Modi consults ministryNew Delhi, May 24: Prime minister-designate Narendra Modi is giving final shape to a compact “right-sized” council of ministers, which may see the BJP offering its allies at least one Cabinet and two Ministers of State (MoS) berths, depending on their tally of Lok Sabha seats.

Under this formula, big allies like the Shiv Sena and the Telugu Desam Party (TDP), which won 18 and 16 seats respectively, could look forward to even one Cabinet rank and three MoS.

Smaller allies could be offered a Cabinet berth or a MoS with independent charge.BJP insiders said Modi had in mind a team of 20 to 25 Cabinet ministers in all and an equal number of MoS after clubbing together some ministries and departments that were doing the same area of work.

In any case, Modi was against a jumbo ministry of 70 or more nominees. The 91st amendment to the Constitution, enacted in 2003, warrants that the total number of ministers, including the prime minister or chief minister, in the council of ministers should not exceed 15 per cent of the total number of members of the Lok Sabha or a state Assembly.

Besides the Shiv Sena and the TDP, Modi will have to accommodate Ram Vilas Paswan-led Lok Janshakti Party (LJP), which won six seats.

Though Modi is in no mood to accept Paswan’s demand for Railways, the prime minister- designate cannot ignore the “social importance” of the LJP when the Bihar assembly polls are due next year. Paswan’s party could be offered a Cabinet and a MoS berth.

Another Bihar NDA ally, Upendra Kushwaha-led Rashtriya Lok Samta Party, is likely to get one MoS post. The party won three LS seats.

Modi’s formula for the Shiv Sena will have to take into account the fact that Maharashtra is headed for Assembly polls in November. Therefore, the BJP will have to accommodate its wishes though portfolios will be chosen by Modi, party sources said.

TDP president N Chandrababu Naidu will meet Modi and other top BJP leaders on Sunday to decide the berths for his party MPs. TDP sources said Naidu hoped to secure at least four berths as the list of aspirants in his party was long.

The party has six MPs in Rajya Sabha, including two from Telangana, and 16 in Lok Sabha, of which only one is from Telangana.

As many as 12 of the 16 MPs are new faces in Parliament though three of them -- J C Diwakar Reddy, P Ashok Gajapathi Raju and Thota Narasimham -- have rich experience as MLAs and state ministers.

Going by his seniority as a six-time legislator and command over parliamentary affairs, Raju could be a front-runner for a Cabinet berth, party sources said. Five-time MP Rayapati Sambasiva Rao joined the TDP on election eve and won a sixth term. He too is tipped for Cabinet rank.

Chittoor MP N Siva Prasad, who has been elected for the second consecutive term, is likely to be TDP’s choice under Dalit quota and may get MoS. He had previously served as a minister in the Naidu ministry.

Earlier in the day, Akali Dal chief and Punjab Chief Minister Parkash Singh Badal and his deputy-CM son Sukhbir Badal met BJP?president Rajnath Singh at his residence. Akali Dal, one of the oldest BJP allies, may land a berth.

Badal had initially conveyed his party’s reluctance to join Modi’s Cabinet because of its poor performance, which saw the defeat of senior BJP leader Arun Jaitley from Amritsar. The Akali Dal won only four of the 13 seats from Punjab.

Modi, who will be sworn in on May 26, held a meeting with senior leaders, including Rajnath Singh, Amit Shah, Nitin Gadkari and Arun Jaitley at Gujarat Bhawan on Friday.

New Delhi, Feb 26: Calling the recent violence in Delhi as 'planned conspiracy', Sonia Gandhi on Wednesday demanded Union Home Minister Amit Shah's resignation over the clashes that left 20 people dead in two days.

"CWC (Congress Working Committee) believes Home Minister and Centre is responsible. The Home Minister should tender his resignation with immediate effect," the Congress party's interim chief told reporters here.

Violent clashes erupted between pro and anti-CAA groups in parts of northeast Delhi on Monday, leading to widespread vandalism and arson for over two days.

While many blamed police for inaction to control the mobs, Union Home Minister Amit Shah met the top brass of Delhi Police, Chief Minister Arvind Kejriwal, LG Anil Baijal and directed the officials to control the situation.

Gandhi blamed both the Central and the Delhi governments, saying the administration did not take adequate steps on time to curb violence in the national capital.

"Chief Minister Arvind Kejriwal and Center is equally responsible for not activating the administration to reach out to the people to maintain peace and harmony," Sonia added.

The death toll in the violence rose to 20 on Wednesday, according to GTB hospital authorities.

Government sources told ANI that the National Security Advisor (NSA) Ajit Doval has been given the charge of bringing normalcy in the capital.

Sources also said that Doval will brief Prime Minister Narendra Modi and the Cabinet about the prevailing situation.

The NSA last night visited Jaffrabad, Seelampur and other parts of northeast Delhi where he held talks with leaders of different communities.

Without naming any leader, the Congress interim president also targeted the leaders of the Bharatiya Janata Party for making inflammatory statements saying that "there is a conspiracy behind the violence, country also saw this during Delhi elections. Many BJP leaders made inciting comments creating an atmosphere of fear and hatred."

New Delhi, Jun 3: Over 1 lakh scanned copies of Indians' national IDs, including Aadhaar, PAN card and passport, have been put on dark web for sale, cyber intelligence firm Cyble said on Wednesday.

The leaked data seems to have originated from a third party and not from the government system, according to a report by Cyble.

"We came across a non-reputed actor who is currently selling over 1 lakh Indian National IDs on the dark net. With such a low reputation, ideally, we would have skipped this; however, the samples shared by the actor intrigued our interest -- and also the volume. The actor is alleged to have access to over 1 lakh IDs from different places in India," Cyble said.

The personal data leaked by cyber criminals leads to various nefarious activities such as identity thefts, scams, and corporate espionage. Many criminals use the personal details in the IDs to win trust of the people over a phone call for fraudulent activities.

The Cyble researchers acquired around 1,000 IDs from the seller and confirmed that the scanned IDs belong to Indians.

"Preliminary analysis suggests that the data originated from a third party, and no indication or artefact is indicating that it came from a government system. At this point, Cyble researchers are still investigating this further -- we are hoping to share an update soon," Cyble said.

The scanned ID documents indicate that the data may have been leaked from a company's data base in the segment where they have to comply with 'Know Your Customer' (KYC) norms.

"Cyble researchers have also learned about a surge in KYC and banking scams -- leaks such as this are often used by scammers to target individuals, especially elderlies," Cyble said.

The cyber intelligence firm has recommended people to refrain from sharing personal information especially financial information over phone, e-mail or SMS.

"Regularly monitor your financial transaction, if you notice any suspicious transaction, contact your bank immediately," the company said.

In May, Cyble showed two instances where personal data of 7.65 crore Indians have been put on sale in the dark web. In one instance, the seller claimed to have sourced data of 4.75 crore Indians from online directory Truecaller and in other, the seller claimed to have sourced from job websites.

Truecaller, however, had denied the claim of breach in its database.

New Delhi, Jan 31: The central government has decided that pensioners' life certificates will be collected from their doorstep, saving them from hassles of visiting pension disbursing banks.

The service will be charged an amount not exceeding Rs 60, according to a statement issued on Thursday by the Department of Pension and Pensioners' Welfare (DoPPW).

Every year a pensioner is required to give proof of him being alive to banks in order to ensure continued pension. These certificates can be submitted online or by visiting the bank.

"The department has taken a landmark step to make life easier for senior citizens to submit their annual life certificate for continued pension," it said.

Directions have been issued to all pension disbursing banks to send SMS or emails to all their pensioners on October 24, November 1, November 15 and November 25 every year reminding them to submit their annual life certificates by November 30, the statement said.

"The bank in addition will also ask such pensioners through SMS/email as to whether they are interested in submission of life certificate through a chargeable doorstep service, the charge not exceeding Rs 60, it said.

The department for stricter monitoring and in order to ensure that no pensioners are left out has also directed the banks to make an exception list on December 1 every year of those pensioners who fail to submit their life certificate and issue another SMS or email to them for submitting it.

The Central Pension Processing Cells (CPPC) of the pension disbursing banks shall now be duty bound to submit a report to the DoPPW in January, February and March.

The report will indicate the total number of pensioners who have not given their life certificate along with a breakup of the certificates submitted physically and through digital means, the statement said.

This is a landmark step from the side of the central government showing due care for pensioners, it said.

This step is in addition to the order issued in July last year, vide which all pensioners aged 80 years and above have been given an exclusive window to submit their life certificate w.e.f. 1st October every year instead of 1st November every year, the statement added.
