Jeddah, Feb 6: About 60,000 Saudis are unable to pay off their loans, said Abdullah Marei bin Mahfouz, chairman of the Jeddah branch of the national committee for the care of prisoners and their families.

Bin Mahfouz said that currently about 300 Saudis are imprisoned in the Kingdom who are unable to settle their bank debts. In addition, about 500 prisoners are unable to pay off credit card debts, and car installments.

Between 2009 and 2011 the increased effectiveness of the payment system — which protects the rights of banks — contributed to lowering the number of people who borrowed money to buy consumer goods, he said.

“I think Saudis are becoming more cautious about getting indebted due to the strict procedures that banks are following. Still, too many Saudis make debts to fund their summer vacation or to buy a luxurious car,” he said.

He added, “The majority of Saudis who are unable to refund their debts, start looking for another source of money, like car companies. They buy two or three cars on an installment system. Then they sell these cars for cash. In most cases the borrowers are unable to refund the car installments.”

According to Bin Mahfouz, sometimes husbands make their wives borrow money for them.

“We currently have six women in prison that were unable to repay their debts. They work as teachers and their husbands forced them to take out bank loans, knowing they would be unable to refund it,” he said.

The bank system is extremely strict in collecting the debts on time.

“When the money is not repaid in due time, the bank freezes the account, stops all electronic transactions of the debtor, and then sends them notifications through the police department,” said Bin Mahfouz.

He added, “Most convicts who are in jail because they couldn’t repay, are Saudis. Expatriates are committed to settling their debts. There are a few Filipino debtors in prison. These are locked up because of credit card debts for amounts starting around SR 10,000. In contrast, Saudis debtors in jail run debts from SR 100,000 and more.”

The Saudi Arabian Monetary Agency (SAMA) recently issued a report on consumer debts. It said these reached SR 246.9 billion in the first quarter of 2012. Compared to the same period in the previous year, the number was up by 19 percent.

SAMA had warned banks against rescheduling unpaid debts of individuals, saying that 45 percent of the debts should be repayable within three years.

Saudi Banker Fadhel Albu Ainain told Arab News that the ratio of consumer debts is high; many people are in debt. He expected the ratio to decrease with the entrance of the mortgage law.

“In Saudi Arabia the rate of consumer debts, used to buy consumer goods, is estimated at about 75 percent. This is unhealthy for the Saudi market. A healthy market would show that most of the loans are used for acquiring stable commercial investments and real estate. Unfortunately, most of the borrowers are employees whose their salaries can’t cover these loans,” he said. “The problem in Saudi Arabia is that people who earn a low wage often tend to incur debts to live a luxurious life.”

Albu Ainain is opposed to increasing the payment period to more than five years.

“Some people are now calling for expanding the debts repayment period to more than five years. There are also calls to increase the maximum amount people can borrow. This is would increase the size of loans and weaken people’s ability to repay their debts,” he said.

Kuwait, Jun 28: Measures imposed to curb the spread of the novel coronavirus in Kuwait are believed to have increased suicide cases in the country, according to a media report.

Forty suicide cases and 15 failed attempts, mainly among Asian expatriates, have been recorded in Kuwait since late February, Gulf News quoted the Al Qabas newspaper report, citing sources as saying on Saturday.

Investigations into the majority of cases have revealed that those who committed suicide had experienced psychological and economic troubles due to dire financial circumstances after their employers stopped to pay them as a result of economic fallout from the coronavirus-related measures.

In one case, an expat livestreamed his suicide while chatting with his fiancee on a social networking platform, the newspaper report said.

Suicide cases have increased by around 40 per cent since the start of the COVID-19 crisis, according to the sources.

Some 70 to 80 suicide cases are recorded annually in Kuwait. Last year, they reached 80 suicides against 77 in 2018.

"Suicide cases have started to go up in Kuwait during the coronavirus pandemic due to fear, anxiety, isolation and instability experienced by people and absence of daily aims that could help the person to spend time regularly as before," the newspaper quoted social psychology consultant Samira Al Dosari as saying.

Uncertainty for some expatriates, whose countries have refused to take them in, is another motive for attempting suicide, according to Jamil Al Muri, a sociology professor at the Kuwait University.

"This is in addition to greed of the iqamat traders, who have brought into the country workers in names of phantom companies and abandoned them on the streets," he added.

Starting from Tuesday, Kuwait will embark on the second phase of a stepwise plan to bring life to normal, Gulf News reportd.

According to Phase 2, a nationwide night-time curfew will be reduced by one hour to run daily from 8 p.m. until 5 a.m. for three weeks.

Kuwait has so far reported 44,391 COVID-19 cases, with 344 deaths.

Riyadh, June 23: Saudi Arabia has decided to go ahead with the Hajj pilgrimage with strict health measures and protocols in an effort to prevent the spread of covid-19.

Minister of Health Dr. Tawfiq Al-Rabiah and Minister of Hajj and Umrah Dr. Muhammad Saleh Benten today addressed a joint virtual press conference today. 

Minister of Hajj expected that number of domestic pilgrims performing the pilgrimage this year will not be more than 10,000. He also confirmed that no pilgrims from outside the Kingdom will be allowed to perform Hajj this year.

Dr. Al-Rabiah said pilgrims should be less than 65 years of age and not suffering from any chronic diseases.

The Hajj pilgrimage, which is one of the five pillars of Islam and a must for able-bodied Muslims at least once in their lifetime, will this year only welcome a “limited number” of people from inside the Kingdom, authorities had said on Monday.

Every year, about 2.5 million pilgrims visit the holiest sites of Islam in Makkah and Madinah, which could make it a possible breeding ground for the disease.

To prevent COVID-19 from spreading among pilgrims, the health ministry, in collaboration with the Ministry of Hajj and Umrah, has developed the plan to ensure the safety of all visitors.

“We have worked with the Ministry of Health to develop preventative and precautionary measures and protocols that are needed to ensure a safe Hajj season,” Benten said.

Protocols:

1. No more than 10,000 people will be allowed to perform the Hajj pilgrimage.

2. All pilgrims will be tested before they reach the holy sites.

3. Only those under the age of 65 will be allowed to perform Hajj this year.

4. All pilgrims will be asked to self-quarantine after they complete the Hajj rituals.

5. All workers and volunteers will be tested before the Hajj pilgrimage begins.

6. The health status of all pilgrims will be monitored daily.

7. A hospital has been prepared for any emergency that occurs during the pilgrimage.

8. Social distancing measures will be enforced.

Dubai, Jan 4: Three UAE airlines have made it to lists of the safest carriers in 2020, reinforcing the value these companies provide passengers in the increasingly competitive aviation scene.

Abu Dhabi's Etihad Airways and Dubai's Emirates are in the list of the top 20 safest airlines, while Sharjah-based Air Arabia is in the list of the top 10 low-cost carriers, safety and product rating website AirlineRatings.com reported on Thursday.

It named Qantas as the safest airline for 2020 out of the 405 carriers it monitors.

The top 20, in order, are Qantas, Air New Zealand, EVA Air, Etihad Airways, Singapore Airlines, Emirates, Alaska Airlines, Qatar Airways, Cathay Pacific Airways, Virgin Australia, Hawaiian Airlines, Virgin Atlantic Airlines, TAP Portugal, SAS, Royal Jordanian, Swiss, Finnair, Lufthansa, Aer Lingus and KLM.

"These airlines are clear standouts in the airline industry and are at the forefront of safety," said AirlineRatings.com editor-in-chief Geoffrey Thomas.

"For instance, Australia's Qantas has been recognised by the British Advertising Standards Association in a test case in 2008 as the world's most experienced airline."

"Qantas has been the lead airline in virtually every major operational safety advancement over the past 60 years and has not had a fatality in the pure-jet era," said Thomas.

AirlineRatings.com editors also identified their top 10 safest low-cost airlines; they are, in alphabetical order, Air Arabia, Flybe, Frontier, HK Express, IndiGo, Jetblue, Volaris, Vueling, Westjet and Wizz.

Saj Ahmad, chief analyst at StrategicAero Research in London, says that it isn't a surprise that UAE carriers are on those lists.

"UAE airlines almost always feature in the top rankings for safety because they value the equipment that they fly their passengers on each and every day," he told Khaleej Times on Thursday.

"All airlines do; but for the UAE, where airlines have expanded rapidly in the last couple of decades, it's an amazing feat that they rank so highly while inducting so many new aeroplanes."

There's little benefit to adding luxurious cabins if maintenance, security and safety protocols as well as routine engineering schedules are not adhered to, he stressed.

"And with the UAE itself sporting MRO activities as well as through companies like Strata, which supply components to Airbus and Boeing directly, airlines here have harnessed that tech-change to ensure that their fleets have the highest redundancy and safety checks at every possible chance," Ahmad added. "That translates into passenger confidence - and we can see the brand and loyalty strength across Emirates, flydubai, Air Arabia and Etihad; it's no surprise that each year, they all fly more and more passengers across their network."

In making its selections, AirlineRatings.com editors and its industry advisors take into account numerous critical factors that include: Audits from aviation's governing bodies and lead associations, government audits, airline's crash and serious incident record, fleet age, financial position and pilot training and culture.

"All airlines have incidents every day and many are aircraft or engine manufacture issues instead of airline operational problems. And it is the way the flight crew handles incidents that determines a good airline from an unsafe one. So just lumping all incidents together is very misleading," said Thomas.
