New Saudi-Oman highway to reduce distance by 800 km

Riyadh, Oct 9: Saudi Arabia and Oman have completed the construction of a mega road project linking the two countries.

“The new road, which will cut the distance between Saudi Arabia and Oman by about 800 km, will be opened soon for public,” said Ahmad Hilal Al-Busaidi, Omani ambassador, Wednesday.

Al-Busaidi said the two countries were currently building the administrative infrastructures including immigration posts and check points across the two ends of the road. “This has delayed the inauguration of the road project,” said the diplomat, adding that this will be first overland direct link between the two countries.

Oman and Saudi Arabia are currently linked via road through the UAE, spanning a total distance of 2,000 km. He said that travelers shuttling between Saudi Arabia and Oman would no longer need to cross the UAE.

The Kingdom has spent about SR1.6 billion on the motorway that passes through the eastern Saudi province of Al-Ahsa and the Rub' al-Khali desert (Empty Quarter) ending at Oman border.

The road inside Oman is around 160 km long, starting from Tanam in Ibri province, passing through oilfields until it reaches the Oman-Saudi border in the Empty Quarter.

“The road has a direct access to south Oman,” said the diplomat.

Inside Saudi Arabia, the road is 519-km long, including a 247-km stretch from the Omani border to Shaybah and the 319-km stretch from Shaybah to the Batha-Haradh road, which leads to Al-Kharj and then to Riyadh.

Al-Rosan Contracting, which had been commissioned to build 256 km of the road on the Saudi side, said the project had been a big challenge because the road is constructed through shifting sands across the Rub’ al Khali Desert, the largest and most barren sand desert in the world covering 600,000 square kilometers.

“Trying to build a road on shifting sand dunes was always going to be difficult. The project involved building sand bridges across salt flats and high rising dunes, so the selection of adaptable and reliable equipment was critical for this project, not least because of the aggressive environment, intense heat, sand and remoteness of the site,” an Al-Rosan manager was quoted as saying in a statement by Volvoce.com.

The statement said FAMCO (Al-Futtaim Auto & Machinery Co. LLC) is the equipment contracting partner of Al-Rosan in the project and it has used 95 Volvo machines, including a range of articulated haulers, excavators and motor graders, through the several stages of the project.

“The construction of the 256 km road was completed in sections and involved gigantic amounts of sand ‘cut and fill’. The sand transported to construct the bridge was 130 million m3 — the equivalent of 26 giant pyramids — and 12 million m3 of material was needed to protect the embankment of sand from wind and water,” it said.

Spelling out the features of this project, Al-Busaidi said: “The opening of the road will create trade and investment opportunities besides boosting tourism between the two countries.”

This new road project will also help vehicles including trailers laden with goods to reach fast to their destinations in the Kingdom or in Oman, he added.

He said that Oman, being a GCC member, seeks to promote relations with the Kingdom in all sectors. The new project will help the Kingdom to be well connected with the strategic cities and towns in Oman, which also shares borders with the UAE and Yemen as well as marine borders with Iran and Pakistan.

Abu Dhabi, May 25: Dusty weather to persist in the UAE on Monday as well with a chance of rainfall in parts of the country, the national Met department reported.

According to the NCM, the weather today will be fair to partly cloudy, with a chance of some convective clouds formation by afternoon - eastward and northward - extending to some internal areas that may be associated with some rainfall.

The weather will get humid by night and Tuesday morning over some coastal areas.

NCM predicts a wet Eid break.

Sharjah Police issued a weather warning as heavy rain flooded roads in Sharjah's Kalba among other areas.

Moderate to fresh winds will gain strength during the day causing blowing dust and sand.

The sea will be slight to moderate in the Arabian Gulf and in Oman Sea.

Earlier on Sunday, a weather alert was issued by authorities as moderate to heavy rain - accompanied with hail - lashed parts of the UAE. A rainbow in Dubai skies cheered up residents, celebrating a unique Eid this year amid the coronavirus Covid-19 pandemic - by mostly staying home.

Dubai, Aug 2: The United Arab Emirates (UAE) announced on Saturday that it has started operations in the first of four reactors at the Barakah nuclear power station - the first nuclear power plant in the Arab world.

Emirates Nuclear Energy Corporation (ENEC), which is building and operating the plant with Korea Electric Power Corporation (KEPCO) said in a press release that its subsidiary Nawah Energy Company "has successfully started up Unit 1 of the Barakah Nuclear Energy Plant, located in the Al Dhafrah Region of Abu Dhabi".

That signals that Unit 1, which had fuel rods loaded in March, has achieved "criticality" - a sustained fission chain reaction.

"The start-up of Unit 1 marks the first time that the reactor safely produces heat, which is used to create steam, turning a turbine to generate electricity," said ENEC.

Barakah, which was originally scheduled to open in 2017, has been dogged by delays and is billions of dollars over budget. It has also raised myriad concerns among nuclear energy veterans who are concerned about the potential risks Barakah could visit upon the Arabian Peninsula, from an environmental catastrophe to a nuclear arms race.

Paul Dorfman, an honorary senior research fellow at the Energy Institute, University College London and founder and chair of the Nuclear Consulting Group, has criticised the Barakah reactors' "cheap and cheerful" design that he says cuts corners on safety.

Dorfman authored a report (PDF) last year detailing key safety features Barakah's reactors lack, such as a "core catcher" to literally stop the core of a reactor from breaching the containment building in the event of a meltdown. The reactors are also missing so-called Generation III Defence-In-Depth reinforcements to the containment building to shield against a radiological release resulting from a missile or fighter jet attack.

Both of these engineering features are standard on new reactors built in Europe, says Dorfman.

There have been at least 13 aerial attacks on nuclear facilities in the Middle East - more than any other region on earth.

The vulnerability of critical infrastructure in the Arabian Peninsula was further laid bare last year after Saudi Arabia's oil facilities at Abqaiq and Khurais were attacked by 18 drones and seven cruise missiles - an assault that temporarily knocked out more than half of the kingdom's oil production.

On Saturday, Dorfman reiterated his concern that there is no regional protocol in place to determine liability should an accident or incident at Barakah result in radioactive contamination spreading from the UAE to its neighbours. 

"Given Barakah has started up, because of all the well-rehearsed nuclear safety and security problems, it may be critically important that the Gulf states collectively evolve a Nuclear Accident Liability Convention, so that if anything does go wrong, victim states may have some sort of redress," Dorfman told Al Jazeera. 

The UAE has substantial oil and gas reserves, but it has made huge investments in developing alternative energy sources, including nuclear and solar.

Experts though have questioned why the UAE - which is bathed in sunlight and wind - has pushed ahead with nuclear energy - a far more expensive and riskier option than renewable energy sources.

When the UAE first announced Barakah in 2009, nuclear power was cheaper than solar and wind. But by 2012 - when the Emirates started breaking ground to build the reactors - solar and wind costs had plummeted dramatically.

Between 2009 and 2019, utility-scale average solar photovoltaic costs fell 89 percent and wind fell 43 percent, while nuclear jumped 26 percent, according to an analysis by the financial advisory and asset manager Lazard.

There are also concerns about the potential for Barakah to foment nuclear proliferation in the Middle East - a region rife with geopolitical fault lines and well-documented history of nuclear secrecy.

The UAE has sought to distance itself from the region's bad behaviour by agreeing not to enrich its own uranium or reprocess spent fuel. It has also signed up to the United Nation's nuclear watchdog's Additional Protocol, significantly enhancing inspection capabilities, and secured a 123 Agreement with the United States that allows bilateral civilian nuclear cooperation.

Saudi Arabia has initiated refund of work visa fee to foreigners unable to travel to the Kingdom due to the suspension of international flights in the aftermath of Covid-19 pandemic.

Several work visas were cancelled, following which the Ministry of Human Resources and Social Development, in cooperation and coordination with the Ministry of Foreign Affairs, announced the refund. The cancellation and refunding of the stamped visas will be considered effective from the date of issuance of the royal decree on March 18, reported Saudi Gazette.

As a precautionary measure to curb the spread of coronavirus, the Kingdom suspended all international flight. The ministry of health in Saudi Arabia on Wednesday announced 1,325 new Covid-19 coronavirus cases and 169 recoveries. With this, the total number of cases in the Kingdom now stands at 21,402, while recoveries stand at 2,953, as on Wednesday reported KT.
