Mysore, Kochi to use plastic Rs 10 notes soon

May 3, 2013

plastic_Rs_10Bangalore, May 3: As recoveries and seizures of counterfeit currency notes by various agencies continue in big numbers in South India, Mysore and Kochi will become first two cities in the country to have plastic/polymer currency notes of Rs 10 denomination in circulation, in line with the Centre’s initiative.

One of the objectives of the move is to tackle the counterfeit currency menace, the Union Finance Ministry and the RBI have maintained.

Mysore and Kochi are among five Indian cities where the Centre has decided to introduce such notes on a trial basis. The government plans to introduce one billion pieces of Rs 10 notes in Jaipur, Bhubaneswar and Shimla apart from these two.

Although authorities maintain that the selection of the cities will help test such notes in varied geographical locations and climatic conditions, the move will be India’s latest in tackling the fake note problem, which, investigations in the past have revealed, are being used to fund terror groups among other anti-national activities.

And South India is slowly becoming a major centre for smuggling of such notes.

Going by statistics from the National Crimes Record Bureau , 6,386 notes of Rs 1,000, 12,226 notes of Rs 500, 1,247 notes of Rs 100 and 1,057 notes of Rs 50 and one note of other denominations have been seized in Karnataka, from January 1, 2012, to December 31, 2012. The total face value of the notes stands at Rs 1,26,76,560.

During the same time, the face value of fake currency notes recovered and seized in Kerala stood at Rs 29,09,300, while it was Rs 1,97,81,910 in AP and Rs 2,54,25,005 in Tamil Nadu. (See table for statistics from Jan 1, 2010 to Dec 31, 2012 of all the four states).

Although the number of counterfeit notes of Rs 10 denomination is not negligible compared to Rs 1,000, Rs 500, Rs 100 and Rs 50, the pilot project is restricted to Rs 10. Sources, however, said plans to introduce notes of higher denomination is being considered.

Globally, countries like Australia and New Zealand have opted for such notes to counter fake currency notes, and India will join this club once the project kicks off, the source said.

RBI spokesperson Alpana Killawala told Deccan Herald, “We have already floated tenders in this regard but no other details can be discussed at this juncture.”

On whether the RBI has fixed any timeline to begin the project, she said: “There are a lot of external factors that have to be taken into consideration, we cannot arbitrarily set deadlines. We are taking the process forward, it will be complete when it is.”

The sources said the RBI has sought interested manufacturers of polymer banknotes submit their expression of interest and expected to submit specifications of the substrate along with 500 pieces of sample banknotes printed on the proposed substrate.

The sample banknotes should be serially numbered, distinguishable, prominently marked “SAMPLE” across the face and carry the applicant’s name in indelible ink.

New Delhi, Jan 24: Under attack for doling out subsidies, Delhi Chief Minister Arvind Kejriwal on Friday said freebies in limited dose are good for the economy as they make more money available to the poor and boosts demand.

Opposition parties have been attacking the AAP-led Delhi government for giving "freebies" ahead of polls after it announced schemes like free bus rides for women and 200 units of free electricity.

"Freebies, in limited dose, are good for economy. It makes more money available to poor, hence boosts demand. However, it should be done in such limits so that no extra taxes have to be imposed and it does not lead to budget deficits," Kejriwal said in a tweet.

Slamming the BJP, Kejriwal said he is happy that the people of Delhi have forced the Saffron party to ask for votes on the basis of CCTVs, schools and unauthorised colonies.

Reacting to a tweet of the BJP Delhi in which Home Minister Amit Shah had asked how many schools have been constructed and cameras installed by the AAP government, Kejriwal said he is happy that Shah saw some CCTV cameras as earlier he had claimed that he could not find a single one.

"I am happy you saw some CCTV cameras. A few days back you said there was not a single camera. Take out some time we will show you our schools also. I am extremely happy that the people of Delhi have changed the politics by which the BJP has to ask for votes on CCTV, schools and raw colonies here," he said in a tweet.

Responding to Shah's allegation that he could not find WiFi in Delhi as promised by Kejriwal and that his battery drained out in the process, the Delhi chief minister said along with free WiFi they have also made arrangement for free charging points.

Mumbai, Apr 22: Maharashtra Home Minister Anil Deshmukh on Wednesday said none of the 101 people arrested in connection with the Palghar lynching case is a Muslim, and accused the opposition of giving a communal colour to the incident.

Terming the incident as unfortunate and a blot on humanity, Deshmukh in a Facebook address said this is not the time to play politics, and urged all to engage in collective efforts to defeat the deadly coronavirus.

Without naming any leader or party, Deshmukh, who is an NCP leader, said some people were seeing Mungerilal ke haseen sapne (referring to a fictional character from a TV show who daydreams) of returning to power in the state.

He said in the run up to the incident, a rumour did rounds in Palghar that some people were lifting children during night.

The entire episode is being investigated by a special inspector general and the probe has been handed over to the Crime Investigation Department (CID), he said.

"The police arrested 101 people in connection with the incident within eight hours after it took place. They had run into neighbouring jungles, but were caught by police. There is no Muslim brother among these 101 people, Deshmukh said.

The minister said someone was heard as saying oye bas (please stop) in the video clip of the incident, but it was allegedly distorted as Shoaib.

An attempt was made to give a political colour to the incident. And this is very unfortunate...communal politics is being played, Deshmukh alleged.

He said such politics is being played at a time when the entire state is engaged in a battle against coronavirus.

"It is not the time to play politics, but to fight coronavirus collectively. It is unfortunate some people are seeing 'Mungerilal ke haseen sapne' at this juncture, the minister said.

The incident took place on the night of April 16 when three men - two seers and their driver - were going from Mumbai in a car towards Surat in Gujarat to attend a funeral.

Their vehicle was stopped near a village in Palghar district where the three were dragged out of the car and beaten to death with sticks by a mob on suspicion that they were child-lifters.

The deceased were identified as Chikne Maharaj Kalpavrukshagiri (70), Sushilgiri Maharaj (35), and driver Nilesh Telgade (30).

The Maharashtra government earlier ordered a high- level probe into the incident, and two policemen from Palghar were suspended on Monday for alleged dereliction of duty.
