Millions hunker down as hurricane Irma slams into Florida

Florida, Sept 11: Hurricane Irma is giving Florida a coast-to-coast pummeling with winds up to 210km/h, swamping homes and boats, knocking out power to millions and toppling massive construction cranes.

The 640-kilometre-wide storm blew ashore Sunday morning in the mostly cleared-out Florida Keys as a Category 4 hurricane before eventually weakening to a Category 2 storm as it moved up the coast.

Forecasters said it could hit the heavily populated Tampa-St Petersburg area early on Monday.

"Pray, pray for everybody in Florida," Governor Rick Scott told US media on Sunday.

At least three people were reportedly killed in two separate vehicle accidents in Florida that took place as the stormed arrived. At least 25 people were killed during Irma's destructive trek across the Caribbean earlier this week. 

Storm surges

A storm surge of over three metres was recorded in the Florida Keys, and forecasters warned some places on the mainland could get up to 4.5 metres of water.

"This is a life-threatening situation," Scott told a press conference.

Al Jazeera's Kristen Saloomey, reporting from Naples in south Florida, said that while "the worst of the storm had passed over the city, the next big thing people were worrying about was the storm surge".

She added that a surge of up to 4.5 metres could put the entire downtown area of Naples at risk.

Some 645km north of the Keys, people in the Tampa-St Petersburg area braced for the onslaught on Sunday night.

The Tampa Bay area, with a population of about three million, has not taken a direct hit from a major hurricane since 1921.

Al Jazeera's Heidi Zhou-Castro, reporting from Tampa, said those in the city are very concerned about storm surges as well.

"The real dangers here are three-fold," she said.

"People are worried about the winds of 150km/h, which are predicted in Tampa, as well as the rainfall, and the highest concern is the storm surges."

Entire state 'at risk'

While Irma raked the state's Gulf Coast, forecasters warned that the entire state - including the Miami metropolitan area of six million people - was in danger because of the sheer size of the storm.

In Miami, a woman who went into labour, was guided through delivery by phone when authorities could not reach her in high winds and street flooding. Firefighters later took her to the hospital.

Two of the two dozen construction cranes looming over the city's skyline collapsed in the wind. No injuries were reported. City officials said it would have taken about two weeks to move the massive equipment.

Al Jazeera's Alan Fisher, reporting from Miami, said there was a point during the afternoon on Sunday that the rain and wind were so strong that visibility was reduced to less than 10 metres.

"It was so heavy that you really couldn't see much further than your hand," Fisher said.

"The good news is that many people have moved out of their homes, they have gone to the shelters that have been provided - more than 375 of them across the state - and they will stay there, probably until Tuesday or Wednesday when the water starts to recede and things get back to normal."

Power outages

Curfews were imposed in Miami, Tampa, Fort Lauderdale and much of the rest of South Florida, and some arrests of violators were reported. 

Florida Power and Light said that more than three million customers were without power by Sunday evening and more outages were expected as the storm moved further north.

The utility company added that full restoration of service could take weeks.

Nearly seven million people in the southeastern part of the US were warned to evacuate, including 6.4 million in Florida alone.

After leaving Florida, a weakened Irma is expected to push into Georgia, Alabama, Mississippi, Tennessee and beyond. A tropical storm warning was issued for the first time ever in Atlanta, Georgia, which is some 320km from the sea.

President Donald Trump approved a disaster declaration for Florida, opening the way for federal aid.

Florida's governor also activated all 7,000 members of the Florida National Guard, and 10,000 guardsmen from elsewhere were being deployed.

Irma at one time was the most powerful hurricane ever recorded in the open Atlantic, a Category 5 with a peak wind speed of 300km/h, and its approach set off alarm in Florida.

For days, forecasters had warned that Irma was taking dead aim at the Miami area and the rest of the state's Atlantic coast.

But then Irma made a more pronounced westward shift that put a bull's-eye on the Tampa area - the result of what meteorologists said was an atmospheric tug-of-war between weather systems that nudged Irma and determined when it made its crucial right turn into Florida.

Before making its way to Florida, Irma blasted the Caribbean, ripping roofs off houses, collapsing buildings and flooding hundreds of kilometres of Cuba's coastline after it had already devastated several other islands in the Caribbean.

New Delhi, Feb 12: The Centre on Wednesday said the NRC data in Assam is safe even though some technical issues were visible and that will be resolved soon.

The Union Home Ministry clarification came in view of reports that data of the final list of the National Register of Citizens has been made offline from its official website.

"The NRC data is safe. Some technical issues are in visibility on cloud. These are being resolved soon," a home ministry spokesperson said.

The data was not available for a couple of days and it created panic in the public, mostly among the people excluded from the list as the rejection certificates were yet to be issued.

NRC State Coordinator Hitesh Dev Sarma accepted that the data has been made offline, but refuted the allegation of any "malafide" intent in it.

The cloud service for the huge set of data was provided by IT firm Wipro and their contract was till October 19 last year. However, this was not renewed by the previous coordinator.

So, the data got offline from December 15 after it was suspended by Wipro, Sarma said.

He said the state coordination committee had decided to do necessary formalities in its meeting on January 30 and wrote to the Wipro during the first week of February.

"Once Wipro makes the data live, it will be available for public. We hope people will be able to access it in the next 2-3 days," Sarma said.

The complete detail of exclusion and inclusion of bonafide Indian citizens in the NRC was uploaded on its official website http://www.nrcassam.nic.in after the final list was published on August 31, 2019.

The final NRC was published by excluding 19,06,657 persons. A total of 3,11,21,004 names were included out of 3,30,27,661 applicants.

After the earlier NRC State Coordinator Prateek Hajela relinquished the charge on November 11 following his transfer to home state Madhya Pradesh on a direction from the Supreme Court, Sarma was appointed in his place on November 9.

Srinagar, Mar 7: Two more accused, including a man who allegedly bought chemicals online for making improvised explosive device (IED) to be used in an attack on a convoy of the Central Reserve Police Force (CRPF) in Jammu and Kashmir's Pulwama last year, were arrested by the National Investigation Agency (NIA) on Friday, an official said.

The terror attack left 40 CRPF personnel dead in south Kashmir's Pulwama last year.

Waiz-ul-Islam, 19, from Srinagar and Mohammad Abbass Rather, 32, from Pulwama were arrested by the NIA, taking the number of those arrested in the case in the past week to five.

"During initial interrogation, Islam disclosed that he used his Amazon online shopping account to procure chemicals for making IEDs, batteries and other accessories on the directions of Pakistani Jaish-e-Mohammed (JeM) terrorists," the official said.

He said Islam personally delivered the items to the JeM terrorists after buying them online as a part of the conspiracy to carry out the attack.

"Rather is an old overground worker of the JeM. He has disclosed that he gave shelter at his home to Jaish terrorist and IED expert Mohd Umar after he came to Kashmir in April-May 2018," the official said.

Rather also sheltered other JeM terrorists - suicide bomber Adil Ahmad Dar, Sameer Ahmed Dar and Kamran, a Pakistani -- at his house before the Pulwama attack, the official said.

"He also facilitated safe shelter for the JeM terrorists, including Adil, at the house of accused Tariq Ahmed Shah and his daughter Insha Jan of Hakripora, who were arrested on March 3," the official said.

He said Islam and Rather will be produced before the NIA special court in Jammu on Saturday, while further investigation in the case continues. The NIA took over the case to probe the conspiracy behind the February 14, 2019, attack in Pulwama.

The last video of Adil, which was released by the JeM from Pakistan after the terror attack, was filmed at the home of Tariq Ahmed Shah. On February 28, the NIA achieved a major breakthrough in the case when it arrested 22-year-old Shakir Bashir Magrey, a furniture shop owner and resident of Pulwama.

Magrey had given shelter and other logistical assistance to suicide bomber Adil. He was introduced to Adil in mid-2018 by Pakistani terrorist Mohammad Umar Farooq and he became a full-time OGW of the JeM.

The explosives used in the attack were determined through forensic probe to be ammonium nitrate, nitro-glycerin and RDX. During investigation into the attack, the identity of the suicide bomber to be Adil Ahmad Dar was confirmed through DNA matching with that of his father.

The other key terrorists involved in the attack have been found to be JeM's south Kashmir divisional head Muddasir Ahmad Khan, killed in an operation by the security forces on March 11 last year; Pakistani terrorists Muhammad Umar Farooq and IED expert Kamran, both killed on March 29 last year; the owner of the car Sajjad Ahmad Bhat, a resident of Anantnag who was killed on June 16 last year, and Qari Yassir, JeM's commander for Kashmir who was killed on January 25 this year.

London, May 20: The current physical distancing guidelines of 6 feet may be insufficient to prevent COVID-19 transmission, according to a study which says a mild cough in low wind speeds can propel saliva droplets by as much as 18 feet.

Researchers, including those from the University of Nicosia in Cyprus, said a good baseline for studying the airborne transmission of viruses, like the one behind the COVID-19 pandemic, is a deeper understanding of how particles travel through the air when people cough.

In the study, published in the journal Physics of Fluids, they said even with a slight breeze of about four kilometres per hour (kph), saliva travels 18 feet in 5 seconds.

"The droplet cloud will affect both adults and children of different heights," said study co-author Dimitris Drikakis from the University of Nicosia.

According to the scientists, shorter adults and children could be at higher risk if they are located within the trajectory of the saliva droplets.

They said saliva is a complex fluid, which travels suspended in a bulk of surrounding air released by a cough, adding that many factors affect how saliva droplets travel in the air.

These factors, the study noted, include the size and number of droplets, how they interact with one another and the surrounding air as they disperse and evaporate, how heat and mass are transferred, and the humidity and temperature of the surrounding air.

In the study, the scientists created a computer simulation to examine the state of every saliva droplet moving through the air in front of a coughing person.

The model considered the effects of humidity, dispersion force, interactions of molecules of saliva and air, and how the droplets change from liquid to vapour and evaporate, along with a grid representing the space in front of a coughing person.

Each grid, the scientists said, holds information about variables like pressure, fluid velocity, temperature, droplet mass, and droplet position.

The study analysed the fates of nearly 1,008 simulated saliva droplets, and solved as many as 3.7 million equations.

"The purpose of the mathematical modelling and simulation is to take into account all the real coupling or interaction mechanisms that may take place between the main bulk fluid flow and the saliva droplets, and between the saliva droplets themselves," explained Talib Dbouk, another co-author of the study.

However, the researchers added that further studies are needed to determine the effect of ground surface temperature on the behaviour of saliva in air.

They also believe that indoor environments, especially ones with air conditioning, may significantly affect the particle movement through air.

This work is important since it concerns safety distance guidelines, and advances the understanding of the transmission of airborne diseases, Drikakis said.
