Mufti takes oath as CM of PDP-BJP coalition govt in Jammu and Kashmir

March 1, 2015

Jammu, Mar 1: People's Democratic Party (PDP) patron Mufti Mohmmad Sayeed took oath as the chief minister of a PDP-BJP coalition government in Jammu and Kashmir on Sunday in the presence of Prime Minister Narendra Modi in Jammu's General Zorawar Singh Auditorium.

Sayeed takes oathThe two-month-long negotiations over formation of a coalition government culminated with the swearing-in ceremony as the 79-year-old Sayeed took oath along with 12 members each from the PDP and the Bharatiya Janata Party (BJP).

While Mufti would be chief minister for the entire six-year tenure, BJP's Nirmal Singh will be the deputy chief minister. The two parties are also going to share the post of the assembly speaker and legislative council chairperson.

A multi-tier security has been put in place for the swearing-in ceremony at General Zorawar Singh Auditorium of Jammu University. The venue has been made out of bounds for the public and sanitation operation with metal detectors and sniffer dogs have been launched.

A team of the Special Protection Group had reached Jammu well in advance for the function. Over 200 to 300 municipal workers have been deputed to clean various areas of the city, particularly areas in and around Jammu University.

The coalition agenda - the Common Minimum Programme (CMP) - will be unveiled after the swearing-in ceremony at a joint press conference.

Talks between the two parties had centered on areas where they ideologically disagreed: Article 370, which accords J-K a special status, and the controversial Armed Forces (Special Powers) Act that gives overriding powers to security forces.

Sayeed was keen on an alliance with the BJP after last year's assembly elections threw up a hung verdict. He made his intentions known by rejecting outright the unconditional offers of support from the Congress and the National Conference (NC).

Sayeed's close aides say he had a bitter past experience with the Congress and an alliance with the NC was out of question.

The former J-K chief minister who has the distinction of being the first and till now the only Muslim home minister of the country wanted an alliance with the BJP given that the saffron party had swept the Jammu region, winning 25 seats while majority of his party's 28 seats came from the Kashmir Valley.

Perhaps he wanted to respect that mandate. That is the reason why Sayeed has been repeatedly stating that the alliance with the BJP was to win hearts and minds of the people of the state.

"The PM has a vision and I have a dream of making J-K an island of peace," Sayeed said after a meeting with PM Modi on Friday in New Delhi.

The PDP-BJP coalition came after a fractured verdict in the assembly polls held last year. While PDP was the largest party with 28 seats in the 87-member House, the BJP had won 25. The NC bagged 15 and Congress 12. The Sajjad Lone-led People's Conference won 2 seats.

The firming of a power sharing alliance between two diametrically opposite ideologies - Sayeed called the alliance as coming together of North Pole and South Pole - was a tough task for leaders of both the parties.

It would be equally challenging for them to keep it going for a full six-year term.

New Delhi, Jul 13: The Land & Development Office, which comes under the Union Ministry of Housing and Urban Affairs, has sent a notice to news agency PTI, demanding it to cough up more than Rs 84 crore as penalty. The notice dated July 7 says that the penalty has been imposed due to "breaches" at its office in Delhi.

The notice that sought Rs 84,48,23,281 argues that "the less will be pleased to regularise the breaches in the premises temporarily up to 14.07.2020 and withdraw the right of re-entry of the premises subject to the following conditions being fulfilled by you within 30 days from the date of issue of this letter."

The notice also stipulates that the news agency needs to give an undertaking on non-judicial stamp paper stating that it will pay the difference of "misuse/damage charges" if the land rates are revised with effect from 01.04.2016 by the government and will also remove the "breaches" by 14.07.2020 or get them regularised by paying charges.

The notice also warns that further action to execute the deed has to be subject to complete payment and putting the premise to use according to the masterplan.

The Land & Development Office so warned that an additional 10 per cent interest may need to be coughed out by PTI if it fails to furnish the concerned amount within the stipulated time period.

Additionally, if the news agency fails to comply with the terms within the said period, the concession will be withdrawn. In other words, they will have to pay the penalty up to the actual date of payment then and will also be subject to actions.

This stern notice for alleged violations by PTI comes closely on the heels of national broadcaster Prasar Bharati locking horns with PTI over its reportage that it called "anti national".

Prasar Bharti had recently sent a letter threatening to end its "relationship" with PTI after it carried an interview of Chinese Ambassador Sun Weidong, where he blamed India for the India-China violent standoff that saw 20 Indian bravehearts getting martyred.

More and more Indians have become better prepared in the last one month, as far as stocking of their ration, medicine or money is concerned, according to the IANS-CVoter COVID-19 Tracker.

With the second leg of the lockdown half way through and Prime Minister Narendra Modi saying it's a long haul, 57.2% respondents said they have less than three weeks of stock while 43.3% said they have a stock that will last beyond that

However, if one breaks into weeks, most respondents said they are prepared for a week's time. 24.5% respondents said they have ration, medicine or money to last a week. This is closely followed by 21.9 % respondents saying they are ready for a month.

Meanwhile, 20.4 % said they are ready for a couple of weeks. There are 15.8 % who said they are ready for more than a month with food, ration and medicine. A tiny 5.6 % said they are ready with three weeks of stock.

However, there is 12.3% who still seem to live on the edge with less than a week's preparation.

But, the biggest takeaway from the IANS-CVoter COVID-19 Tracker is that in the last one month, a massive segment of society realised that the fight is long and the preparation should also be to last that long.

o put things into context, on March 16 when the tracker started, a whopping 77.1% said they have stock to last for less than a week. More than a month later on April 21, that number jumped to just 12.3%, which essentially means, people have become better prepared for a long-hauled lockdown period.

Similarly, on April 21, a sizable 21.9% respondents claimed they are ready with ration and medicine that will last them a month. On March 16, not even one respondent could claim they have a month's stock. In fact till March 22, just ahead of the announcement of the first lockdown, no respondent the IANS-CVoter tracker said that they have a month's preparation.

Similarly, when the tracker started, 9.9% said they simply ‘don't know'. As on April 21, that number is a big zero.

Thane, Feb 28: Former BJP MLA Narendra Mehta was on Friday charged for allegedly  raping and harassing a woman corporator in Bhayandar, which is in the Thane district near Mumbai, on Friday, police said.

His associate Sanjay Tharthare has also been charged in the case, they said.

The district rural police lodged an FIR against Narendra Mehta, who resigned from the BJP three days ago, and his associate, an official from the Mira-Bhayandar police station said.

No arrest has been made till now.

A video of the corporator purportedly speaking about the alleged harassment and abuse she suffered at the hands of Narendra Mehta went viral on social media two days ago, the official said.

The corporator has alleged that the abuse is going on since 1999 and her family is facing threats from him, he added.

Narendra Mehta and Sanjay Tharthare were charged under relevant section of the Indian Penal Code for rape and other relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, he said.

Meanwhile, Shiv Sena MLA Pratap Sarnaik demanded the immediate arrest of Narendra Mehta, saying it is a "tragedy" that the BJP, which raises the issue of women's safety in the state, has not taken any action against its leader.

"Law and order issue will arise if such a person (facing rape and harassment charges) roams freely. He should be arrested as soon as possible," Mr Sarnaik said.

The Thane legislator also termed Narendra Mehta as "Marathi-hater" and alleged that he had once questioned Chief Minister Uddhav Thackeray's culture.

"I wonder why the BJP did not take strict action against Mehta, it needs to introspect," Mr Sarnaik said.
