Jammu, Jan 1: As many as 160 terrorists were killed in Jammu and Kashmir this year, while 250 terrorists, including 102 of Pakistani origin, were active in the Valley, Director General of Police (DGP) Dilbag Singh said on Tuesday, noting that terror incidents and the number of local youths turning towards terrorism have decreased.

"250 terrorists have been active in Jammu and Kashmir. There is a decrease in number of active terrorists as compared to last year," Mr Singh said at the annual press conference at police headquarters in Jammu.

The DGP said that there is 30 per cent fall in terrorist incidents, less civilian killings and 36 per cent decrease in law and order incidents as compared to 2018.

"218 such (local) youths joined militant outfits in 2018 but only 139 joined in 2019," he said. Out of these new recruits only 89 have survived.

"The rest have been eliminated as their shelf life is between 24 hours to 2-3 months after joining militancy. There are hardly few old terrorists surviving, which include Jehangir Saroori and Riyaz Nayikoo", he said.

There have been only 481 law and order incidents this year as compared to 625 last year, he said.

There were 80 per cent successful anti-terror operations in which 160 terrorists, including foreigners, have been killed during the year.

Mr Singh said 102 terrorists have been arrested and 10 terrorists surrendered during the year.

He said that 102 Pakistan origin terrorists are still operating in Kashmir.

"Eleven valiant police personnel from Jammu and Kashmir besides 72 from other other security forces have been martyred," he said.

There was no collateral damage during anti-terror operation as people fully cooperated. "There was zero law and order problem this year (during anti terror operations)," he added.

The DGP said that "there has been a high degree of incidents of infiltration attempts from across the border this year and also ceasefire violations. But security forces have successfully foiled these attempted as 130 infiltrators have entered in 2019 as compared to 143 last year".

He said Jammu and Kashmir Police has set an example by handling the law and order situation in the most "exemplary" way following the abrogation of Article 370 provisions.

It was the biggest challenge faced by the force in 2019, but "we handled the most critical phase in the best way" and there was no civilian casualty during the period, he said.

Dismissing claims of minors being arrested by police in Kashmir, he said that it is being used as propaganda by some people and asserted that the J-K police has acted within the limits of law.

"We are open to scrutiny. The issue reached the Supreme Court which referred it to Jammu and Kashmir high court. The matter was inquired by the HC committee. The SC said that there is no misuse of law by law enforcement agency. J-K police has acted within the limits of law," he said.

Replying to queries on restoration of internet, the DGP said it is under consideration. "I think J-K is moving towards such a situation (on law and order front). Very soon you will hear positive announcement," Mr Singh said.

He said that though some people will try to misuse internet, "in the past, we took care of them and we will take care of such people in the future too".

Internet services in all government-run hospitals and SMS to all mobile phones will be restored from December 31 midnight in the Kashmir Valley, Jammu and Kashmir official spokesman Rohit Kansal said on Tuesday.

On December 10, some short message service (SMS) were enabled on mobile phones in order to facilitate students, scholarship applicants, traders and others. It has now been decided to fully restore the service throughout Kashmir from midnight of December 31, Kansal said.

Mobile Internet services were restored in Kargil district of Ladakh on Friday after remaining suspended for 145 days in the wake of the Centre abrogating provisions of Article 370 of the Constitution, officials said.

Internet services were suspended on August 4, a day before the Centre announced abrogation of Article 370 and division of the state into the union territories of Jammu and Kashmir, and Ladakh.

New Delhi, Jul 18: With 34,884 people testing positive for coronavirus in the last 24 hours, India's Covid-19 caseload surged to 10,38,716 while 6,53,750 patients have recovered from the disease so far, according to data by the Union Health Ministry.

The death toll due to Covid-19 rose to 26,273 with 671 fatalities reported in a day, the data updated at 8 am on Saturday showed.

At present, there are 3,58,692 active cases in the country, while 6,53,750 people have recovered so far and one has migrated.

"Around 62.94 per cent of patients have recovered so far," an official said.

The total number of confirmed cases includes foreigners.

This is the third consecutive day when the number of Covid-19 cases increased by more than 30,000.

According to the Indian Council of Medical Research (ICMR), a cumulative total of 1,34,33,742 samples have been tested for COVID-19 up to July 17 with 3,61,024 samples being tested on Friday.

Of the 671 deaths reported in the last 24 hours, 258 are from Maharashtra, 115 from Karnataka, 79 from Tamil Nadu, 42 from Andhra Pradesh, 38 from Uttar Pradesh, 26 each from West Bengal and Delhi, 17 from Gujarat, nine each from Jammu and Kashmir and Punjab, and eight each from Madhya Pradesh and Rajasthan.

Telangana has reported seven fatalities followed by Haryana with five deaths, Jharkhand, Bihar and Odisha reported four each, Assam and Puducherry have registered three each, Chhattisgarh and Goa reported two each while Kerala and Uttarakhand have registered a fatality each.

Of the total 26,273 deaths reported so far, Maharashtra accounted for the highest 11,452 fatalities followed by Delhi with 3,571 deaths, Tamil Nadu 2,315, Gujarat 2,106, Karnataka 1,147, Uttar Pradesh 1,084, West Bengal 1,049, Madhya Pradesh 697 and Rajasthan 546.

So far 534 people have died of COVID-19 in Andhra Pradesh, 403 in Telangana, 327 in Haryana, 239 in Punjab, 231 in Jammu and Kashmir, 201 in Bihar, 83 in Odisha, 51 in Uttarakhand and Assam each, 46 in Jharkhand and 38 in Kerala.

Puducherry has registered 25 deaths, Chhattisgarh 23, Goa 21, Himachal Pradesh and Chandigarh 11 each, Arunachal Pradesh and Tripura three each, Meghalaya and Dadra and Nagar Haveli and Daman and Diu two each while Ladakh has reported one fatality.

The Health Ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

Maharashtra has reported the highest number of cases at 2,92,589 followed by Tamil Nadu at 1,60,907, Delhi at 1,20,107, Karnataka at 55,115, Gujarat at 46,430, Uttar Pradesh at 45,163 and Telangana at 42,496.

The number of Covid-19 cases has gone up to 40,646 in Andhra Pradesh, 38,011 in West Bengal, 27,789 in Rajasthan, 24,797 in Haryana, 23,589 in Bihar and 21,081 in Madhya Pradesh.

Assam has instances of 20,646 infections, Odisha 16,110 and Jammu and Kashmir 12,757 cases. Kerala has reported 11,066 novel coronavirus infections so far, while Punjab has 9,442 cases.

A total of 4,964 have been infected by the virus in Chhattisgarh, 4,921 in Jharkhand, 4,102 in Uttarakhand, 3,304 in Goa, 2,366 in Tripura, 1,832 in Puducherry, 1,800 in Manipur, 1,417 in Himachal Pradesh and 1,151 in Ladakh.

Nagaland has recorded 956 Covid-19 cases, Chandigarh 660, Arunachal Pradesh 609 and Dadra and Nagar Haveli and Daman and Diu together have reported 585 cases.

Meghalaya has reported 403 cases, Mizoram 282, Sikkim has registered 266 infections so far, while Andaman and Nicobar Islands has recorded 194 cases.

"Our figures are being reconciled with the ICMR," the ministry said, adding that 163 cases are being reassigned to states.

State-wise distribution is subject to further verification and reconciliation, it added.

Dubai, Jan 6: Iran announced a further rollback of its commitments to the troubled international nuclear accord Sunday amid anger over the US killing of a top commander which also prompted Iraq's parliament to demand the departure of American troops.

While vast crowds gathered in Iran's second city of Mashhad as Qasem Soleimani's remains were returned home, the Tehran government said it would forego the "limit on the number of centrifuges" it had pledged to honour in the 2015 agreement which was already in deep trouble.

The announcement was yet another sign of the fallout from Friday's killing of Soleimani in Baghdad in a drone strike ordered by President Donald Trump, which has inflamed US-Iraqi relations and among the rival camps in Washington.

Iran's 2015 nuclear accord with the United Nations Security Council's five permanent members -- Britain, China, France, Russia and the United States -- plus Germany has been hanging by a thread since the US withdrew unilaterally from it two years ago.

European countries have been pushing for talks with Iran to salvage the deal, inviting Iranian Foreign Minister Mohammed Javad Zarif to Brussels for talks, but the prospect of progress seemed remote after the government's statement on Sunday night.

"Iran's nuclear programme no longer faces any limitation in the operational field", said the statement.

This extends to Iran's capacity for enriching uranium, the level of enrichment carried out, the amount enriched, and other research and development, it said.

"As of now Iran's nuclear programme will continue solely based on its technical needs," it added.

Europe urges Iran to rethink

Until now, Iran has said it needs to enrich uranium up to a level of five percent to produce fuel for electricity generation in nuclear power plants.

Tehran said it would continue cooperating "as before" with the International Atomic Energy Agency but the leaders of Germany, France and Britain reacted by urging Iran to rethink its announcement.

"We call on Iran to withdraw all measures that are not in line with the nuclear agreement," Chancellor Angela Merkel, President Emmanuel Macron and Prime Minister Boris Johnson said in a joint statement.

The European leaders also urged Iran to refrain from taking "further violent actions or support for them."

"It is crucial now to de-escalate. We call on all the players involved to show utmost restraint and responsibility."

The Europeans have been among the chorus of voices urging restraint in the aftermath of the drone strike which killed Soleimani, the veteran commander of the Revolutionary Guards' foreign operations.

But as his remains were paraded through the streets of Mashhad, cries of "Revenge, Revenge" echoed through the streets while mourners threw scarves onto the roof of the truck carrying his coffin.

Soleimani's remains had been returned before dawn to the southwestern city of Ahvaz, where the air resonated with Shiite chants and shouts of "Death to America".

Some 5,200 US soldiers are currently stationed across Iraqi bases to support local troops preventing a resurgence of the Islamic State jihadist group.

But the government could be poised to demand they leave after a vote in the Baghdad parliament where caretaker prime minister Adel Abdel Mahdi joined 168 lawmakers -- just enough for quorum -- to discuss a motion to force US troops.

"The parliament has voted to commit the Iraqi government to cancel its request to the international coalition for help to fight IS," speaker Mohammed Halbusi announced.

The cabinet would have to approve any decision but the premier indicated support for an ouster in his speech.

'Iraqi people want the US'

US Secretary of State Mike Pompeo reacted by saying he would "take a look at what we do when the Iraqi leadership and government makes a decision" but indicated that he felt American troops were still welcome.

"We are confident that the Iraqi people want the United States to continue to be there to fight the counterterror campaign," Pompeo said on Fox News.

Two rockets hit near the US embassy in Baghdad late Sunday, the second night in a row that the Green Zone was hit and the 14th time over the last two months that US installations have been targeted.

Pompeo defended the decision to kill Soleimani while insisting that any further US military action against Iran would conform to international law.

Trump triggered accusations that he had threatening a war crime by declaring cultural sites as potential targets in a Tweet on Saturday night.

Zarif drew parallels with the Islamic State group's destruction of the Middle East's cultural heritage following Trump's tweets that sites which were "important to... Iranian culture" were on a list of 52 potential US targets.

"We'll behave lawfully," Pompeo told the ABC network.

House Speaker Nancy Pelosi has been leading the backlash against the Soleimani strike, an operation that Trump only officially informed Congress about after the event.

But Trump made light of the calls for him to get Congressional approval in the future, saying such notice was "not required" -- and then saying his tweet would serve as prior notification if he did decide to strike against Iran again.

"These Media Posts will serve as notification to the United States Congress that should Iran strike any US person or target, the United States will quickly & fully strike back, & perhaps in a disproportionate manner," Trump wrote.
