Mayawati grilled by CBI in multi-crore NRHM scam, evades questions

mayavathiLucknow, Oct 3: The Central Bureau of Investigation (CBI) grilled former Uttar Pradesh chief minister Mayawati in connection with alleged swindling of funds in the implementation of centrally funded National Rural Health Mission (NRHM) scam earlier this week.

The quizzing of Bahujan Samaj Party (BSP) chief was done on Monday as the probe agency has claimed to have got new evidence against her on bifurcation of the Health and Family Welfare Department and creation of 100 posts of District Project Officers who were allegedly instrumental in alleged corruption in the implementation of NRHM schemes, PTI quoted CBI officials as saying.

During her examination by the CBI officials, Mayawati is alleged to have evaded answers on crucial questions and even feigned ignorance on some of the decisions taken during her tenure as the chief minister.

Mayawati was the Chief Minister of the state when the Department of Health and Family Welfare was bifurcated.

The CBI has registered 74 FIRs and filed 48 chargesheets in the NRHM scam.

While she or her party was not immediately available for comments, the former Chief Minister had recently accused the Centre of misusing CBI for political gains ahead of Bihar elections and claimed she had no involvement in the case.

CBI alleges that the bifurcation of department was done so that the NRHM funds could be placed directly under the charge of the Department of Family Welfare which was under Minister Babu Singh Kushwaha-- already charge sheeted by the agency.

"Only those persons were posted as District Project Officers (DPOs), Family Welfare, who allegedly facilitated in award of the contract to the chosen suppliers and in lieu, the accused public servants obtained huge amount of illegal gratification. In pursuance of the said criminal conspiracy, bifurcation of the health department was proposed and got approved against prescribed norms of NRHM as laid down by Government of India," CBI FIR has alleged.

The sources said they have found that the creation of 100 posts of the DPO in the state was done in an irregular manner.

CBI sources claimed to have found evidence of alleged corrupt practises in the implementation of NRHM schemes in the state involving the officials of medical and health department in general and the Chief Medical officers (CMOs) and DPOs in particular.

Between 2005-06 and 2011, the Centre gave Rs 11,080 crore to Uttar Pradesh for the implementation of NRHM schemes out of which Rs 9,133 crore was released for utilisation.

The state had spent Rs 8,658 crore of the funds released by the Centre.

CBI has already charge sheeted Kushwaha and Principal Secretary Pradeep Shukla in connection with the case.

It is alleged that the posting of each CMO as DPO Family Welfare was allegedly done after payment of a huge amount of bribe as illegal gratification by the suppliers concerned to the then Minister of Family Welfare through one MLA and other private persons acting as conduit to the then minister.

"A part of the share of the bribe was also allegedly received by the then Principal Secretary, Health. The accused persons caused undue gain to the private suppliers and themselves and caused equivalent loss to the government exchequer," the agency alleged.

New Delhi, Feb 5: Days after a gunman opened fire in Delhi's Shaheen Bagh, the epicentre of anti-CAA movement, YouTuber Gunja Kapoor was detained at the protest site on Wednesday after she was caught covertly filming the protests in a burqa.

Kapoor runs the channel ‘Right Narrative’ on YouTube and her pinned tweet on Twitter says she is followed on the microblogging site by PM Narendra Modi.

According to police, the protesters turned suspicious after Kapoor asked them "too many questions". She was caught by some of the women protesters after they identified her as the popular YouTuber. The incident led to a commotion at Shaheen Bagh, the epicentre of protests against the Citizenship Amendment Act (CAA), a senior police official said.

She was taken to Sarita Vihar police station where her identity was ascertained, police said.

The incident sparked outrage on social media. Many took to Twitter to question why Kapoor was at the protest in disguise. Others expressed concern about her motives at secretly filming the protests.

Meanwhile, praises flew in for the women of Shaheen Bagh who can be seen defending Kapoor from angry protesters after she was caught.

This is not the first time that a right wing social media activist has landed in trouble in Shaheen Bagh where residents and other women and children have been sitting in protest for nearly two months since the passing of the contentious Citizenship Amendment Act 2019 in December last year.

In January, Deepa Sharma had posted videos online about the "traumatic" experience she had when she was allegedly heckled and harassed by Shaheen Bagh protesters. While the woman's claim could never be verified, other pieces of rampant fake news aimed at delegitimising and villainising protesters has taken social media by storm.

From doctored videos of women protesters allegedly accepting they were paid Rs 500 to attend protests to alleged fights over biriyani and anti-India sloganeering, trolls on social media seem to be working overtime to taint the ongoing protests.

The latter, however, show no signs of giving up. In fact, as Delhi nears elections on February 8, protesters have arranged for music performances by eminent artists, including pop celebrity Prateek Kuhad, till February 7.

Sit in protests take place 24x7 with women showing up in thousands to spend the night and sing songs of protest. And with polls around the corner, the protests have become an active part of political discourse with Aam Aadmi Party's Manish Sisodia expressing his support for the protesters at a recent press conference.

Thiruvananthapuram, Apr 9: The Kerala government has set up five COVID-19 helpdesks for non-resident Keralites in countries which have a substantial number of Pravasi Malayalis.

Addressing a press conference here Kerala Chief Minister Pinarayi Vijayan on Wednesday said: "In order to address the concerns and issues faced by the non-resident Keralites, we have set up five dedicated COVID helpdesks in countries where we have a substantial number of Pravasi Malayalis."

The helpdesks started by Norka Roots will be managed locally by persons and voluntary organisations active among non-resident Keralites. The Kerala government has requested the Indian Ambassadors in various places to cooperate with these helpdesks.

The Chief Minister also informed that online medical services would be made available to the non-resident Keralites through the Norka Roots website.

"Pravasi Malayalis can consult prominent doctors in Kerala by audio or video calls through the website, with prior registration. The services of various speciality doctors will be available from 2 pm to 6 pm IST," he said.

Currently, registration for the Norka Pravasi ID card is only available for the Malayali expatriates residing or working abroad for a period of not less than six months. "Now students from Kerala studying abroad can also avail this facility. The overseas student registration service would enable them to get Insurance benefits and discounts on flight tickets. This registration will be mandatory for all students presently studying abroad as well as for those going abroad, from now on," Vijayan said.

The Pravasi ID card is a multi-purpose photo identity card that entitles every non-resident Keralite to avail all services and facilities offered by Norka Root. The card comes with an add-on Personal Accident Insurance (PAI) coverage. Two prominent airlines are offering a discount on the base fare for air tickets booked by Norka Id card holders.

Kolkata, Jan 12: Prime Minister Narendra Modi on Sunday said a section of the youth is being misguided about the Citizenship Amendment Act and asserted that it will not take away anybody's citizenship.

Modi also said whoever has faith in India and believes in its Constitution can become an Indian citizen.

“There are a lot of questions among the youth about the new citizenship law, and some are being misled by rumours around it... it is our duty to clear their doubts,” the PM said during an address at Belur Math in Howrah district.

“I want to make this clear again that the CAA is not about taking away anybody's citizenship, but about granting citizenship,” he added.

Modi said that some people with political interests are deliberately spreading rumours about the new citizenship law.

Lauding the youth for speaking against religious persecution of minorities, the prime minister said the energy of the country's young will form the basis of change in the 21st century. The PM is on a two-day visit to the city.
