Mi 17 choppers to spray water over burning forests in U'khand

Dehradun, May 1: With major fires blighting around 1,900 hectares of forests in Uttarakhand, the government today decided to press two MI-17 helicopters into service as NDRF, SDRF and Army personnel struggled to douse the flames which have claimed six lives till now.

choppersA total of 1890.79 hectares of green cover have been destroyed this fire season which had an early start on February 2 due to a dry winter.

Chamoli, Pauri, Rudraprayag, Tehri, Uttarkashi, Almora, Pithoragarh and Nainital are the worst-affected districts.

While three NDRF teams and one SDRF company are busy dousing the flames in different parts of the state, two IAF choppers have been sent to Nainital and Pauri districts, among the worst hit, to spray water over the burning jungles, Raj Bhawan officials here said.

Enough funds have been made available to all affected districts besides required personnel and equipment to deal with any situation, they said.

"One MI-17 chopper has been stationed at Bhimtal near Nainital right which is being loaded with water collected from the waterbodies in the area and begin spraying water over affected areas from tomorrow," Chief Secretary Shatrughna Singh said. Another IAF chopper sent to Pauri will operate in similar fashion, a Raj Bhawan official said.

With forest fires still raging three NDRF teams have been deployed in Almora, Gauchar and Pauri and one team of SDRF in Nainital to extinguish the flames, Principal Conservator of Forest B P Gupta said.

Rudraprayag forest division is also taking help from the army for fire fighting operations especially along the highway, he said.

The casualties due to forest fires, which have spread to sparsely populated remote hill areas, have risen to six with another life claimed in Nainital district on Friday evening. The deceased include three women and a child.

Since the beginning of forest fire season in the state in February, 922 incidents have occurred so far in which seven were injured and 1890.79 hectares of green cover being affected, Gupta said.

Worried over forest fires which are still raging in different parts of the state, Governor K K Paul reviewed the rescue efforts underway via videoconferencing with officials in the field and asked them to speed up their efforts.

NDRF companies assisted by expert teams and locals are conducting fire extinguishing and rescue operations in affected areas of Garhwal and Kumaon regions.

IG Sanjay Gunjyal is coordinating with the NDRF, the district magistrates concerned and Principal Conservator of Forest to supervise the rescue operations.

Locals are being encouraged to report a fire incident to the district magistrate concerned as soon as they sight it so that it can be controlled in time.

The governor has doubled the number of personnel deployed to control the fires from 3000 to 6000 and asked all agencies including the SDRF, district administration and the rural population to contribute their bit in the exercise saying the forest department alone cannot accomplish the onerous task, Gupta said.

Forest fires are natural during summer but this time they have occurred on a bigger scale as the fire season which normally begins by February 15 and ends by June 15, began on February 2.

Former chief minister Harish Rawat has asked the governor to declare Uttarakhand as a fire disaster struck state and involve locals as much as possible in fire extinguishing efforts.

Pradesh Congress president Kishore Upadhyay also wrote to party workers asking them to work unitedly to pull the state out of the crisis.

The PCF said the scale of forest fires in Uttarakhand this time has been bigger due to little or no rain during winter at most places.

Pre-fire alerts listing possible fire points over the next seven days in forest areas is being made available on forest department's website www.forest.uk.govt. an official release here said.

The governor today held a meeting held via video- conferencing at the secretariat with regard to forest fires and the preparations of char dham yatra.

He said the DMs must gather all resources required. The administration would provide the funds.

A system should be made in which the information about forest fires is obtained immediately and action taken immediately.

An incident response system should be activated. Control rooms in districts must work round the clock. DMs must ensure coordination among all departments.

Mass awareness campaigns be launched and gram panchayats, yuval mangal dals, mahila mangal dals and local people should be involved to ensure the control of the fires.

New Delhi, Feb 6: Unemployment rate in the country as per a new survey was 6.1 per cent in 2017-18, the government informed Rajya Sabha on Wednesday.

Minister of State for Labour Santosh Gangwar said the government is conducting a new Periodic Labour Force Survey (PLFS) with new parameters and bigger sample size, and its results cannot be compared with previous surveys in this regard.

"As per the new Periodic Labour Force Survey being conducted by the government, the labour force participation is 36.9 per cent and the rate of unemployment for 2017-18 is 6.1 per cent," he said.

Replying to supplementaries during the Question Hour, the minister said the report of this survey is very different than the surveys conducted in previous years.

This survey is not comparable to previous surveys, he said, adding it was an attempt to provide authentic data with the new survey conducted through the Ministry of Statistics.

"We are focusing on infrastructure development and ease of doing business and India's position in the world has improved. India has improved its position to 63rd rank now in 2019 against 196 in previous years," he said.

"Our government is very conscious of creating employment opportunities and is running such programme which generates employment.

"The way our government is functioning, employment opportunities are being created and the youths are getting jobs also," the minister said.

Gangwar said the government has stopped the previous survey as the sample size was low and an attempt is being made to improve the data by adding various parameters and provide more authentic data.

The minister said it will take time for collection of data as households have to be visited on the ground for authentic data collection in rural areas also.

Patna, Feb 21: The country is paying the price for failure to send Muslims to Pakistan and bring Hindus to India after the Islamic state came into being at the time of Independence, Union minister Giriraj Singh has said, triggering a fresh controversy.

The BJP leader made the remark in Purnea district in the Seemanchal region of Bihar which has a sizeable Muslim population and where the Begusarai MP was canvassing in favor of the Citizenship (Amendment) Act.

Highlighting the need for such a legislation, he told reporters late Thursday "when our forefathers were fighting for Independence from British rule, Jinnah was pushing for the creation of an Islamic state".

"Our forefathers, however, committed a mistake. Had they ensured that all our Muslim brothers were sent to Pakistan and Hindus brought here, the need for such a move (CAA) would not have arisen. This did not happen and we have paid a heavy price for it," the outspoken BJP leader said.

The CAA, which seeks to fast-track granting citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan who might have fled their home countries because of religious persecution, has become a major bone of contention since it is feared that a country-wide National Register for Citizens (NRC) may follow.

The Narendra Modi government, which had formerly hinted that a country-wide NRC was on the anvil, seems to have put it on the backburner though a section of citizens across the country, especially Muslims, have been organizing protests out of fear that, if implemented, the NRC may result in a large number of people becoming stateless.

Singh has often been in the crosshairs of the opposition for placing his foot in the mouth. This time, however, his words were frowned upon even by NDA ally Lok Janshakti Party, founded by his cabinet colleague Ram Vilas Paswan and now headed by his son Chirag Paswan.

The young LJP chief, who kicked off a state-wide "Bihar First-Bihari First" yatra here Friday morning, to project the NDAs progressive face ahead of the assembly polls due later this year, expressed strong disapproval of Singh's utterance and noted the coalition had to suffer in the Delhi polls because of "divisive" remarks by BJP leaders.

"We are an NDA constituent but many times our coalition partners say things which the LJP does not at all agree with. This one (Giriraj Singhs statement) is such an example. Had a person of my party spoken in this fashion, I would have taken responsibility and acted," Paswan said.

He said he had placed his view repeatedly on record that the coalition had to suffer on account of divisive remarks, Paswan said in apparent reference to inflammatory speeches by BJP leaders like Union minister Anurag Thakur and BJP MP Parvesh Verma, among others.

"The people of Delhi voted on the basis of performance. We wish they do so again in Bihar and real issues don't get drowned in political cacophony.

"The Nitish Kumar government has accomplished a lot, though much more needs to be achieved. We wish to reach out to people with our vision for the future, said Paswan, before he embarked on the yatra on a customized bus decorated like a chariot in front of which he offered prayers and smashed a coconut.

Meanwhile, Giriraj Singh who loves to wear his Hindu nationalism on the sleeves was busy joining issue with Asaduddin Owaisi's AIMIM which has been under attack for controversial remarks by its leader Waris Pathan.

Sharing video of an old speech by Owaisis brother Akbaruddin which had landed him in jail, besides Pathan's recent remark, Singh asked the opposition RJD-Congress combine in Bihar and the "tukde tukde gang" whether they wanted to "convert India into Pakistan".

New Delhi, Jul 28: Chief Minister Ashok Gehlot had "unconstitutionally" merged six MLAs of the Bahujan Samaj Party (BSP) with the Congress in Rajasthan, he did the same in his earlier tenure too, for which we wanted to teach him and his party a lesson, said BSP chief Mayawati on Tuesday.

The BSP chief added that her party could have gone to courts earlier but decided to wait for the "right opportunity".

"In Rajasthan, after elections results, BSP gave unconditional support of all its 6 MLAs to Congress. Unfortunately, Chief Minister Ashok Gehlot, out of his malicious intent and to damage BSP, merged them with Congress unconstitutionally. He did the same even during his earlier tenure," Mayawati said here.

"BSP could have gone to the court earlier too but we were looking for the time to teach Congress party and CM Ashok Gehlot a lesson. Now we have decided to go to the Court. We will not let this matter alone. We will go even to the Supreme Court," she added.

The BSP chief further reiterated that the party has asked the six MLAs to vote against the Congress government led by Ashok Gehlot if a trust vote takes place on the floor of the Rajasthan Assembly, failing which "their party membership will be cancelled".
She further said that the merger of BSP MLAs with Congress was immoral and went against the mandate given by voters in Rajasthan.
"Ulta-chor kotwal ko daante (the thief accuses the cop of wrongs) they (Congress) themselves indulge in wrongdoing and then accuse us," she further said.
On Sunday, the BSP issued a whip to six MLAs, asking them to vote against Congress in case of a no-confidence motion or any proceedings to be held during the Rajasthan Assembly session.

National General Secretary of BSP Satish Chandra Mishra, while speaking to news agecncy said, "Notices have been issued to the six MLAs separately as well as collectively, pointing out that since BSP is a National Party, there cannot be any merger at the state level at the instance of six MLAs unless there is a merger of BSP at the national level. If they violate it, they will be disqualified.

Notices have been issued to all six MLAs- - R Gudha, Lakhan Singh, Deep Chand, JS Awana, Sandeep Kumar and Wajib Ali, who are elected to the Rajasthan Assembly."
However, later on Monday, Lakhan Singh, hit back saying he and the five others had already joined the Congress.

"We six MLAs have already joined the Congress. BSP remembered us after nine months. They have issued this whip, after a message from the BJP. On this basis they are going to court", said Karauli MLA Lakhan Singh.

Rajasthan government is in turmoil after simmering differences between Deputy Chief Minister Sachin Pilot and Gehlot came out in the open. Pilot was removed as the Deputy Chief Minister and the state unit chief of Congress.

The Congress has accused the BJP of indulging in horse-trading to bring down the Gehlot government. The BJP has rejected the allegations.
