Modi govt slams UN for opposing its decision to deport helpless Rohingyas

Geneva, Sept 12: Prime Minister Narendra Modi led-NDA government of India on Tuesday reacted strongly to remarks made by UN High Commissioner for Human Rights Zeid Ra'ad Al Hussein on the issue of deportation of Rohingya Muslims.

Ambassador Rajiv K Chander, the Permanent Representative of India to the United Nations, expressed disapproval of the remarks of Al Hussein, who had criticised New Delhi's current measures to deport Rohingyas "at a time of such violence against them".

Al Hussein had deplored India's measures to deport the Rohingya refugees, noting that "nearly 40,000 had settled in India and 16,000 of them had received refugee documentation."

"We are perplexed at some of the observations made by the High Commissioner in his oral update. There appears to be inadequate appreciation of the freedoms and rights that are guaranteed and practiced daily in a vibrant democracy that has been built under challenging conditions. Tendentious judgments made on the basis of selective and even inaccurate reports do not further the understanding of human rights in any society," Rajiv K Chander said.

Chander further said that like many other nations, India is concerned about illegal migrants, in particular, with the possibility that they could pose security challenges and added that enforcing laws should not be mistaken for lack of compassion.

Chander then pointed at the issue of Kashmir and said, "We have also noted that the issue of human rights situation in Jammu and Kashmir has been raised. It is a matter of regret that the central role of terrorism is once again being overlooked. Assessments of human rights should not be a matter of political convenience."

"India believes that achieving human rights goals calls for objective consideration, balanced judgements and verification of facts. Our government's motto of 'Sabka Saath, Sabka Vikas' is a true reflection of our commitment to achieve inclusive development in the spirit of leaving none of our citizens behind," he added.

"It is also surprising that individual incidents are being extrapolated to suggest a broader societal situation. India is proud of its independent judiciary, freedom of press, vibrant civil society and respect for rule of law and human rights. A more informed view would have not only recognized this but also noted, for example, that the Prime Minister himself publicly condemned violence in the name of cow protection. India does not condone any actions in violation of law and imputations to the contrary are not justified," he said.

If a prime minister condemn on certain issues and does not take any preventive measures to stop it then it is useless.

Wuhan, Apr 15: In the six days after top Chinese officials secretly determined they likely were facing a pandemic from a new coronavirus, the city of Wuhan at the epicenter of the disease hosted a mass banquet for tens of thousands of people; millions began traveling through for Lunar New Year celebrations.

President Xi Jinping warned the public on the seventh day, Janaury 20. But by that time, more than 3,000 people had been infected during almost a week of public silence, according to internal documents obtained by The Associated Press and expert estimates based on retrospective infection data.

That delay from Jan 14 to Jan. 20 was neither the first mistake made by Chinese officials at all levels in confronting the outbreak, nor the longest lag, as governments around the world have dragged their feet for weeks and even months in addressing the virus.

But the delay by the first country to face the new coronavirus came at a critical time — the beginning of the outbreak. China's attempt to walk a line between alerting the public and avoiding panic set the stage for a pandemic that has infected almost 2 million people and taken more than 126,000 lives.

Other experts noted that the Chinese government may have waited on warning the public to stave off hysteria, and that it did act quickly in private during that time.

But the six-day delay by China's leaders in Beijing came on top of almost two weeks during which the national Center for Disease Control did not register any cases from local officials, internal bulletins obtained by the AP confirm. Yet during that time, from Jan 5 to Jan 17, hundreds of patients were appearing in hospitals not just in Wuhan but across the country.

It's uncertain whether it was local officials who failed to report cases or national officials who failed to record them. It's also not clear exactly what officials knew at the time in Wuhan, which only opened back up last week with restrictions after its quarantine.

But what is clear, experts say, is that China's rigid controls on information, bureaucratic hurdles and a reluctance to send bad news up the chain of command muffled early warnings. The punishment of eight doctors for rumor-mongering, broadcast on national television on Jan. 2, sent a chill through the city's hospitals.

Doctors in Wuhan were afraid, said Dali Yang, a professor of Chinese politics at the University of Chicago. It was truly intimidation of an entire profession. Without these internal reports, it took the first case outside China, in Thailand on Jan 13, to galvanize leaders in Beijing into recognising the possible pandemic before them. It was only then that they launched a nationwide plan to find cases distributing CDC-sanctioned test kits, easing the criteria for confirming cases and ordering health officials to screen patients, all without telling the public.

The Chinese government has repeatedly denied suppressing information in the early days, saying it immediately reported the outbreak to the World Health Organization.

Allegations of a cover-up or lack of transparency in China are groundless, said foreign ministry spokesman Zhao Lijian at a Thursday press conference.

The documents show that the head of China's National Health Commission, Ma Xiaowei, laid out a grim assessment of the situation on Jan. 14 in a confidential teleconference with provincial health officials.

A memo states that the teleconference was held to convey instructions on the coronavirus from President Xi Jinping, Premier Li Keqiang and Vice Premier Sun Chunlan, but does not specify what those instructions were.

The epidemic situation is still severe and complex, the most severe challenge since SARS in 2003, and is likely to develop into a major public health event, the memo cites Ma as saying.

The National Health Commission is the top medical agency in the country. In a faxed statement, the Commission said it had organised the teleconference because of the case reported in Thailand and the possibility of the virus spreading during New Year travel. It added that China had published information on the outbreak in an open, transparent, responsible and timely manner," in accordance with important instructions repeatedly issued by President Xi.

The documents come from an anonymous source in the medical field who did not want to be named for fear of retribution. The AP confirmed the contents with two other sources in public health familiar with the teleconference. Some of the memo's contents also appeared in a public notice about the teleconference, stripped of key details and published in February.

Under a section titled sober understanding of the situation, the memo said that clustered cases suggest that human-to-human transmission is possible. It singled out the case in Thailand, saying that the situation had changed significantly because of the possible spread of the virus abroad.

With the coming of the Spring Festival, many people will be traveling, and the risk of transmission and spread is high, the memo continued.

New Delhi, Jul 17:  Congress leader Rahul Gandhi on Friday said that as India's COVID-19 tally has crossed 10,00,000 mark and issued a warning that by August 10, more than 20,00,000 people may be infected in the country. He called on the government to take concrete steps to control the pandemic.
 
Taking to Twitter, Gandhi marked his earlier tweet from July 14 that stated: "This week the figure will cross 10,00,000 in our country."
"The tally has crossed 10,00,000 mark. If COVID-19 continues to spread at the same speed, by August 10, more than 20,00,000 people will be infected in the country.
 
The government must take concrete, planned steps to stop the epidemic," he tweeted today.
With the highest single-day spike of 32,695 cases and 606 deaths, India's COVID-19 tally on Thursday reached 9,68,876, informed the Union Ministry of Health and Family Welfare on Thursday.
 
The total number of COVID-19 cases includes 3,31,146 active cases, 6,12,815 cured/discharged/migrated and 24,915 deaths.

Washington, Feb 5: Experts warned a US government panel last night that India's Muslims face risks of expulsion and persecution under the country’s new Citizenship Amendment Act (CAA) which has triggered major protests.

The hearing held inside Congress was called by the US Commission on International Freedom, which has been denounced by the Indian government as biased.

Ashutosh Varshney, a prominent scholar of sectarian violence in India, told the panel that the law championed by prime minister Narendra Modi's government amounted to a move to narrow the democracy's historically inclusive and secular definition of citizenship.

"The threat is serious, and the implications quite horrendous," said Varshney, a professor at Brown University.

"Something deeply injurious to the Muslim minority can happen once their citizenship rights are taken away," he said.

Varshney warned that the law could ultimately lead to expulsion or detention -- but, even if not, contributes to marginalization.

"It creates an enabling atmosphere for violence once you say that a particular community is not fully Indian or its Indianness in grave doubt," he said.

India's parliament in December passed a law that fast-tracks citizenship for persecuted non-Muslim minorities from neighboring countries.

Responding to criticism at the time from the US commission, which advises but does not set policy, India's External Affairs Ministry said the law does not strip anyone's citizenship and "should be welcomed, not criticized, by those who are genuinely committed to religious freedom."

Fears are particularly acute in Assam, where a citizens' register finalized last year left 1.9 million people, many of them Muslims, facing possible statelessness.

Aman Wadud, a human rights lawyer from Assam who traveled to Washington for the hearing, said that many Indians lacked birth certificates or other documentation to prove citizenship and were only seeking "a dignified life."

The hearing did not exclusively focus on India, with commissioners and witnesses voicing grave concern over Myanmar's refusal to grant citizenship to the Rohingya, the mostly Muslim minority that has faced widespread violence.

Gayle Manchin, the vice chair of the commission, also voiced concern over Bahrain's stripping of citizenship from activists of the Shiite majority as well as a new digital ID system in Kenya that she said risks excluding minorities.

More than 40 people were killed last week in New Delhi in sectarian violence sparked by the citizenship law.

India on Tuesday lodged another protest after the UN human rights chief, Michele Bachelet, sought to join a lawsuit in India that challenges the citizenship law's constitutionality.
