Modi govt imposes up to Rs 8,500 levy per flight; airfares to rise

New Delhi, Nov 11: Airfares are set to rise with the government deciding to levy up to Rs 8,500 per flight on major routes to fund the regional air connectivity scheme.

Civil Aviation Secretary R N Choubey today said the levy would be up to Rs 8,500 per flight depending on distance. The ambitious scheme -- UDAN (Ude Desh ka Aam Naagrik) -- seeks to connect small cities by air as well as make flying more affordable for the masses.

To provide viability gap funding for the flights operated under the regional connectivity scheme, the Ministry would impose a levy on every departure on major air routes such as the national capital, Mumbai, Chennai, Hyderabad, Bengaluru and Kolkata.

"The levy for an up to 1,000 kilometre length of scheduled flight will be Rs 7,500 per flight, Rs 8,000 for a 1,000 to 1,500 kilometre flight and Rs 8,500 for flights above 1,500 kilometre," Choubey said here.

For UDAN, the government would be creating the Regional Connectivity Fund (RCF).

With the levy, the government estimates to have Rs 400 crore for RCF, Choubey said. "In addition to this, another 20 per cent (funding) will come from state governments. We are roughly looking at around Rs 500 crore per year available in the kitty," he noted.

The move would push airfares slightly higher as airlines are expected to pass on the burden to fliers.

The funding is being provided since the fares of half of the seats operated in a particular flight under UDAN would be capped at Rs 2,500 for one-hour duration. This cap would be applicable for distance of 476-500 kilometres.

The limit of RCS airfare would vary from Rs 1,420 to Rs 3,500 for fixed-wing aircraft. For helicopters, half-an-hour ride under the scheme would cost Rs 2,500 and for over one- hour duration, the cap would be Rs 5,000.

RCF is to be funded by the Centre and respective state government participating in UDAN.

Bengaluru, Feb 10: After many twists and turns, veteran Congress leader Mallikarjuna Kharge is emerging as the frontrunner for the KPCC president’s post, party sources revealed.

Though the names of DK Shivakumar and MB Patil did the rounds sometime ago, the party high command could not decide on an apt candidate, and had to widen its horizon looking for a leader who can take all factions along, and they seem to have zeroed in on Kharge.

But the senior Dalit leader is also in the reckoning for the more important All-India Congress Committee president’s post after he successfully stitched up an alliance, despite all odds, between the Congress and Shiv Sena in Maharashtra. He is understandably reluctant to take up the KPCC post. “The central leadership has given him some time to consider the KPCC offer,” the sources said.

The high command would rather go with Kharge as he is politically a far bigger force than Shivakumar and M B Patil and the party central leadership wants a safe pair of hands to handle the affairs of the state, the sources said. Also, senior leaders Siddaramaiah, Shivakumar and M B Patil cannot raise a voice against Kharge if he is elected to the post, they said.

Kharge was the Pradesh Congress chief in 2008 when the BJP was in power under B S Yediyurappa. An old warhorse, Kharge is seen as an able administrator and taskmaster. He had won a record 11 elections on the trot before he was defeated in the Kalaburgi Parliamentary Constituency by his former protege Dr Umesh Jadhav in the last election.

Sources said that the high command will not consider Shivakumar for the top slot till he comes out clean in all the legal cases against him.

It is exactly two months since Dinesh Gundurao resigned as KPCC president after the party managed to win just two out of the 15 Assembly constituencies that went for by-elections. Siddarmaiah too resigned on the same day owning moral responsibility for the loss, but the party has decided to continue with him as the assembly opposition leader, while looking for a replacement for Gundurao. 

The high command sent senior central leaders  Madhusudhan Mistry and Bhakta Charan Das on December 20 to sort out the issue of KPCC president. Though they met the state leaders and held high-level meetings in Delhi, they could not decide on a candidate. Meanwhile, the central leadership has asked Gundurao to continue in the post, till a replacement is found.

‘Congress will protest against scrapping reservation’

Bengaluru: “RSS-BJP is against reservation and have been trying to scrap it for sometime now,’’ said senior Congress leader Mallikarjun Kharge on Sunday. He stated that the Congress would take up the issue for a determined agitation both inside and outside the parliament. He said they must file a petition against this. His reaction comes after the SC recently took a decision where the top court had maintained that reservation in promotions was not a fundamental right.

Bengaluru, May 4: Karnataka Pradesh Congress Committee (KPCC) president DK Shivakumar on Sunday condemned the arrest of women Congress leaders who were marching to Chief Minister BS Yediyurappa's house demanding action against BJP MLAs "caught" repacking food materials meant for Anganwadi children and pregnant women.

Taking to Twitter, Shivakumar posted pictures of the incident and wrote, "Strongly condemn the arrest of women congress leaders who were marching to the CM's house to ask for action against BJP MLAs caught repacking food materials meant for anganwadi children and pregnant women. Earlier, held a protest and PC demanding arrest of those involved in the scam."

Earlier on Sunday, Former Karnataka Chief Minister Siddaramaiah claimed that BJP leaders are "stealing" government grocery packets, pasting their photos and providing them to "well off party workers".

Taking to Twitter he wrote, "It is unfortunate that BJP leaders are exhibiting their political cruelty even during crisis. They are stealing govt food & grocery packets to paste their photos and then give it away to their well off party workers."

"Aravind Limbavali and other BJP leaders are caught branding themselves through the government distributed food packets. Nothing is more disgraceful and shameful than this. They should be made to resign & should be arrested," he wrote.

He further asserted that the Karnataka Chief Minister is directly responsible for the leakage. He has allowed his party workers to siphon off poor people's food.

"Shashikala Jolle (Minister of Women, Child Development and Empowerment of Differently Abled, Senior citizens, Govt of Karnataka) should immediately resign for her laxity and allowing her party people to steal from Anganwadi," he added.

Bengaluru, June 21: Three youngsters lost their lives when an alleged wheeling stunt turned near Jakkur flyover in the city today morning. 

The deceased have been identified as Mohammed Hadi, Ahmed Khan and Syed Riaz, all residents of Nagavara Govindapura.

The tragedy took place at around 6:30 a.m. While two among them died on the spot, the third one breathed his last at a hospital, soruces said.

Yelahanka traffic police have registered a case in this regard.
