MLAs oppose present version of pvt hospitals bill

Bengaluru, Jun 21: Almost all MLAs who are medical doctors by profession on Tuesday opposed the controversial bill to regulate private hospitals in its present form and suggested to the government to conduct wider consultations in this regard.

Participating in a discussion on the bill in the Assembly, Dr A B Maalakaraddy (Congress) said doctors are already working under immense pressure. Vested interests will make use of the bill to harass them. It will become impossible for doctors to function if their concerns are not addressed, he warned.

“The bill has created an atmosphere of fear. The government should tread cautiously in this regard. We must do it without hurting the sentiments of the doctors...The Minister (Health Minister K R Ramesh Kumar) should not get emotional. His intentions are good,” Maalakaraddy, who is a former health minister, stated.

Dr Shivaraj Patil (JD-S) warned that doctors will not be able to function if the bill is given effect in its present form. Dr C N Ashwath Narayan (BJP) suggested that the government hold consultations with doctors and address their concerns. Otherwise, the government will not be able to protect the interests of the poor patients. It is appropriate to refer the bill to the joint select committee, he added.

Besides, BJP MLA S Suresh Kumar said there are a lot of apprehensions about the bill. Incidents of attacks on doctors have increased of late. Nobody is doubting the government’s intentions. But it should not result in unnecessary harassment of doctors, he added.

Leader of the Opposition Jagadish Shettar said the government should submit before the House the full report of the Justice Vikramajit Sen committee that recommended measures to be taken to regulate medical establishments. The committee had in its report suggested that all medical establishments, including that of the government, should be brought under the purview of the bill, he added.

Almost all BJP members, including Shettar, demanded that the government should refer the bill to the joint select committee.

However, some members of the JD(S) spoke in favour of the bill.

Bill aims to regulate pvt medical establishments and not doctors.

Rate for treatments will not be fixed arbitrarily; an expert committee comprising all stakeholders will be formed for this purpose.

Imprisonment clause for violations dropped.

Many pvt hospitals are over-billing, conducting repetitive tests and over-pricing drugs.

Some pvt hospitals are claiming refund by submitting fictitious bills to the govt.

Govt hospitals are already regulated and hence, no need to bring them under the bill.

West Bengal govt has enacted harsher legislation in this regard.

Counter argument

Harassment of doctors will increase as vested interests may misuse certain provisions.

Attacks on doctors will increase and, in turn, the poor patients will be affected.

Govt medical establishments should also be brought under the purview of the bill.

Submit the full report of Justice Vikramajit Sen report in the House.

The bill has created an atmosphere of fear and hence, it needs wider consultation.

Mangaluru, Jun 29: A three year old child lost its life after being hit by a car at Nadupadavu village under the limits of Konaje police station on the outskirts of the city today. 

The victim has been identified as Faheema (3), daughter of  Farooq, a resident of Nadupadavu. 

The mishap occurred when the girl ran towards the road when the car was entering a main road from an inner road.

Mangaluru, Mar 28: Dakshina Kannada District observed a total shutdown on Saturday with closure of all shops, barring milk booths and pharmacy, to prevent spread of deadly Coronavirus.

The Central Market, a hub of activities where vegetables, groceries, flowers are sold, remained closed. Despite the milk booths and pharmacies being exempted from the purview of bandh, only a few milk booths remained open here.

The administration decided to go far bandh ion the wake of people failing to follow the lockdown guidelines of maintaining social distance and some wandering on the streets without valid reason. Moreover, there was increase in the number of corona cases despite measures taken, Deputy Commissioner Sindhu B Rupesh said.

Kochi, Jan 22: Rail passengers from Kerala are a happy lot as the state’s traditional food items such as appam and eggcurry, puttu and kadala curry have found their way back to the revised menu of the Railways in the wake of protests over reports that they were replaced by north indian delicacies.

The popular Kerala dishes were reinstated to the list following social media backlash over the Indian Railway Catering and Tourism Corporation’s reported decision to replace the favorite cuisine of Malayalis from its menu with north Indian dishes such as Kachori and Chole Bhature.

Ernakulam MP Hibi Eden, who had shot off a letter to Railway Minister Piyush Goyal raising the issue of alleged discrimination against Keralites, got an assurance from the IRCTC officials that popular items, including snacks such as unniyappam and sukhiyan will be served through its outlets in the state.

Eden said the IRCTC officials who visited him at his home on Wednesday morning have presented him with the list of delicacies to be served by its local vendors in Kerala. In his letter to the minister, the MP had stated that dishes which are very important to Malayalis for breakfast such as appam, egg curry, porotta, dosa, steam cake (puttu) were excluded along with snacks such as banana fry (pazham pori), kozhukkatta, unniyappam, neyyappam and sukhiyan.  He had also raised the issue of hike in price of food items.

According to him, price of meals has been increased from RS 35 to 70 and that ofsnacks such as vada from Rs 8 to 15.  While the price of vada has not been reduced, the fare of snack meal like parotta, chappathi, idiyappam, appam and puttu with kadala curry or egg curry will be served at Rs 50.  According to IRCTC, a passenger will have to shell out Rs 20 for unniyappam/sukhiyan/neyyappam, 2 numbers each.  Informing Goyal of the changes in menu, he said Malayalis are discriminated in trains and railway refreshment rooms by the food which is the right of every passenger.

He had sought urgent intervention of the Minister and speedy action in the matter.
