Modi's 5 years 'most traumatic, devastating', he should be shown exit door: Manmohan Singh

New Delhi, May 5: Prime Minister Narendra Modi should be shown the exit door as his five-year rule has been "most traumatic and devastating" for India's youths, farmers, traders and every democratic institution, his predecessor Manmohan Singh said on Sunday.

Singh, in an exclusive interview to PTI, dismissed the notion that there was a wave in favour of Modi and asserted that the people have made up their minds to vote out the government that "does not believe in inclusive growth and is only worried about its political existence at the altar of disharmony".

In one of his most fierce attacks on the Modi dispensation, Singh alleged that the past five years only witnessed "stench" of corruption peaking to "unimaginable proportions", adding demonetisation was perhaps the "biggest scam" of independent India.

Incidentally, the BJP campaign in the run-up to the 2014 elections had centred on various alleged scams, including in the allocations of 2G spectrum and coal blocks, during the 10-year tenure of the Manmohan-led UPA government.

The former Prime Minister also called Modi's Pakistan policy "slipshod", which he said was marred by a series of "flip-flops" - from going to Pakistan uninvited to inviting "rogue" ISI to the Pathankot air base in connection with the probe into a terrorist attack.

Singh, known as the architect of India's economic reforms in 1990s, felt the country is headed for a slowdown and accused the Modi regime of leaving the country's economy in "dire straits".

He said people are "fed up" with the daily rhetoric and cosmetic change by the current dispensation and there is an undercurrent against this "illusion and boastful self aggrandizement".

In a bid to counter the BJP's focus on the issues of nationalism and terrorism in this election, the former Prime Minister sought to question Modi's commitment.

He said it was "distressing" to note that Modi was "filming movies" in the Jim Corbett National Park instead of chairing any meeting of the Cabinet Committee on Security (CCS) in the immediate aftermath of the Pulwama terror attack in which 40 CRPF personnel were martyred.

He claimed the "gross intelligence failure" in Pulwama speaks volumes about this government's preparedness to tackle terror.

"Let's not forget that Narendra Modi's slipshod policy on Pakistan has been marred by a series of flip-flops - from going to Pakistan uninvited to inviting the rogue ISI to investigate the Pathankot Air Base terror attack. Does it not speak volumes about the strategic failures of Modi Government on national security front," he asked.

Singh said the Modi government's record on national security is "dismal" as incidents of terrorism have seen a quantum jump.

"A lie spoken a hundred times does not become the truth," he said on Modi's plank of nationalism, adding that terror attacks in Jammu and Kashmir alone have gone up by 176 per cent and ceasefire violations at the border with Pakistan up 1,000 per cent in the past five years.

He said that division and hate have become synonymous with the BJP and it thrives on societal fissures.

"A government which does not believe in inclusive growth and is only worried about its political existence at the altar of disharmony should be immediately shown the exit door," he noted.

He alleged that in the past five years, the stench of corruption has peaked to "unimaginable proportions" and "there is a definite collusion of people holding political positions and scamsters who fled the country after defrauding banks".

Singh said the BJP's "political distress" emanates from its "failed track record" and claimed the party is searching for new narratives every day. "This reflects the bankruptcy of a national security vision for the country."

"Five years of Modi government is a sad story of governance and accountability failure. In the year 2014, Modiji came to power on the promise of 'acche din'. His five-year rule has ended up being the most traumatic and devastating for India's youth, farmers, traders, businesses and every democratic institution," he said.

"Our socio-political ambience has lost cohesiveness. People are fed up with the daily loud rhetoric of cosmetic change. There is a sense of deep despair and disillusionment amongst the masses. People have made up their minds to reject the Modi Government and the BJP so that the future of India is safe and secure," Singh said.

The former Prime Minister said one man would not do any justice to the aspirations and hopes of the people by imposing the thought process and will of 'one person' on a diverse country like India.

"Representation in India is very important. A single man can neither represent all the desires of 130 crore people of India and can also not solve the variety of problems faced by them. The idea of 'one man as the monolith of knowledge' cannot be applied to India," he said on whether a presidential form of election is good for democracy.

On foreign policy, he said India has always been guided by national interests and not for "image building of any individual".

Foreign policy entails "gravitas", a sense of diplomacy and restraint, sensitivity towards the concerns of the host nation and ultimately furthering the interests of India, but "regrettably, this government's foreign policy is founded upon anything but a mature comprehension of diplomacy", he said.

New Delhi, Feb 19: India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.

India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.

Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one.

"We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said.

From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel."

India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years.

"It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said.

State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers.

BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG.

Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020.

But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018.

The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra.

BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.

Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars.

The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI.

"We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe."

India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide.

Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001.

Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000.

The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91.

Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles.

New Delhi, Mar 29: Prime Minister Narendra Modi on Sunday said that people should not think of COVID-19 quarantine facilities as a prison and spoke with two survivors of the infection during his radio show 'Mann Ki Baat' to establish that it was curable.
The Prime Minister spoke to coronavirus survivors -- Ramagampa Teja and Ashok Kapoor - and urged them to share their success against the infection with people.
The Prime Minister asked people to listen to the survivors who had successfully defeated the coronavirus.
"I have spoken to a few people who were infected from the virus and speaking to such people. While I tried to boost their morale they also lifted my spirits when I talked to them," he said.
Speaking to the Prime Minister during the show, Ramagampa Teja, an IT professional, who tested positive for COVID-19 after returning from Dubai, said that he was frightened when he tested positive for the disease and could not believe that this has happened to him.
He said even his family was very stressed after finding out his COVID-19 positive status. "But their test results came negative, which I took as a great blessing. And since then, there were improvements every day," he said.
Teja was admitted to a government hospital in Hyderabad and was released after 14 days as he successfully overcame the infection. "The first few days were the hardest but the dedicated doctors and nurses at the hospital ensured that I recovered," he added.
He asked people not to be afraid of being quarantined. "People feel that going into quarantine means going to prison. They should know that the government quarantine is for them and their families. I want to emphasise that people must get tested and do not fear quarantine," he added.
The Prime Minister congratulated him and his family and asked him to share an audio clip of his experience. "I would like you to make an audio of your experiences and share it on social media so that it goes viral and removes fear from people's minds," the Prime Minister said.
The Prime Minister also spoke to another coronavirus survivor, Ashok Kapoor, six members of whose family in Agra were tested positive for the deadly virus.
On being asked by the Prime Minister whether they had feared for their lives, Kapoor said, "We were not scared as we received excellent cooperation from the doctors and support staff at Delhi's Safdarjung Hospital."
The six of them were shifted to Delhi and put under quarantine for 14 days where all of them successfully recovered from the infection.
The Prime Minister also commended the spirit of Ashok Kapoor and said: "Your experience came in handy for all. My best wishes to you and your family."
He also urged the Kapoor family to spread awareness regarding COVID-19 in the way they see fit. "Please spread awareness your way and you can feed whoever is hungry, look out for the poor and also spread awareness to people urging them to follow the rules," the Prime Minister said.
"If everyone follows the rules, the country will be saved," the Prime Minister said.
The Prime Minister also thanked the people involved in ensuring the continuous supply of goods and services in the country and advised them to "follow all the safety precautions, take care of themselves and their family members."
Earlier in his address, Modi had asked for the forgiveness of all countrymen, and especially the poor, for the nationwide lockdown in the country in the view of the novel coronavirus. He had then termed it a necessary measure needed to defeat the infection in India.

Jun 3: Emphasising that airlines are clearly the safest mode of transportation, IndiGo CEO Ronojoy Dutta on Tuesday said there is no evidence yet of coronavirus infection getting transmitted among passengers onboard an aeroplane.

His comments against the backdrop of instances of some passengers, who had taken flights after resumption of domestic air services on May 25, testing positive for coronavirus.

"Those people had the virus before they got on to the aeroplane. What is noteworthy is that they have done the tracing after that. There is no evidence of transmission onboard there... that is a very encouraging sign on the safety of airline travel," he said during an earnings call.

According to him, airlines are clearly the safest mode of transportation and there is no evidence yet of contamination on an aircraft.

"You can come in contaminated but so far there is no evidence of passing it on to a fellow passenger," he noted.

Amid concerns over the coronavirus pandemic, aviation regulator DGCA has asked airlines to ensure that to the extent possible, middle seat in flights should be kept empty.

In this regard, Dutta said the airline would keep the middle seat empty wherever it can and "where we have to fill the middle seat, we will have the extra protective gown".

To a query about possible hedging of fuel prices, he said it would be a dumb idea and that airlines adjust to ups and downs in fuel prices.

"I can't overemphasise what a dumb idea it will be for an airline to hedge fuel prices. I looked at it from different angles and it is not a good idea... we looked at hedging and we talked about it at the board level and we said no," he noted.
