Modi govt's maiden budget hinges on restart, repair, reform

New Delhi, July 7: Investors have very high hopes for the new pro-business Modi government's maiden budget on July 10. It has three priorities: restarting a stalled investment cycle, repairing the government's fiscal health and reforming the supply side of the economy.images

Addressing all three will be a daunting task. But with a mix of honesty and creativity, Prime Minister Narendra Modi and his Finance Minister Arun Jaitley just might pull it off.

Fiscal repair is where honesty is needed the most. Admitting that last year's actual deficit was more like 5 percent of GDP, not the 4.5 percent announced by the previous government, would be a good start. That lower number was an accounting artefact; using it as a baseline for fiscal correction will either mean intolerable austerity or a return to book-keeping shenanigans. Instead, the focus should be on boosting revenue.

Speeding up privatization is one way to achieve that goal: the government is contemplating an ambitious asset sales target of $11.7 billion, Reuters reported on July 6. That's almost equal to the proceeds of the past four years. A creatively designed amnesty for bringing back wealth parked illegally in overseas tax havens could also help. Using the proceeds to invest in infrastructure and recapitalize state-run banks could ease the immediate resource crunch. The investment cycle would restart.

For a more sustained fiscal fix, the government will have to switch public spending from subsidies and handouts to facilitating jobs and investment. This will require supply-side reforms. Investors are expecting an ambitious plan for skilling up India's 435-million-strong workforce. Freeing employees from archaic labour laws is the next step.

Making the corporate tax regime more predictable, for instance by scrapping the retrospective amendment to tax laws introduced in 2012, will also help improve the business climate. Easing restrictions on foreign investment in defence, railways and e-commerce would help to deepen the country's manufacturing base.

By the time he presents his next budget in February, Jaitley will have had a chance to make reluctant state governments drop their objection to a long-delayed federal sales tax, which could well become the Modi government's most important legislative reform. For now, though, a judicious combination of restart, repair and reform should be enough to keep investors happy.

New Delhi, Jul 24: India reported the highest single-day spike of 49,310 coronavirus cases on Friday, according to the Union Ministry of Health and Family Welfare.

The total COVID-19 positive cases stand at 12,87,945 including 4,40,135 active cases, 8,17,209 cured/discharged/migrated.
With 740 deaths in the last 24 hours, the cumulative toll reached 30,601.

Maharashtra has reported 3,47,502 coronavirus cases, the highest among states and Union Territories in the country. A total of 1,92,964 cases have been reported from Tamil Nadu till now, while Delhi has recorded 1,27,364 coronavirus cases.

According to the Indian Council of Medical Research (ICMR), 3,52,801 samples were tested for coronavirus on Thursday and overall 1,54,28,170 samples have been tested so far.

New Delhi, Jul 30: Even as COVID-19 cases continue to surge in various parts of India, more than 1 million people have recovered and discharged till now, informed Rajesh Bhushan, Secretary, Ministry of Health, here on Thursday.

"More than 1 million people have recovered from COVID-19 in the country. This landmark recovery has been achieved because of the selfless work and dedication of our doctors, nurses and frontline workers," Bhushan said at a press conference.

Giving the number of cured persons, Bhushan said, "More than 1,020,000 patients have recovered. They have been discharged. It is a great achievement."

He said, "The recovery rate has shown positive trends. It was 7.85 per cent in April and today it is 64.4 per cent, which is another heartening news which tells us that whatever battle is put by the Union government in collaboration with state governments is showing results."

"Sixteen states of the country have a recovery rate that is more than the national average. Of these, Delhi has a recovery rate of 88 per cent, Ladakh 80 per cent, Haryana 78 per cent, Assam 76 per cent, Telangana 74 per cent, Tamil Nadu & Gujarat 73 per cent, Rajasthan 70 per cent, Madhya Pradesh 69 per cent and Goa 68 per cent," Bhushan said.

He said effective clinical management lead to a decrease in case fatality rate. In June it was 3.33 per cent and now 2.21 per cent.

Bhushan said the case fatality rate in India today is 2.21 per cent and it's among the lowest in the world. Twenty-four states and Union Territories have lesser fatality rate than that of the country.

Herd immunity in a country of the size and population of India can not be a strategic option. It can only be achieved through immunisation.

"Over 18,190,000 tests have been conducted in the country including RT-PCR and rapid antigen tests. There has been a week-on-week increase in average tests per day. India is conducting 324 test per 10 lakhs population per day," Bhushan said.

He added, three vaccine candidates, are in phase 3 clinical trial. These three are in the US, UK and China. In India, two indigenously developed vaccine candidates are in phase I and II of clinical trials. 

Trial of the first vaccine involves 1,150 subjects at eight sites, second on 1,000 subjects at five sites.

New Delhi, Jun 2: Manu Sharma, a convict in the 1999 Jessica Lal murder case, was released from Tihar Jail yesterday on the grounds of good behaviour after serving more than 16 years in prison, jail officials said on Tuesday.

Sharma had received the approval of the Lieutenant Governor of Delhi for his release after a recommendation of the Sentence Review Board for the same.

Advocate Amit Sahni, while speaking to ANI, had said that Delhi Lieutenant Governor Anil Baijal had approved the name of Siddharth Vashishth also known as Manu Sharma for release from Tihar Jail.

He said that Sharma's name was approved in a sentence review board meeting held on May 11. Earlier, Delhi High Court had also asked the SRB to consider his name for release.

Sharma, the son of former Congress leader Venod Sharma, was convicted for shooting and murdering Jessica Lal, when she refused to serve him liquor at Tamarind Court restaurant at Qutub Colonnade in south Delhi's Mehrauli on April 29, 1999.

Vashishth, 45-years-old, was serving a life term in connection with a case registered under Section 302 (murder), 201 (causing disappearance of evidence of the offense or giving false information to screen offender) and 120B (criminal conspiracy) of the Indian Penal Code (IPC).

According to officials, the convict has undergone imprisonment for 16 years, 11 months and 24 days in actual, and 23 years 4 months and 22 days with remission. He has availed parole 12 times and furlough 24 times.

Earlier, Manu's wife -- Preity Sharma -- had approached the National Human Rights Commission (NHRC) claiming that her husband had been illegally detained for more than the prescribed period of incarceration (20 years with remission) as per the prevalent policy of the state.
