MBBS, BDS entrance tests through NEET as per schedule, says SC

New Delhi, Apr 29: The Supreme Court today said that the entrance test for admission to MBBS and BDS courses for the academic year 2016-17 will be held as per the schedule through the single common entrance test National Eligibility Entrance Test (NEET) on May 1 and July 24.entrance

The apex court, which in the morning indicated that it will give an urgent hearing for modification of yesterday's order, later said it was not going to have a bench for hearing it today.

The court said it will go into the issue of modification in due course after the parties file their applications in this regard.

Justice A R Dave, before whom the matter was mentioned by Attorney General Mukul Rohatgi said, "We are not having the bench. Let the exam go on. Let them file the applications."

When Justice Dave said that the matter would not be heard today, he was sitting in a different bench.

Earlier in the day, the Centre had approached the apex Court seeking modification of its yesterday's order to allow state governments and private colleges to hold separate entrance examinations for MBBS and BDS courses for the academic year 2016-17.

The bench had then indicated of hearing the matter later in the day by the same bench which had passed the order yesterday.

Attorney General Mukul Rohatgi had suggested that the order passed by the apex court yesterday allowed holding of a two-phased single common entrance test for MBBS and BDS courses through NEET on May 1 and July 24 but there appear to be some genuine difficulties and there was a need for some change in the order.

He suggested that the first phase of NEET scheduled for May 1 be scrapped and all the students be allowed to take the exams on July 24.

Rohatgi said there was a need to modify yesterday's order as there was a lot of confusion arising out of it.

The apex court had yesterday cleared the decks for the holding of NEET in two phases for the academic year 2016-17 in which around 6.5 lakh candidates are likely to appear.

It had approved the schedule put before it by the Centre, CBSE and the Medical Council of India (MCI) for treating All India Pre-Medical Test (AIPMT) fixed for May 1 as NEET-1.

It had said those who had not applied for AIPMT will be given the opportunity to appear in NEET-II on July 24 and the combined result would be declared on August 17 so that the admission process can be completed by September 30.

A bench comprising Justices A R Dave, Shiva Kirti Singh and A K Goel had pronounced the order yesterday after rejecting the opposition for holding NEET by the states, including Tamil Nadu, Andhra Pradesh, Telangana, Uttar Pradesh and Association of Karnataka Medical Colleges, besides minority institutions like CMC, Vellore which had contended that NEET cannot be imposed on them.

The order implied that all government colleges, deemed universities and private medical colleges would be covered under NEET and those examinations which have already taken place or slated to be conducted separately stand scrapped.

It had also revived the government's Decemeber 21, 2010 notification for holding a single common entrance test through NEET with a clarification that any challenge on the issue would directly come before it and no high court can interfere.

The court was of the view that since it recalled its April 11 order, there was no hindrance in holding the NEET.

On April 11, the apex court had recalled its judgement scrapping a single common entrance test for admission to MBBS, BDS and PG courses in all medical colleges, delivered by then Chief Justice of India Altamas Kabir on the day of his retirement.

The petition on which the court passed the order yesterday was filed by NGO Sankalp Charitable Trust.

In its petition, the NGO had said that the Centre, MCI and CBSE were dilly-dallying in implementing the court's order on implementing the National Eligibility Entrance Test.

It had said that in view of April 11 judgement decks were cleared for holding of Common Entrance Examination and there is no impediment in having the test for admission to Medical Colleges for current academic year 2016-17.

New Delhi, Apr 16: South Delhi District Magistrate Brij Mohan Mishra on Thursday said that the administration is investigating how the pizza delivery boy contracted the coronavirus.

"In the last 15 days, we discovered houses he had delivered food. We contacted people living in 72 houses and they have been asked to stay in-home quarantine. No symptoms have been seen in people related to him. 

Testing of his roommate has been done and his reports are awaited. The rest of the people don't have any symptoms, they have been placed under institutional quarantine. Those in-home quarantines are also asymptomatic," Mishra said.

"Unless a positive case comes, we feel that transmission has not taken place. The boy told us that he was continuously wearing a mask while delivering the food. We are also finding out how he got infected. We are getting the information about the places he visited for delivery. He was tested on the basis of the doctor's advice. Later, he tested positive," he said.

72 families have to stay in home quarantine in the Malviya Nagar area after the delivery boy tested positive for COVID-19 on Wednesday.
Delhi Health Minister Satyendra Jain said that 17 other delivery boys linked with the infected person have also been placed under institutional quarantine.

"A pizza delivery boy has been detected with COVID-19 here. 17 other delivery boys linked with him have been placed under institutional quarantine and 72 people have been placed under home quarantine," Jain said.

Food delivery app Zomato said that the staff of the infected person's restaurant has delivered some orders which were placed on its platform.

"We've been made aware today that a restaurant's employee, who has been recently tested positive for COVID-19, had delivered food in the past to a few customers in the Malviya Nagar area in Delhi. All these customers have already been contacted by the govt authorities... We are not sure whether the rider was infected at the time of delivery," the company said in a statement.

Zomato also claimed that colleagues of the delivery boy have tested negative for COVID-19.
"This restaurant had instructed their riders to wear masks and follow strict hygiene to keep customers safe from any unintended mishap.

All co-workers of the said rider have been tested negative. And as a precaution, the restaurant where this rider worked has suspended operations," read the statement.

New Delhi, Jul 10: Nepal has banned all Indian news channels, except DD News, for alleged propaganda against the country.

Reports say that Nepal cable operators have stopped getting signals of Indian news channels.

Nepal government spokesperson Yuvaraj Khatiwada said: "We request all not to disseminate news that infringes sovereignty and self-respect of Nepalis. This includes the media of neighbouring countries. We might seek both political and legal remedies."

Earlier, Nepal has amended its map which show some Indian territory as part of it.

Nepal's parliament on June 13 adopted unanimously the Constitution Amendment Bill, paving the way for accommodating the updated political-administrative map, which includes Indian areas of Kalapani, Lipulekh and Limpiyadhura, in its symbol.

New Delhi, Mar 9: A war of words broke out between the BJP and the Congress on Sunday over the Yes Bank crisis with the ruling party seeking to link it with the Gandhi family, while the opposition wondered if the prime minister and finance minister were "complicit" as the bank's loan book grew manifold.

Posting on Twitter a clip of a news channel report that Rana Kapoor, the arrested Yes Bank founder, had bought a painting from Congress leader Priyanka Gandhi Vadra, BJP's information and technology wing in-charge Amit Malviya alleged that every financial crime in India has "deep links" with the Gandhis.

The Congress dismissed the charge "fake" and called it a "diversionary" tactic.

It said Priyanka Gandhi had sold an M F Hussain painting of her father Rajiv Gandhi to Kapoor for Rs 2 crore, and the entire amount was disclosed in her income tax return of 2010.

Malviya tweeted, "Every financial crime in India has deep link with the Gandhis. Mallya used to send flight upgrade tickets to Sonia Gandhi. Had access to MMS (Manmohan Singh) and PC (P Chidambaram). Is absconding. Rahul inaugurated Nirav Modi’s bridal jewellery collection, he defaulted. Rana bought Priyanka Vadra’s paintings."

Congress' chief spokesperson Randeep Surjewala asked how does an M F Hussain painting of Rajiv Gandhi sold 10 years ago by Priyanka Gandhi to Yes Bank owner Rana Kapoor and disclosed in her tax returns connect with unprecedented giving of loans of Rs 2,00,000 crore in five years of the Modi government.

"More so, when (Kapoor's) proximity to BJP leaders is well known," he said.

Rubbishing the BJP's allegation, Congress spokesperson Abhishek Manu Singhvi at a press conference said it was a "diversionary" tactic by the government.

He noted that the bank's loan book rose from Rs 55,633 crore in March 2014, the year Narendra Modi became prime minister, to Rs 2,41,499 crore in March 2019.

"Why did the loan book rise by 100 per cent in two years after demonetisation i.e from Rs 98,210 cr in March 2016 to Rs 2,03,534 ar in March 2018? Were PM and FM sleeping, ignorant or complicit?" he asked.

The entire amount Priyanka Gandhi had received was in cheque and was fully disclosed in the income tax return, Singhvi said.

Surjewala, taking to Twitter, said instead of diverting from the real issue of people's money sinking into a bad bank, should not the government answer questions like how did loans given by Yes Bank rise from Rs 55,633 crore in March 2014 to Rs 2,41,499 crore in March 2019, an increase of almost Rs 2,00,000 crore in fiver years of the Modi government.

Why did the loans given by Yes Bank rise by a whopping 100 per cent in just two years after demonetisation, he asked.

Surjewala also questioned why did the prime minister address a conference sponsored by Yes Bank on March 6 despite the RBI moratorium.

"Why did the Haryana BJP government deposit over Rs 1,000 crore in Yes Bank a month ago, knowing that it was sinking? Is this figure Rs 3,000 cr? Did Fadnavis government in Maharashtra make similar deposits?" Surjewala asked.

"Of course, the government's media proxies won't dare to ask these questions. But the nation wants to know!" he said in a series of tweets.

Kapoor, 62, was arrested by the Enforcement Directorate in Mumbai after charges of alleged financial irregularities and mismanagement in the bank's operations surfaced and the RBI and Union government initiated action to control its affairs.
