Poor progress in MGREGA projects irks MP, DC

Mangalore, February 19: There were more questions than answers at a meeting to review the progress achieved in the implementation of the Union Government schemes by the District Vigilance and Monitoring Committee here on Friday.

Though Nalin Kumar Kateel, MP, and Deputy Commissioner Subodh Yadav expressed concern over poor progress in the implementation of projects under the Mahatma Gandhi National Rural Employment Guarantee Act, the officials failed to come out with clear-cut answers and assurances.

While Mr. Kateel sought to know how the officials would spend more than 85 per cent of the funds sanctioned under the scheme with barely 40 days for the end of the financial year, Mr. Yadav repeatedly pointed out that there was no other scheme that was more important than this in rural areas and its implementation was being watched keenly across the country.

In 11 months, the district spent only about 12 per cent of the funds sanctioned, the Deputy Commissioner said. The meeting was told that only Rs. 33 lakh of the Rs. 3.56 crore sanctioned to Sullia taluk had been spent, followed by Puttur (Rs. 62 lakh of Rs. 4.47 crore), Mangalore (Rs. 80 lakh of Rs. 5.3 crore) Belthangady (Rs. 1.17 crore of Rs. 5.8 crore) and Bantwal (Rs. 1.91 crore of Rs. 5 crore).

Mr. Yadav did not accept the argument that staff shortage had hit the scheme's implementation.

He said officials should not hide behind such excuses and asked them to hold review meetings once in 15 days at the gram panchayat level and strictly monitor the scheme's implementation.

He said issues such as delays in declaring farmers as “small and marginal” which was needed to take up works in their land under the scheme should be sorted out at taluk levels. Chief Executive Officers in taluks could hold meetings with tahsildars and resolve them.

He expressed displeasure that barely a few of the job card holders were seeking jobs under the scheme.

Zilla panchayat Chief Executive Officer P. Shivashankar said that a wage of Rs. 100 a day being given under the scheme was far lower than the wages given elsewhere and some progress had been achieved only after it was increased to Rs. 125 from January.

He admitted that cards had been given to those who did not want jobs in a drive conducted under pressure to register more job seekers.

U.T. Khader, Mangalore MLA, suggested that the officials should talk to beneficiaries to identify the problems and come out with solutions. Mr. Kateel and Mr. Yadav accepted this suggestion and asked officials to do so. They promised to hold another review meeting in a fortnight.

Mangaluru, Jan 23: With the results of Joint Entrance Examination (JEE-Main) out, it is celebration time at CFAL (Centre for Advanced Learning), Mangalore’s top training institute as 12 of its students have secured above 99 percentile, out of 120 students who appeared at the prestigious national examination held in January this year. The students are: Kaustubh Rao (99.79), Ujwal Kumar (99.77), Dheeraj Kamath (99.74), Pramod Rao (99.68), Santhosh M (99.59), Mohan Nayak (99.49), Rihan D’silva (99.43), Rishan D’silva (99.41), Pranav Rao (99.41), Aamod BK (99.29), Anmol J Shetty (99.22) and Madhura Sabhahit (99.083).

Apart from the above students, 8 students have scored above 98 percentile, the details of the students are: D.K. Goutham (98.67), Tejah S.S. (98.49), Akash Shetty (98.4), Tejas Bhat K (98.34), Ninaad PS (98.31), Shreepoorna Rao (98.3), K. Annapoorna Prabhu (98.3) and Rakshith Sajjan (98.2). The results of many more students are awaited.

A total of 8,69,010 students had appeared in the said exam from across India. The students who have attempted the JEE Main exam in January can attempt the exams again in April to better their percentile. Students who clear JEE Main qualify for JEE Advanced and are eligible for seats at the NIT’s and other top institutions of the country.

JEE – The most challenging undergraduate admission test

Joint Entrance Examination (JEE) conducted this year by National Testing Agency (NTA) is a national level examination for students to qualify and pursue engineering degree at under graduate level. Paper 1 is held for BE/B.Tech admissions and Paper 2 for B. Arch/B. Planning. JEE Main is a critical criterion for admission in India’s most prestigious and elite universities like IITs and NIT’s.

Those students who clear JEE Main can take the JEE advanced – which is a pre-requisite requirement for admission in the Indian Institute of Technology and Indian School of Mines (Dhanbad)

CFAL – The first name in training

Alappuzha, Jan 9: The houseboat of Nobel Laureate Michael Levitt was blocked in the backwaters here for some time by trade union activists, who were on a nationwide strike against the Centre's "anti-labour" policies on Wednesday.

Michael Levitt, an American-British-Israeli biophysicist and a professor of structural biology at the Stanford University in the United States, said the incident sent a bad message to tourists.

Levitt, who was in Kerala as a state guest, also said he felt as if a bandit had stopped his wife and him at gunpoint. Police said Levitt, who received the 2013 Nobel Prize in Chemistry, was in Alappuzha with his wife and they were stopped by the protesters near Kainakary.

"Being stopped by criminals on the backwaters sends a very bad message to tourists. It is as if a bandit stopped us at gunpoint and delayed us under the threat of force for one hour," Levitt wrote in an email to his tour agent at Kottayam.

In the email, which was later released to the media, he also said the person who blocked them "ignored all arguments that tourists were exempted" from the strike.

"This person, who did this, ignored all arguments that tourists were exempted and that I am a VIP guest of the Kerala government. He was obviously acting, knowing that he was safe from prosecution. Sadly, this makes me fear that India is sinking into lawlessness," Levitt wrote in the email.

The police registered a case after the houseboat owners filed a complaint in this regard.

Reacting to the incident, state Tourism Minister Kadakampally Surendran said the government would take strong action. "Strong action will be taken against those anti-social elements who stopped the boat. Levitt was here as a guest of the state government. The government had made it clear that the tourism industry was exempted from the strike," he said.

Trade union leaders had also announced that the strike would not affect the tourism industry.

Ten trade unions, including the INTUC, the AITUC and the CITU, had called for the nationwide strike to protest against the labour reforms, FDI, disinvestment, corporatisation and privatisation policies of the Centre and press for a 12-point demands of the working class, relating to minimum wage, among others.

Dubai, May 5: Tickets on repatriation flights from UAE to India, which start on May 7, could be costlier than regular airfare, and adding to the financial woes of those flying back. Nearly 200,000 Indians in the UAE have registered on the website seeking to return home.

“A one-way repatriation ticket to Delhi will cost approximately Dh1,400-Dh1,650 - this would earlier have cost between Dh600-Dh700 [during these months],” said Jamal Abdulnazar, CEO of Cozmo Travel. “A one-way repatriation flight ticket to Kerala would cost approximately Dh1,900-Dh2,300.”

This can be quite a burden, as a majority of those taking these flights have either lost their jobs or are sending back their families because of uncertainty on the work front. To now have to pay airfare that is nearly on par with those during peak summer months is quite a blow.

Sources said that officials in Indian diplomatic missions have already initiated calls to some expats, telling them about likely ticket fares and enquiring about their willingness to travel.

Although many believed repatriation would be government-sponsored, Indian authorities have clarified that customers would have to pay for the tickets themselves. Those who thought they were entitled to free repatriation might back out of travel plans for now.

Fact of life

But aviation and travel industry sources say higher rates cannot be escaped since social distancing norms have to be strictly enforced at all times. That would limit the number of passengers on each of these flights.

“One airline can carry only limited passengers - therefore, multiple airlines are likely to get the approval to operate repatriation flights,” said Abdulnazar. “Also, airports will have to maintain safe distance for passengers to queue up at immigration and security counters.

“Therefore, it is recommended that multiple carriers fly into multiple Indian airports for repatriation to be expedited.”

The Indian authorities, so far, have not taken the easy decision to get its private domestic airlines into the rescue act. Gulf News tried speaking to the leading players, but they declined to provide any official statements. So far, only Air India, the national airline, has been commissioned to operate the flights.

Air India finds itself in the driver's seat when it comes to operating India's repatriation flights. To date, there is no confirmation India's private airlines will be allowed to join in.

UAE carriers ready to help out

UAE’s Emirates airline, Etihad, flydubai and Air Arabia are likely to also operate repatriation flights to India after Air India implements the first phase of services.

“We are fully supporting governments and authorities across the flydubai network with their repatriation efforts, helping them to make arrangements for their citizens to return home,” said a flydubai spokesperson.

“We will announce repatriation flights as and when they are confirmed, recognising this is an evolving situation whilst the flight restrictions remain in place.”

An AirArabia spokesperson said the airline is ready to operate repatriation flights when the government tells them to.

Travel agencies likely to benefit

Apart from operating non-scheduled commercial flights, the Indian government is also deploying naval ships to bring expat Indians back. Sources claim the ships are to ferry passengers who cannot afford the repatriation airfares.

Even then, considering the sheer numbers who will want to get on the flights, travel agencies are likely to see a surge in bookings since airline websites alone may not cope with the demand set off in such a short span.

Learn from Gulf governments

In instances when they carried out their own repatriation flights, some GCC governments paid the ticket fares to fly in their citizens. Those citizens who did not have the ready funds could approach their diplomatic mission and aid would be given on a case-to-case basis.

Should Indians wait for normal services to resume?

Industry sources say that those Indians wanting to fly back and cannot afford the repatriation flights should wait for full services to resume once the COVID-19 pandemic settles.

But can those who lost their jobs or seen steep salary cuts stay on without adding to their costs? And is there any guarantee that when flight services resume, ticket rates would be lower than on the repatriation trips.

As such, normal travel is expected to pick up only after the repatriation exercise to several countries is completed. UAE-based travel agencies are not seeing any bookings for summer, which is traditionally the peak holiday season.

“Majority want to stay put unless full confidence is restored,” said Abdulnazar. “I expect full normalcy to be restored not until March 2021.

“People have also taken a hit to their income. Without disposable income, you will curtail your travel.”

What constitutes normalcy?

Airfares are expected to remain high, given the need to keep the middle seats empty to practise safe distance onboard.

“We expect holiday travel to resume by October or November - but, the travel sentiment will not go back to pre-COVID-19 levels anytime soon,” said Manvendra Roy, Vice-President – Commercial at holidayme, an online travel agency. “The need to keep the middle seat vacant will add 30-40 per cent pricing pressure per seat from an airline perspective.

“This will make holidays more expensive.”

As for business travel, it will take some time to recover. Corporate staff are now used to getting work done via conference calls. “Companies will also curtail their travel expenditure since their income has taken a hit,” said Abdulnazar.
