot of the Pakistan International Airlines (PIA)'s crashed plane ignored three warnings from the air traffic controllers about the aircraft's altitude and speed before the landing, saying he was satisfied and would handle the situation, according to a report on Monday.

The national flag carrier's PK-8303 tragedy on Friday, in which 97 people were killed and two miraculously survived, is one of the most catastrophic aviation disasters in the country's history.

The Airbus A-320 from Lahore to Karachi was 15 nautical miles from the Jinnah International Airport, flying at an altitude of 10,000 feet above the ground instead of 7,000 when the Air Traffic Control (ATC) issued its first warning to lower the plane's altitude, Geo News quoted an ATC report as saying.

Instead of lowering the altitude, the pilot responded by saying that he was satisfied. When only 10 nautical miles were left till the airport, the plane was at an altitude of 7,000 feet instead of 3,000 feet, it said.

The ATC issued a second warning to the pilot to lower the plane's altitude. However, the pilot responded again by stating that he was satisfied and would handle the situation, saying he was ready for landing, the report said.

The report said that the plane had enough fuel to fly for two hours and 34 minutes, while its total flying time was recorded at one hour and 33 minutes.

Pakistani investigators are trying to find out if the crash is attributable to a pilot error or a technical glitch.

According to a report prepared by the country's Civil Aviation Authority (CAA), the plane's engines had scraped the runway thrice on the pilot's first attempt to land, causing friction and sparks recorded by the experts.

When the aircraft scraped the ground on the first failed attempt at landing, the engine's oil tank and fuel pump may have been damaged and started to leak, preventing the pilot from achieving the required thrust and speed to raise the aircraft to safety, the report said.

The pilot made a decision "on his own" to undertake a "go-around" after he failed to land the first time. It was only during the go-around that the ATC was informed that landing gear was not deploying, it said.

"The pilot was directed by the air traffic controller to take the aircraft to 3,000 feet, but he managed only 1,800. When the cockpit was reminded to go for the 3,000 feet level, the first officer said 'we are trying'," the report said.

Experts said that the failure to achieve the directed height indicates that the engines were not responding. The aircraft, thereafter, tilted and crashed suddenly.

The flight crashed at the Jinnah Garden area near Model Colony in Malir on Friday afternoon, minutes before its landing in Karachi's Jinnah International Airport. Eleven people on the ground were injured.

The probe team, headed by Air Commodore Muhammad Usman Ghani, President of the Aircraft Accident and Investigation Board, is expected to submit a full report in about three months.

According to the PIA's engineering and maintenance department, the last check of the plane was done on March 21 this year and it had flown from Muscat to Lahore a day before the crash.

In the wake of the COVID-19 pandemic, the Pakistan government had allowed the limited domestic flight operations from five major airports - Islamabad, Karachi, Lahore, Peshawar and Quetta - from May 16.

After the plane tragedy, the PIA has called off its domestic operation.
