120,000 to be summoned next Sunday for performing Haj illegally

Ha_IllegalAbha, Oct 22: The Ministry of Interior has sent a strongly-worded circular to all regional governorates asking them to start taking stringent penal action against those Saudis and expatriates who performed Haj without a permit.

The violators will be summoned next Sunday to the nearest police stations across the Kingdom in order to take punitive measures against them.

The governorates have been directed to find 120,000 pilgrims who have been finger-printed while performing Haj without a permit and take them to police stations. The security agencies used fingerprinting devices in Makkah and the Holy Sites of Mina and Arafat this year in order to detect Saudis and expatriates without Haj permits.

According to governorate sources, there won’t be any leniency toward violators of the Haj Ministry’s rules in this regard. Saudis have to take a pledge in front of the security authorities, in addition to paying fines. The expatriate violators will be deported and they won’t be allowed to re-enter the Kingdom for 10 years.

Immediately after the completion of Haj rituals, the General Directorate of Passports started sending text messages to sponsors and employers asking them to terminate work contracts with their expatriate employees who performed Haj illegally.

A number of expatriates have confirmed that their employers had received SMS to fire them for performing Haj illegally.

According to the sources, more than 200,000 Saudis and expatriates performed Haj this year without a permit. Last year, the figure was over 600,000.

Prince Khaled Al-Faisal, Emir of Makkah region and Chairman of the Central Haj Committee, and Minister of Haj Dr. Bandar Hajjar warned earlier that expatriates who perform Haj without a permit will be deported and banned for 10 years.

The warning was instrumental in bringing down considerably the number of illegal pilgrims during this year’s Haj.

Saudi drivers who provided transportation facilities for illegal pilgrims would also face penal action.

Riyadh, Jul 5: Custodian of the Two Holy Mosques King Salman has approved the extension of the validity of the expired iqama (residency permit) and exit and reentry visas of expatriates who are outside the Kingdom for a period of three months without any fee.

The iqama of expatriates inside the Kingdom as well as the visa of visitors who are in the Kingdom of which the validity expires during the period of suspension of entry and exit from the Kingdom will also be extended for a period of three months without any charge.

The validity of final exit visas as well as exit and reentry visas issued for expatriates, who are in the Kingdom, but were not used during the lockdown period will be extended for a period of three months without any fee, the Saudi Press Agency reported quoting an official source at the Ministry of Interior.

The ministry source said that these measures were taken as part of the continuous efforts made by the government of King Salman to mitigate the effects of the coronavirus pandemic on individuals as well as on private sector establishments and investors, economic activities in the Kingdom, following the adoption of the preventive measures to stem the spread of the pandemic.

The beneficiaries of the King’s order include all expatriates who are outside the Kingdom on exit and reentry visas, which expired during the lockdown period and after lifting of the lockdown.

These expatriates are not in a position to return to the Kingdom due to the enforcement of suspension of international flight service and temporary ban on entry and exit from the Kingdom.

The beneficiaries also include those expatriates who are still in the Kingdom after issuance of final exit visas or exit and reentry visas but could not travel because of the suspension of entry and exit from the Kingdom.

May 18: As the UAE authorities have asked all residents to avoid gatherings, it is clear that - for the first time - it's going to be a #StayHome Eid. But experts say that although it will be different, the celebration will be just as meaningful.

It is important to remember that the Eid prayer can be performed at home either individually or with family members under the sane roof, said Dr Mohammed Eyada Ayoub Alkobaisi, a Grand Mufti with the Islamic Affairs and Charitable Activities Department in Dubai.

Dr Alkobaisi said this prayer is a highly recommended Sunnah or practice urged by the Prophet Muhammad (Peace be upon him).

"Eid Prayer must be performed openly, unless we are prevented for an acceptable reason, such as fear for self, wellbeing, property, etc." Under the current circumstances, prayers can be offered from home, he said.

But what the faithful will likely miss is listening to the khutbah or the sermon of Eid with a crowd. The sight of people pouring out into the streets and coming together for prayer and worship would not be unfolding this time.

Dr Sheikh Mohamed Ashmawy, an Islamic researcher, said that in this time of Covid, doing away with several Eid traditions would be necessary for everyone's safety.

"The ban is is line with the ongoing preventive measures to curb the spread of Covid-19," he said.

However, it doesn't mean people can't celebrate and exchange heartfelt greetings, he added.

"We can greet each other remotely on the phone or via social media networks."

Islamic researcher Sheikh Mohamed Wasfi said audio-visual smart apps have made communication much easier, even bringing people closer than before.

"Of course, families and friends wish to hug, shake hands and see each other personally, but this will be a big risk these days," he said.

Sheikh Asadullah Del Mohamed, an imam, reminded that banquets, parties and visits are discouraged to avoid crowds and gathering.

Recently, 30 people from two families tested positive for the virus after breaking social distancing rules and holding a gathering.

Faithful's sentiments

Ibrahim Abdelkader, an Egyptian auditor, said that while it would be sad to spend Eid Al Fitr at home, he understood that it is for everyone's safety.

"Better to stay home than be sorry," said Ahmad Jamil, a Syrian resident.

Rashid Saeed, an Emirati national, said people are advised to just check on each other by phone or video and voice call apps.

"While Eid prayers is banned in congregation, it's not acceptable at all for some people to carelessly gather and exchange visits," he said.

Abdullah Al Saleh, an Emirati national, said he and all his relatives used to gather for breakfast after the Eid prayer - but this time, they are ready to do it in their own homes.

Mohamed Ibrahim, another Emirati, said he would surely miss seeing his kids happily prancing around with their new clothes and enjoying the outdoors like every year.

"But, I agree as it is for their health, safety and wellbeing," he said.

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.
