Moment truly painful: IAS officer Khemka on 45th transfer in 24 years

Chandigarh, Apr 2: Terming his transfer as "painful", whistleblower IAS officer Ashok Khemka, who shot into limelight after he questioned Robert Vadra's land deals in Haryana, said he tried to address corruption and bring reforms in state transport department despite "severe limitations and entrenched interests" .Ashok Khemka

"Tried hard to address corruption and bring reforms in Transport despite severe limitations and entrenched interests. Moment is truly painful," 49-year-old Khemka said in a tweet a day after he was moved to Archaeology and Museums Department by the Manohar Lal Khattar government.

Meanwhile, Haryana's Health Minister Anil Vij came out in Khemka's support, saying he will talk to the Chief Minister regarding the officer "who had worked to weed out corruption during the previous Congress regime".

Khemka has been transferred 45 times in his nearly 22-year long career, with the officer not occupying any post beyond few months.

When asked about the decision, Vij told reporters in Ambala, "I will talk to the Chief Minister regarding Khemka's transfer."

Vij, an outspoken BJP leader and Ambala Cantt MLA, said that he had always stood by Khemka, "who had worked to weed out corruption during the previous Congress regime".

The BJP Government in the state had last night issued transfer and posting orders of nine IAS officers including Khemka with immediate effect.

Khemka, who was in November last year posted as Transport Commissioner and Secretary, Transport Department, has now been posted as Secretary, Archaeology and Museums Department and Director General, Archaeology and Museums, a posting considered as "low profile".

The government did not mention any reason for his transfer. Chief Minister Manohar Lal Khattar's OSD Bhupeshwar Dayal termed it as an administrative matter.

However, Haryana's Transport Minister Ram Bilas Sharma maintained that "transfer is not a punishment" and stressed that it was a "routine" matter.

"Transfer is not a punishment, a promotion or demotion. Transfer of senior officers is a routine matter. There is nothing special or extraordinary about it," he said while replying to queries on the issue.

He said decisions are taken after the chief minister holds consultations with his council of ministers.

Notably, as Transport Commissioner, Khemka had refused to issue fitness certificates to over-sized trucks and trailers for carrying automobiles leading to a truckers' strike in January.

Later, the truckers in Haryana withdrew their strike after the state government gave them one year’s time to get their vehicles modified as per the Central Motor Vehicle Rules (CMVR), 1989.

Khemka, in a tweet then, had said that "60 per cent of road accidents due to overloaded and over-sized transport vehicles. Industry cooperation needed to stop this road menace."

The Transport Minister denied that the move to replace Khemka as Transport Commissioner was related to his decision reagrading truckers.

"No. Nothing like that. It is a routine matter," he said to a query on the issue.

In one of his tweets last week, Khemka while quoting Rabindranath Tagore had mentioned "If no one responds to your call, then go your own way alone".

Earlier in 2012 when he was posted as Director-General of Land Consolidation and Land Records-cum-Inspector General of Registration, Khemka had brought land deals of businessman Robert Vadra, son-in-law of Congress Chief Sonia Gandhi, under the scanner.

During the Bhupinder Singh Hooda-led Congress government, the official had cancelled the mutation of the multi-crore land deal between Vadra's company Skylight Hospitality Pvt Ltd and DLF, terming it as illegal. However, the previous Hooda government gave clean chit to Vadra in the land deal.

Last week, Khemka in a tweet had said that his action in Vadra-DLF land-licence deal has been "vindicated in the CAG report.."

"Undue favours" to builders, including Robert Vadra's Skylight Hospitality, by the Haryana Government during the Congress regime has come under attack from the Comptroller and Auditor General.

Srinagar, Mar 31: In order to prevent the spread of coronavirus, the Jammu and Kashmir administration on Tuesday declared 20 villages of Kashmir division as 'red zone'.
"20 villages including Parray Mohala Hajin, Chandergeer Hajin, Batagund Hajin in Bandipora district, Gudoora, Chandgam, Pinglena, Parigam, Abhama, Sangerwani and Khaigam in Pulwama district, Waskura in Ganderbal, Sedew, and Ramnagri in Shopian district have been declared as red zones," said Department of Information and Public Relations, J-K, in a tweet.

In Srinagar district, Mehjoor Nagar, Natipora, Lal Bazar, Eidgah and Shalteng villages have been declared as red zones.

"Chadoora in Budgam district of Kashmir division has also been declared as red zone," another tweet said.

The total number of COVID-19 cases in Jammu and Kashmir climbed to 49 after 11 more people tested positive in the Union Territory on Monday. While three of these cases were reported from Jammu region, eight were from the Kashmir division.

May 14: Customs officials on Wednesday intercepted China-bound consignments of raw material for masks, misdeclared as packing materials for pouches, in large quantities, a senior official said.

It has also seized multiple shipments containing 5.08 lakh masks, 57 litres of sanitiser and 952 PPE kits bound for the US, the UK and the UAE, the official said.

The export of such goods is prohibited by the government in the wake of the COVID-19 pandemic.

"On the basis of specific intelligence, 2,480 kg of raw material for masks was intercepted by air cargo export, Delhi Customs. The goods were misdeclared as packing materials for pouches and were being illegally attempted to be smuggled/ exported to China," he said. 

These goods are prohibited for export as per the latest guidelines issued by the Directorate General of Foreign trade (DGFT), he said, adding that investigation into the case is under progress.

In another catch, the air cargo officers intercepted multiple shipments containing 5.08 lakh masks, 57 litres of sanitiser in 950 bottles and 952 PPE kits at the courier terminal in New Delhi. These were attempted to be smuggled or exported out of the country, the official said.

"These goods are also prohibited for export," he added. 

These items were being illegally exported to the United States, United Kingdom and the United Arab Emirates. "No arrests have been made so far," the official said.

New Delhi, Jul 21: Air India trade unions have complained to Civil Aviation Minister Hardeep Puri that the government has now turned a blind eye to the management's ethnic cleansing at lower levels through compulsory leave without pay (LWP), redundancies and wage cuts.

In a letter to Puri, the Joint Action Forum of Air India unions said, "We are deeply ashamed to say that it seems that after praising our Air Indian Corona Warriors at grand functions, respectfully, the government has now turned a blind eye to this management's ethnic cleansing of Air Indians at the lower levels, through compulsory LWP, redundancies and wage cuts."

The Joint Action Forum of Air India unions strongly opposes this Compulsory Leave without pay scheme as it is an illegal practice and is not a voluntary scheme.

"In fact the Board resolution itself empowers the Chairman and Managing Director with extraordinary powers, which seem akin to a High Court, to pack off employees on 2 years leave (extended to 5 years) at CMD's discretion or at the arbitrary whim of the Regional heads," the trade unions said.

"This said Compulsory LWP scheme violates every labour law put in place by Parliament and orders of the Supreme Court and various other courts and seeks to dispossess the lower categories workers of their legally guaranteed rights," it added.

The trade unions have pointed out that the redundancies are at the elite management cadre level and not the workers.

"We are indeed shocked that the management of Air India could prepare and formulate a scheme for compulsorily sending workers on leave without pay, which is akin to an illegal lay-off, under the garb of a Leave Without Pay, when ironically the redundancy actually lies in the upper echelons of management and not with the humble workers of Air India, who have slogged to make our Airline the treasure it is," they complained to Puri.

"It must be noted that out of 11,000 permanent employees, our management occupies almost 25% as Executive Cadre, with little or no accountability. Solely amongst the Elite Management Cadre, we have 121 top officers ranking from DGMS, GMs, EDs to Functional Directors, most of whom are either performing duplicate job functions or are indeed redundant and not to mention the retired relics serving as consultants and also the CEOs of various subsidiary companies," they added.

Trade unions said the redundancy or compulsory leave without pay scheme if any at all, has to apply only to these Executives, more so, when they do not even have protection of labour laws or Supreme Court orders.

Strangely, the topmost corporate executive cadre and the backroom Generals, have saved themselves from the axe of wage cuts, by sacrificing a piffling of a few grand, whilst the frontline warriors of flying cabin crew, engineers, ground staff have borne the biggest brunt head on, the unions said.
