Modi, Sharif evade each other at SAARC

SAARC-ModiKathmandu, Nov 27: A thaw in the Indo-Pak ties remained a distant dream on Wednesday as Prime Minister Narendra Modi and his Pakistani counterpart M Nawaz Sharif cold-shouldered each other though they shared the dais at the inaugural session of the 18th summit of South Asian Association for Regional Cooperation (Saarc) here.

Despite sitting in the vicinity of each other for a couple of hours in the City Hall, the two leaders did not show any inclination of repeating what A B Vajpayee and Pervez Musharraf, then prime minister of India and president of Pakistan respectively, did in the same city 12 years ago. Musharraf made a surprise move by greeting Vajpayee during the 11th Saarc summit in Kathmandu in January 2002 and the photographs of the handshake that followed were widely publicised.

The Musharraf-Vajpayee meet was the first such encounter between the leaders of Pakistan and India after the Agra Summit of July 2001 failed to achieve any breakthrough.

The expectation of a similar bonhomie on Wednesday, when it was Modi and Sharif’s turn to represent India and Pakistan in the 18th conclave of South Asian leaders, was belied as the two leaders did not greet each other.

As the Saarc summit returned to Kathmandu after 12 years amid a fresh stand-off between India and Pakistan, a similar exchange of gesture between Modi and Sharif could have set the stage for a bilateral meeting on the sidelines. This, however, did not happen, and the two leaders, who had a very cordial meeting in New Delhi in May, were not even seen greeting each other on Wednesday.

When Sharif walked up to the lectern to make his speech, Modi was seen busy looking at some papers. He appeared nonchalant even when other leaders joined the audience in applause as Pakistani counterpart was returning to his seat after delivering the address. Sharif did the same when Modi got up to deliver his address and returned to his seat.

There was also no opportunity for a brief exchange of courtesy even after the conclusion of the inaugural session as Sharif left quickly and Modi chatted with Nepalese Prime Minister Sushil Koirala.

Modi met Koirala soon after his arrival in Kathmandu. He had bilateral meetings with President Ashraf Ghani of Afghanistan, President Mahinda Rajapaksa of Sri Lanka, President Abdulla Yameen Abdul

Gayoom of The Maldives, Prime Minister Tshering Tobgay of Bhutan and Prime Minister Sheikh Hasina of Bangladesh.

Ministry of External Affairs spokesperson Syed Akbaruddin on Wednesday told journalists in Kathmandu that no formal bilateral meeting between Modi and Sharif had been scheduled so far as New Delhi had not received any proposal from Islamabad for such parleys.

India on Tuesday said it would be ready for a dialogue with Pakistan only if it was assured that the parleys would be “meaningful”. New Delhi clarified its position after Sharif told journalists soon after arriving in Kathmandu that the ball was in Modi’s court to restart the dialogue.

At a meeting held a day after Modi’s swearing-in ceremony, the two leaders had agreed that foreign secretaries of the two countries would meet to explore restarting of the stalled bilateral dialogue. India, however, called off the talks in August protesting Pakistan’s move to consult Kashmiri separatist leaders ahead of the parleys.

Ahmedabad, Mar 24: The Gujarat police has detained 426 people in the last 24 hours for violating lockdown rules in force in the state to combat the novel coronavirus outbreak, a senior official said on Tuesday.

They include those who came out despite being advised home quarantine, state Director General of Police Shivanand Jha said.

"The lockdown met with around 90 per cent success. We are taking strict measures to implement the lockdown in the remaining 10-15 per cent areas. We have lodged 238 cases related to the violation of police notification and 127 cases related to quarantine rule violation. In all, we have detained 426 persons across the state," Jha told reporters in Gandhinagar.

"For better implementation of the lockdown and to address issues concerning people, we have set up a dedicated 24-hour control room and appointed two additional DGP rank officers to supervise operations. Three teams under them would work to resolve issues across the state," said Jha.

He said police commissioners and districts SPs have been asked to enforce the lockdown in an effective manner.

Essential services like vegetable and milk shops are allowed to remain open, he said, and asked people not to flock in large numbers to such shops.

The state has so far reported 33 COVID-19 cases, and one person has died of the infection.

India is among 58 nations, including 27 European Union members, who have moved a draft resolution demanding evaluation of the World Health Organisation (WHO)'s response towards the novel coronavirus pandemic.

The European Union-led draft resolution on global COVID-19 response is set to be tabled at the upcoming World Health Assembly on Monday.

The draft resolution demands initiation "at the earliest appropriate moment to review experience gained and lessons learned from the WHO-coordinated international health response to COVID-19".

"We are deeply concerned by the morbidity and mortality caused by COVID-19 pandemic, the negative impacts on physical and mental health and social well-being, the negative impacts on economy and society and the consequent exacerbation of inequalities within and between countries," read the draft.

"We express solidarity to all countries affected by the pandemic, as well as condolences and sympathy to all the families of the victims of COVID-19," it added.

The resolution says timelines are to be evaluated regarding "recommendations the WHO made to improve global pandemic prevention, preparedness, and response capacity".

The WHO on January 23 declare a global health emergency, but did not declare it and waited for a week for its director-general Tedros Adhanom Ghebreyesus to return from China.

By that time, COVID-19 cases increased 10 times and the virus entered 18 countries.

According to Health Policy Watch, till as late as February, the WHO did not support countries for imposing travel restrictions to China.

"When countries began evacuating their citizens from Wuhan, the COVID-19 epicentre, the WHO said it did not favour this step".

The WHO finally declared it a pandemic on March 11.

The global health body has come under criticism not just from the US for its response being "China-centric".

New Delhi, Mar 14: A Delhi court on Friday granted bail to three alleged members of the Popular Front of India (PFI) -- Parvez (Delhi President), Iliyas (Delhi Secretary) and Danish -- in connection with the organization's role in the northeast Delhi violence last month.

Metropolitan Magistrate Prabhdeep Kaur granted bail to all three accused on furnishing personal bail bonds of Rs 30,000 each.

The court said that "Investigating Officer (IO) has nowhere mentioned that any of the non-bailable offences has been disclosed or has come out during investigation till now, therefore, accused be enlarged on bail."

According to police, the three men were arrested for allegedly spreading fake propaganda during the anti-CAA protests.

Delhi police, while opposing bail and seeking remand, stated that police custody is required because accused were involved in a conspiracy of communal riots which resulted in the death of 50 innocent people and injuries to approximately 300 persons and huge loss of government and public properties.
