DK has highest cases of police atrocities in state'

Mangalore, March 1: Dakshina Kannada district tops in the state in the list of police atrocities and human rights suppression said former Karnataka High Court Judge, Justice Michael F Saldanha.

He was speaking after releasing a fact-finding report “State Terrorism-Police Atrocities in the Karavali Area” which is based on people's tribunal enquiry conducted by Peoples' Union for Civil Liberties (PUCL), an organization devoted to the preservation of constitutional civil liberties and human rights here on Tuesday.

When Transparency International, a human rights organization conducted a study in the year 2008, 2009 and 2010, it found that maximum number of police atrocity cases and human rights violation took place in the Dakshina Kannada followed by Udupi, Shimoga and Cickmagalur.

He said Amnesty International had already listed India as the fifth worst country with large number of human rights violation cases.

Beef traders and cattle traders were the main victims of these atrocities, Justice Saldanha said.

Citing Justice SR Nayak, Chairman of State Human Rights Commission, Saldanha said that despite he had passed 1211 orders related to human rights violations across the State, not a single accused has been punished.

Saldanha said “On November 8, 2008 when I and social activist Swamy Agnivesh visited the MSEZ site, two criminal cases were registered against us. There was also an attempt to murder me. This is the fate of people of Dakshina Kannada.” Despite 1.8 crore from the exchequer, has been spending on Police, there is no security for minorities especially for Muslims and Christians.

Some of the Recommendations

As an immediate measure, the State Government must set up Forums at the district level and the State level where individuals and their representatives will be able to point out specific instances of police atrocities and misconduct. These forums should have a monthly dialogue with the people's representatives where the action taken will have to be made public.

Similarly, at the district level and state level, the judiciary must set up a grievance cell which will be presided over by a Judge who will entertain complaints of miscarriage of Justice such as refusal to hear urgent applications, deferring orders for abnormally long periods of time and the action taken will have to be made public within a month, so that there will be total transparency of functioning.

In the cases of women's rights or atrocities and violence against women and human rights specific action is required from the state government with a public assurance.

PB D'Sa, State President, Walter Maben, Vice President, Muhammad Kakkinje, Vice President of NCHRO, Ali Hasan, President of Karnataka Beef Merchant's Association, BV Seetharam, Chief Editor of Karavali Ale who is also a victim of police atrocity, and victims Melwyn Pinto and Francis Karkala, were present on the occasion.

Bengaluru, Jan 6: JD(S) leader H D Kumaraswamy on Monday said he would not get involved in any 'wicked act' of bringing down the B S Yediyurappa-led government in Karnataka, amid claims that 15 to 20 BJP MLAs were ready to come out.

Clarifying that he would not disturb the government, the former Chief Minister said for him, the development of the state was important. "With great difficulty, you (Yediyurappa) have become Chief Minister for the fourth time, (I am) happy, I have nowhere said that I will disturb your government. Even now some people come and ask why I'm sitting silent when 15-20 people are ready to come out of BJP and why don't I make an attempt (to poach them), Kumaraswamy said. Speaking to reporters in Hassan, he sought to know why he should get entangled in that 'sludge' and he was not in a hurry.

"I will not get involved in a wicked act of removing a responsible government like Yediyurappa did. For me the development of the state is important," he said.

Though Kumaraswamy had raised questions about the longevity of the BJP government ahead of the December 5 bypolls, he had even then given clear indications that he would not attempt to pull down the administration as it would affect the development of the state.

The ruling BJP had swept the by-elections by winning 12 of the total 15 seats, helping the Yediyurappa government retain the majority in the Assembly.

With BJP winning 12 of the 15 assembly constituencies, it's numbers went up from 105 (including an independent) to 117, which is well ahead of the halfway mark of 111 in a 223-member Assembly (two seats-- Maski and R R Nagar-- are vacant due to pending litigation in the High Court).

The BJP came to power after the Kumaraswamy-led Congress-JD(S) coalition government collapsed as 17 MLAs had rebelled against the alliance leadership and resigned as legislators, to later favour the saffron party.

The Central Board of Secondary Education (CBSE) has rationalised the syllabus for classes IX to XII for the academic year 2020-21 by up to 30 per cent to make up for academic loss caused due to COVID-19, Union HRD Minister Ramesh Pokhriyal 'Nishank' announced on Tuesday.

"Looking at the extraordinary situation prevailing in the country and the world, CBSE was advised to revise the curriculum and reduce course load for the students of classes IX to XII.

"To aid the decision, a few weeks back I also invited suggestions from all educationists on the reduction of syllabus for students and I am glad to share that we received more than 1.5K suggestions. Thank you, everyone, for the overwhelming response," Nishank tweeted.

"Considering the importance of learning achievement, it has been decided to rationalize syllabus up to 30 per cent by retaining the core concepts," he added.

Mangaluru, Mar 22: A video being circulated in the social media purportedly of a man infected with COVID-19 at a hospital here is fake, its authorities said.

The video which shows a youth, dressed in pink trousers and wearing a mask, struggling to breathe on a blue hospital bed, had gone viral after which the Wenlock hospital issued a clarification.

The video started circulating after Dakshina Kannada Deputy Commissioner made public Sunday that a person has tested positive for coronavirus at the hospital.

"A video of a patient convulsing on a hospital bed is being circulated on social media. This video is not of Wenlock hospital. Besides, we do not use blue beds," the hospital said in a statement, adding that they will file a complaint with the police regarding the video.

The first COVID-19 case in the district was confirmed at the hospital on Sunday.

The 22-year old man who came here from Dubai was tested positive and is under treatment in the isolation ward.
